Right from the start, Lord Baden-Powell’s vision for Scouting was of a program in which the youth took responsibility for their activities and adventures. Scouts play the most important role within their Sections, and Scouters need to give them the opportunity to step up and run the program. Youth decide what activities they want to do, what adventures they want to undertake and what challenges they wish to give themselves. Youth bring their own ideas and interests to the mix to create Adventures in all six Program Areas (Environment & Outdoors, Leadership, Active & Healthy Living, Citizenship, Creative Expression, and Beliefs & Values) so that the program truly becomes their own. They can use resource materials provided to suggest starting points in the Plan-Do-Review process for all kinds of adventures. This does not mean that there is no Scouter involvement in the program, of course. Youth-led is not a free-for-all where anything goes while the adults stand back and watch. Our Scouters have an active role in mentoring, encouraging, guiding and inspiring the youth. Scouters are ultimately responsible for creating a safe, inclusive, and fun environments where youth can take on increasing responsibility and leadership roles. Runners - Runners learn the “way of the Pack” by: • • • • • Helping their Lair choose their Pack journeys Using the Plan-Do-Review cycle for adventures Leading their Lair or Pack in “gathering activities” (activities easily joined as Cub Scouts arrive at meeting) Sharing special skills and knowledge with their Lair Exploring interests through the Personal Achievement Badges Trackers - Trackers continue making choices on the Pack adventures and their own Personal Achievement Badges. They: • Act as mentors to the Runners and help them learn skills and the way of the Pack • Assist in the running of the Cub Pack or Lair activities, such as games • Assist the Beaver Scout Colony by helping with their adventures, planning and conducting several activities, or sharing a mutual adventure throughout the year • Connect with the White Tail Beaver Scouts in preparation for them moving up to Cub Scouts. Note: Trackers who attend Beaver Scout meetings on a regular basis are considered part of the Colony Leadership Team and help represent the Beaver Scouts in the planning meetings. They are given special names as “Friends of the Forest”. Howlers - Howlers are “the voice of the Pack”. They: • • • Mentor the Cub Scouts who are in their Lairs Guide the Lair in recommending the adventures for the Pack Work with other Howlers and Scouters to decide the order and select adventures • • • • Offer guidance and assistance to the Runners and Trackers during the adventures Take a leadership role with adventures Support the Pack in administrative tasks, such as gathering materials, collecting dues, helping with attendance, etc. May take responsibility for equipment use and storage at camps, hikes, etc. With your support and mentoring, the Pack has chosen the next adventure. It was determined after input from the Cub Scouts in their Lairs and through the Pack Leadership Team, under the direction of the Howlers. But it doesn’t have to include the entire Pack! There are times when there may be two or more adventures happening, maybe with a few Lairs working together on an adventure while the other Lairs have a different adventure. That’s okay, as long as they are all supported by Scouters. Whether a big adventure or a short activity, it should connect to one of Scouts Canada’s six Program Areas. year, once they have completed the requirements (see below). The first group to be invested are the Howlers. This is done by the Scouters. Once the Howlers are invested, the Trackers are called up. The Howlers then invest the Trackers. The Tracker will return to the circle and the Howlers then bring up the Runners from their Lair to the Akela to introduce them. Once Akela has asked them if they want to join the pack and they have repeated the Promise, Law and Motto, the Howlers return to the circle and the Trackers stand behind the Runners of their Lairs. The Trackers place the necker and whiskers (woggle) onto the Runner. Details of the Runner investiture can be found in Party II of the Canadian Path Manual.
