Specially selected and trained officers are responsible for the investigation of these offences and are situated within both District Safeguarding Units and Protective Services (Crime), a specialist department which deals with certain complex investigations. The national Operation Yewtree investigation focussed public attention heavily on this issue in West Yorkshire and has raised the public’s awareness that it is possible to report sexual crimes that are historical in nature. Since this investigation commenced in October 2012, there has been a significant increase in historical crime reports of a sexual nature recorded by West Yorkshire Police. We welcome the fact that victims feel able to approach the police regarding offences, whatever period of time has passed since the offence was committed. West Yorkshire Police saw a change in recording practices in respect of Serious Sexual Offences on 08th August 2014. The change in force policy allows all reports of Rape and Serious Sexual Offences to be recorded as a crime at first point of contact in effect applying a ‘prima facie’ approach. The revised force policy demonstrates a culture of belief towards rape victims which will ultimately build confidence within those victims and others to come forward and report offences. We have engaged with Victim Support and the National Association of People Abused in Childhood in order to improve, wherever possible, our support of victims in some of the most serious crimes. We are also currently working with regional colleagues to provide a Sexual assault referral centre (SARC) for victims to also better improve the way we support victims of sexual abuse. It should also be noted that West Yorkshire Police also have dedicated Officers that work within schools and universities. Part of the role of these Officers is to educate and help students keep themselves safe.
