INTRODUCTION
World Para Powerlifting and the Local Organising Committee are pleased to invite
you to the 2017 World Para Powerlifting Championships to be held in Mexico City,
Mexico on 30 September – 6 October 2017. The competition venue is the Gimnasio
Olímpico Juan de la Barrera.
With the information in the following pages World Para Powerlifting is providing
details related to the list of events, participation criteria and deadlines for the 2017
World Para Powerlifting Championships.

GENERAL
INFORMATION
2.1 IPC Membership
The Organizing Committee will only accept entry forms submitted by the NPC / NPF in good
standing with the IPC. Furthermore, only those entry forms submitted by the NPC President, Secretary General or authorized person will be processed. For further information on
the IPC’s membership policies or to address general membership issues, please contact the

2.2 Rules & Regulations
The current World Para Powerlifting Rules & Regulations and the Qualification Pathway 20172020 will apply for the 2017 World Championships. http://www.paralympic.org/Powerlifting/

2.3Anti-Doping
The Anti-Doping control / processes will be carried out in full accordance with the IPC Anti-Doping Code and the IPC Doping Control Agreement.

2.4 Classification
Athletes who have never been classified and or have a designated sport class status of “R”
(Review) will be required to go through International Classification prior to the start of the
2017 World Para Powerlifting Championships.
International Classification will be conducted on 27-28 September 2017. A detailed classification schedule will follow after the revision of the final entries by World Para Powerlifting. All
athletes informed that they require classification must arrive at a time prior to / in advance
of their allocated slot within the classification process and have with them ready a completed copy of the World Para Powerlifting Medical information form (this can be found on the
World Para Powerlifting website https://www.paralympic.org/powerlifting/classification) The
NPC must upload the Medical Information in the classification section of SDMS four (4) weeks
before the competition. International Classification must be completed at least 2 hours prior
the start of the Technical Meeting.
Athletes must be licensed through their NPC. From a classification perspective the provisions
of the Classification Manual apply. For more specific details refer to the World Para Powerlifting classification rules and regulations.

2.5 Medical Information
2.5.1 Medical Services
The LOC will ensure the implementation of all necessary and appropriate on-site medical, emergency ambulance and first aid services during the Championships.
2.5.2Treatment
No medical insurance will be provided to any of the participants. All participants are responsible for obtaining their own medical insurance (including Repatriation Cove-
rage) and will be responsible for any medical expenses resulting from participation in the event.
2.6 Participant Insurance
Each NPC must ensure that all members of their delegation are appropriately insured,
including coverage for travel, liability, accidents and repatriation. All delegation members
must have appropriate accident and health insurance accepted in order to compete at international IPC competitions.
Each participant will need to provide evidence of appropriate insurance cover no later than
30 August 2017.

2.8 Preliminary Programme
The Provisional timetable and events programme will be provided after the final entries by
name revision (15 September 2017). The competition programme will be finalized after the
technical meeting.
2.9 Maximum number of entries per event per NPC
The maximum number of entries per NPC across all events will be 15 but still with no more
than 2 per event.
For the Junior WCH, each country is allowed to enter a further maximum of 15 junior male
and 15 junior female competitors spread throughout the range of the 10 male and female
bodyweight categories for juniors. There must not be more than 3 competitors from any
one country in any particular bodyweight category. The minimum age to participate the
Junior WCH will be 15 years old by the 31st December 2017.
For the Senior WCH, each country is allowed to enter a maximum of 15 senior male and 15
senior female competitors spread throughout the range of the 10 male and female bodyweight categories. There must not be more than 2 senior competitors from any one country
in any particular bodyweight category. (Juniors can be entered to the WCH, but they will be
considered as senior).
2.10 Viability of the Events
For an event to be considered viable for all three medals the minimum number of athletes
per weight category must be 3. In case of a category with less than 3 athletes (2 or less)
then section 9 of the current World Para Powerlifting Rules & Regulations will apply and
either a minus one rule will be applied and or, where considered more practical, weight
categories will be grouped together as decided upon by the technical delegate appointed
by World Para Powerlifting. In such circumstance of combined bodyweight groups the AH
(Haleckzko) formula should be used in full accordance with the World Para Powerlifting
rules. Any final decisions made will be announced prior to the competition at the technical
meeting.
2.11 Body Weight Category change
Bodyweight categories will apply as per the current World Para Powerlifting Rules and Regulations. Point 4.1 of the rules applies where entered bodyweight or change to bodyweight
category is required. The bodyweight category signed off at the technical meeting is considered final and no further changes will be allowed.

2.12 Entries and Registration Process
All entered athletes must be registered and licensed by the final entries deadlines (refer to
IPC Athlete Licensing Policy for the current season). Athlete’s entries not meeting this criterion may be rejected by World Para Powerlifting.
All athletes must be entered online* by their respective NPCs or National organizations authorised and endorsed by the NPC to do so and accepted by World Para Powerlifting.
2.12.1 Late entries
The World Para Powerlifting Office must be informed about any late entry. All respec
tive information must be reviewed on the ‘case by case’ basis and the entry may be accepted / rejected by World Para Powerlifting.
2.12.2Replacements
The World Para Powerlifting Office must be informed about every replacement.
Replacements of athletes may be accepted due to injury or medical reasons. All
respective medical information regarding the athlete who is to be replaced must be sent to the World Para Powerlifting Office by the respective NPC for further consider
ation regarding its acceptance/rejection.
2.12.3 Declaration of Participation
By completing and submitting sport entries via the World Para Powerlifting World Championships Sport Entries Online System (EBS), NPCs are considered to have
declared the participation of their athletes in the specified event/categories.
2.12.4 Final Entry Process
NPCs will be able to generate their competition fee invoice for the World Championships directly from the EBS based on its confirmed overall team delegation size.
Please note that no amendments to the invoice will be permissible after submission
by 31 May 2017, except for athlete withdrawals due to injury or medical reasons
before the Championships may be granted
an exception to this rule provided a medical certificate signed by the team/LOC

2.13 Results
Results will be sent by LOC to the World Para Powerlifting Office after the competition is
completed. The results will then be reviewed and the Ranking list will be updated
accordingly.
Only results of athletes who are licensed by World Para Powerlifting within the given timelines for results recognition and have an ‘R’ or ‘C’ sport class status will be taken into consideration for inclusion in the official World and Regional ranking lists (refer to the current
World Para Powerlifting Rules and Regulations).
2.14 Rankings

Also please be reminded about the IPC Licensing Policy, where the requirements for the athlete to be included in the Rankings are described.
2.15 Records

2.16 Competition Fee
The competition fee for Mexico City 2017 World Para Powerlifting Championships is 550
Euros per participant; this payment must be transferred directly to IPC (17 August 2017,
deadline to pay in full all necessary registration fees). The Competition Fee covers Championships services such as, basic medical services provided in the official Championships venue,
catering, OVR, Championships services and transport (journey to / from the airport to the
official Championships hotel) from 27 September - 8 October (official Championships period). In case of departure after 8 August, please contact the LOC, and all associated costs are
to be covered by the NPC / delegation.

Please note that incomplete payment will result in all athletes from your delegation being
ineligible to compete. No reimbursements will be granted after the payment.
World Para Powerlifting acknowledges in certain countries/territories the restrictions to
transfer money abroad. In the event of such difficulty, please contact World Para Powerlifting on [email protected] for an alternative payment option. Please note
absolutely no cash payment in any kind for the competition fee will be accepted by World
Para Powerlifting without its prior approval.
2.17 Accommodation
2.17.1 Para powerlifting hotel

2.17.2Payment

2.17.3 Accommodation Cancellation Policy
- If accommodation is cancelled by 23 June 2017, 100% of payment made by NPCs will be refunded.
- If accommodation is cancelled by 11 August 2017, 50% of payment made by NPCs will be refunded.
- No payments will be refunded on cancellations made after 12 August 2017
2.18 Transport
Transportation will be arranged from/to Mexico City International Airport (officially Aeropuerto Internacional Benito Juarez- IATA: MEX, ICAO: MMMX) Terminals 1 & 2 to the official
Championships hotel, free of charge for those who have booked their accommodation in
one of the Official Hotels through the LOC Accommodation Department.
The distance between the airport and hotel is 15 km; 40 minutes by bus.
The distance between competition venue and hotel is 9 km; 40 minutes by bus.
Besides airport transport, delegates will also be taken to the Competition Venue from the
Hotel and back during competition days.
Detailed information shall be provided to all NPCs in the coming months.
For those who have booked their accommodation independently of the organising committee will have to arrange their own transportation.

2.19 Extra Days
In case of early arrival or late departure (outside the official dates) any additional needs
(such as accommodation / transportation, etc.), 100% of associated costs are to be covered
by the NPC / delegation. Please contact the LOC for more information about any additional
requirements.
2.20 Entry Forms
The Online Entry forms are through the IPC Online Entry System (EBS) https://db.ipc-services.org/sdms/entries/default/login. Please refer to online manual.

Senior).
On 20 March, 00:00am, C.E.T. +1 hour the entries by number phase is open (male, female,
staff, plus entries by gender, age group and weight category, World Para Powerlifting >
World Championships > Entries by Number or > Slot Allocation).
2.21 Visas
Mexico warmly welcomes all visitors. Nationals from 65 countries holding normal passports
do not require a visa to enter Mexico as tourists or business visitors and can stay in Mexico
for up to 180 days. Consult this link for a list of these countries (website is in Spanish).
Electronic Authorization System
The Electronic Authorization System (SAE) is an online system, which allows citizens
travelling by air to obtain an electronic authorization to travel to Mexico for tourism or
business purposes without a consular visa. It is valid for 30 days and a single entry and upon
arrival visitors are authorized to stay in Mexico as tourists for up to 180 days. This applies for
citizens from Russia, Turkey and Ukraine.

Visa required for entry to Mexico
If a person does not hold a passport from one of the Mexico visa-free access countries on
the map, but does hold a current visitor visa for the United States of America they will not
be required to obtain a visa to enter Mexico.
For those delegation members who do require a visa to enter Mexico you are to contact the
nearest Mexican Embassy/Consulate in your country. All NPCs are to fill the Visa Invitation
Letter Request Form (one per delegate, the document will be made available to you), insert
a copy of your passport and send it to the LOC. The LOC will provide you with a formal invitation letter to present with the rest of your documents when applying for your visa.
Please be reminded that it is important that your NPC arrange all RELEVANT VISAS well in
advance with the respective deadlines.

Athlete Eligibility
To be eligible to be entered by an NPC to participate (compete) in the Mexico City 2017
World Para Powerlifting Championships the athlete must:
have held an active World Para Powerlifting Athletes License for the 2017 season*;
be internationally classified with a ‘Confirmed’ sport class status or a ‘Review’ sport class
status with a review date set for after the 2017 WCH;
have achieved the respective Minimum Qualification Standard (MQS) for the weight category that they will be entered for in the 2017 WCH* within the period 1 January 2015 and 14
August 2017; (*exception being where rule 4.1 of the current World Para Powerlifting rules
apply)
3.2 Powerlifting Medal Events and Minimum Qualification Standards
Medals will be awarded in ten (10) body weight categories for men and ten (10) body
weight categories for women based upon the viability of events as outlined in point 2.10.

More than 4 million tourists visit the city every year
without incident and the number continues to grow.
It is the largest airport in Mexico and the 2nd largest
in Latin America. The airport is served by 27 domestic and international passenger airlines and 17 cargo
carriers. Everyday more than 100,000 passengers go
through the airport to and from more than 100 destinations on three continents.
