Public Services Department WASTE DISPOSAL AND RECYCLING DEFINITIONS, 2013. GENERAL PRINCIPLES FOR APPLYING CONTAMINATION CHARGES: The principle behind the charging of contaminated loads is to reduce the volume of waste delivered to Mont Cuet, thereby diverting waste from Landfill to more appropriate recycling or land reclamation alternatives. As new recycling initiatives have been introduced the range of products and materials that can be diverted has extended, and these have subsequently been added to the list. Where a contaminated load is identified on the weighbridge the waste carrier shall be offered the opportunity by the weighbridge operator to leave the site and deliver the waste to the most appropriate waste or recycling facility. The identification of a contaminated charge is a personal judgement that is made by operational staff at Mont Cuet. Where possible consistency is maintained but it is accepted that there will be differences of opinion between different site staff. A contamination charge should be applied where materials or items defined below are included in a mixed load, and could reasonably have been separated before being deposited in the skip, vehicle or container which the waste arrives in. Mixed loads of waste should be substantially free of ‘contaminants’, therefore minor amounts of cardboard, plastic, paper, etc. would not render a load as contaminated. Similarly, materials that ordinarily could be recycled but are contaminated by food wastes or other ‘contaminants’ rendering them unrecyclable, would not be classed as a contaminant. Loads classed as contaminated should be photographed with date and time indicated on the photograph. Where practical the photograph should include the vehicle depositing the contaminated load. The reason for the contamination charge should be entered in the comments box on the weighbridge ticket. WASTE DEFINITIONS: Waste Category General Waste Definition Household, Commercial & Industrial Waste, delivered by contractors using skips, tip loaders or refuse compactor vehicles, or by private householders. Loads delivered to Mont Cuet should be substantially free of items that have alternative recycling or disposal routes. Mixed loads containing general non-recyclable, non-inert wastes. Loads delivered to Fontaine Vinery may contain materials that could be sorted, but should not contain ‘black bag’ waste, chemicals, liquids or sludges, hazardous materials, animal wastes, green waste, contaminated spoil, or special waste. A reload charge will be applied containing these wastes. Charged at the Standard Rate Page 1 of 10 Public Services Department Contaminated Loads A Contaminated Load is defined as a Standard Waste load that contains items or materials that have an alternative recycling or disposal route, and which the Board of the Public Services Department has deemed should be classified as ‘Contaminated’. These items or materials are namely: Tyres: All tyres originating from motorised vehicles (i.e. cars, vans, lorries, motorbikes), including shredded tyres in ‘Frag’ Waste. Exemptions include bicycles and wheelbarrows. Recycling Route: Sarnia Autos. Lead Acid Batteries: All lead acid batteries resulting from motor vehicles, generators, electrical back-up supplies, etc. No exemptions. Recycling Route: St Peter Port Services, Guernsey Recycling, or Sarnia Autos. (Route for private householder users only: Longue Hougue Recycling Facility). Inert waste mixed in with other waste: The contamination rate should be applied to mixed waste or green waste loads containing some inert materials, i.e. concrete blocks, soil, stone, ceramics, etc. Recycling Route: Longue Hougue, Island Aggregates (Ronez), Vaudin Stonemason’s (Granite only). (Route for inert waste for private householder users only: Longue Hougue Recycling Facility) Metal and metallic objects: Items such as metal pipes, radiators, car parts, bicycles, metal furniture and fittings, etc. that could have been diverted for metal recycling. Recycling Route: Guernsey Recycling (All Metals), Scrap-It (Non Ferrous Metals), or Wastenot (Non-Ferrous Metals). (Route for private householder users only: Longue Hougue Recycling Facility; Mont Cuet Civic Amenity Site) Cardboard *: Cardboard boxes and other cardboard packaging that could have been segregated for recycling, including noncorrugated cardboard. Recycling Route: Mayside or Island Waste. (Route for private householder users only: Longue Hougue Recycling Facility; Mont Cuet Civic Amenity Site). Pallets (Wood and Plastic): Whole pallets that could be re-used, either wood or plastic. Exemptions – damaged/broken pallets. Recycling Route: Guernsey Pallet Company. Commercial quantities of waste paper: This is aimed at commercial deliveries of brochures, office paper, bags of shredded paper. Individual newspapers, magazines and other small paper items in mixed bags are exempt. Recycling Route: Mayside Commercial quantities of clear polythene/plastic film **: This is aimed at commercial deliveries that contain polythene and plastic film used for packaging purposes that could have been segregated for recycling. In terms of the Waste Hierarchy, the reuse comes above recycling, therefore the reuse of clear bags as rubbish bags is exempt from these charges. Some businesses are required to use clear bin liners. As a result, the use of clear polythene bags for the disposal of general waste is exempt. Page 2 of 10 Public Services Department Recycling Route: Mayside or Island Waste PVC Window Frames: Window and door frames, with or without glass. Recycling Route: Tony Cullington (Scrap-It) Polystyrene (EPS) ***: Expanded Polysytrene (EPS) packaging indicated by a number 6 within a recycling triangle. Exemptions include fish boxes and coated food and drink containers such as fast food containers. Recycling Route: States Works (Route for private householder users only: Longue Hougue Recycling Facility) Electrical Appliances (WEEE Categories 1, 3, 5, 8, and 10) ****: Schedules 1 and 2 provide a comprehensive list of items under each category. Category 1 - Large Appliances such as fridges, freezers, washing machines, dryers, ovens, etc. Recycling Route: Guernsey Recycling (Route for private householder users only: Longue Hougue Recycling Facility; Mont Cuet Civic Amenity Site). Category 3 – IT and telecommunications equipment. This is mainly aimed at IT equipment, computers, printers, photocopiers, etc. and larger telecoms equipment. Exemptions – small home telephones. Recycling Route: Galaxy Computers, Scrap-It, Guernsey Recycling. (Route for private householder users only: Longue Hougue Recycling Facility; Mont Cuet Civic Amenity Site) Category 5 – Lighting equipment, predominantly fluorescent tubes, energy saving bulbs, and sodium lamps. Exemptions: filament bulbs. (This will only be enforced once the recycling service is up and running officially). Recycling Route: St Peter Port Services (Route for private householder users only: Longue Hougue Recycling Facility). Categories 8 and 10 – large medical and dispensing equipment. Where no return policy occurs these should be recycled through local recycling business. Recycling Route: Guernsey Recycling Each load will be assessed by the landfill operator. To be classified as a Contaminated Load, the amount of the named items or materials within the load should be sufficient, in the view of the site staff, to render the load contaminated. The load should be classed as contaminated if it is clear that the identified items or materials could have been separated from the other waste and diverted to alternative recycling or disposal routes. In the case of cardboard, paper and clear plastic film/polythene, a contaminated load classification will apply if clean recyclable material is included in the load. The disposal of Cardboard, Paper or Plastic contaminated or spoiled prior to, or during collection, will only be accepted by prior approval. Charged at the Contamination Rate. * Excludes cardboard contaminated with food residues. ** Excludes clear polythene bin sacks filled with general waste. *** Excludes ‘Fish Boxes’ and coated food and drink containers. **** See Schedules 1 and 2 attached. Inert Waste Inert wastes are classified as wastes that do not undergo any significant physical, chemical or biological transformations following disposal. Inert wastes include soil, stone, hardcore, gravel, sand, glass, concrete and ceramics. Soil should be substantially free of vegetation. Longue Hougue: Charged at the Standard Rate for Longue Hougue. Mont Cuet: Inert loads will not be accepted at Mont Cuet. Mixed loads delivered to Mont Cuet containing inert materials (concrete blocks, ceramic items, etc.) will be charged at the ‘Contamination Rate’ Special Waste Special wastes are wastes that are controlled, dangerous, or difficult to treat, keep or dispose of. Because of their physical, chemical or biological properties, these wastes require special provisions for their disposal. Special Waste is split into two categories, either Non-Notifiable Presorted Special Waste, or Notifiable Special Waste: Non-Notifiable Presorted Special Waste Bonded Asbestos – delivery to site before 15:30 (weekdays) or 09:30 (Saturdays). Disposal to designated areas of Mont Cuet Landfill Site. Mixed loads containing bonded asbestos and other types of general waste will be charged at the Contamination Rate. Incinerator ash, either from the PEH Clinical Incinerator or the Cattle incinerator. Sludges from water treatment processing and sewage treatment. Pre-sorted loads containing only Non-Notifiable Special Waste are charged at the Standard Rate. Mixed loads containing these wastes are charged at the Contamination Rate. Notifiable Special Waste Fibrous Asbestos – disposal by specialist contractor only, with prenotification and waste transfer documentation required. Disposed of into a prepared pit and immediately covered. Air monitoring is carried out during disposal operations. Fire damaged bonded asbestos is also disposed of in this manner. Animals - any animals that cannot be disposed of at the Cattle Incinerator, typically includes chickens, marine mammals, etc. Chemicals – only specific chemicals can be disposed of in accordance with the site licence. These disposals are only carried out by the Health & Safety Executive, and are deposited into Pre-Dug pits, with treatment applied as required. Chemically contaminated spoil – pre-notification required. Typically this will be spoil contaminated by some form of hydrocarbon (e.g. diesel). Materials should be tested prior to disposal to assess the concentration of Page 4 of 10 Public Services Department contaminants present. Spoil with high levels of contamination may require remediation prior to disposal. Charged at Notifiable Special Waste Rate. Green Waste Garden and horticultural waste. All commercial green waste is delivered to Mont Cuet Landfill Site. Green waste loads containing general waste or materials that render it non-compostable will be charged at the Standard Rate. Private quantities of green waste can be disposed of at the Chouet Horticultural Site Green waste mixed with general waste will be charged at the Standard Rate, and green waste mixed with waste including items and materials subject to contamination charges will be charged at the Contamination Rate. Noxious weeds, animal manure/bedding, and specified fruit (i.e. tomatoes, peppers etc.) will be charged at the Green Waste rate, but will be diverted to the tipping face. Commercial: Commercial green waste rate at Mont Cuet. Household: Free of charge at Chouet. Private Householder Waste ‘Black Bags’ or equivalent can be disposed of by private householders at the Mont Cuet Civic Amenity Facility (general waste), or Longue Hougue (inert waste only). Charged at £2/bag, or equivalent. The charge is based on a standard bin sack (up to 100 litres capacity). Larger bins sacks should incur a higher charge. Non bagged waste should be charged at a rate based on the volume equivalent to a standard black bin sack, up to a maximum of ten bin sacks. Larger volumes of household waste should be weighed over the weighbridge and directed to the tipping face. Top Soil with Vegetation Top soil containing turf and other vegetation may be delivered to Longue Hougue Reclamation Site for stockpiling and processing. Note on Contaminated Loads: The decision to classify a load as contaminated is made by the landfill operators, who are trained to identify such loads. Photographic evidence will be obtained where possible to back up this decision. An operator’s decision is supported by central management. Appeals against a contaminated load charge should be directed to the Public Services Department. Contaminated Load charges are not applied to loads delivered to Fontaine Vinery, however, should these loads contain ‘black bag’ waste, chemicals, liquids or sludges, hazardous materials, animal wastes, diseased horticultural wastes, contaminated spoil, or special wastes, then a reload charge will be applied.
