ISSUE 37 JULY 2013 Chemdata News 2013.1 Update New developments on the horizon … The 2013.1 release of Chemdata is ready! Over 4,000 documents have been added or reviewed and updated. There are now over 51,000 substances in Chemdata with over 154,000 synonyms and trade names! We have already started work on the 2013.2 release and are pleased to confirm that we are now developing a Pocket Chemdata app for iPhones and iPads. Chemsafe Refresher Training This issue's legislation briefing reflects back on Hazmat 2013 and looks forward to Hazmat 2014. Hazmat 2014 is expected to be even bigger than Hazmat 2013 and will again incorporate practical scenarios and training as well as the usual presentations. NCEC is currently offering Emergency Services which use Chemdata a free* training visit to help remind you about the use of the Chemsafe line, which is a free service at the point of use (other than phone call charges). You may already have a training day planned, or we can plan a customised visit around your needs. During the presentation we give you a reminder of the Chemsafe scheme, a good understanding of our role and operations and an outline of recent changes in legislation. We discuss and provide examples of the calls we take, use Chemdata to run through some examples and exercises, and answer any questions. The presentation is aimed at Hazmat Officers, Fire Control Operators and Police Officers, and we would encourage the attendance of any others who might find it useful (e.g. your local EA rep). Pocket Chemdata contains the full Chemdata database (excluding EMS information) with most of the functionality of the desktop version and now includes the ability to view and add Private Notes, plus you can now copy your device code and activation key rather than having to type them manually. It has been developed to provide Emergency Services and private organisations handling chemicals access to timely, accurate chemical information at the scene of an emergency, cutting crucial response time. We have had a very positive response since the launch of our Android app in December 2011, with nearly 1,900 downloads of the trial from around the world. Over the last year we have had many requests from you for a version of Pocket Chemdata for iPhones and iPads. We have listened and a version for these devices is now under development, with an expected release date of December 2013 or January 2014. We plan to be able to preview the new version at the Emergency Services Show 2013 so come and visit us on Stand Z112. Scale cards In building on the success of the Hazchem scale cards NCEC has now published two new editions, one concerning supply legislation and the other transport regulations. The supply card explains the changes from CHIP to CLPand provides information on the legal requirements for CLP labels; information needed on CLP SDS; a timeline for EU implementation of GHS; and a list of commonly used abbreviations. The transport card provides information on training requirements; documentation; labelling and placarding; and safety equipment required to ensure legal compliance whilst transporting dangerous goods. The whole event was very well received by the recordbreaking number of Hazmat specialists who attended. Our thanks go to all the excellent speakers, the sponsors who helped make this possible and to the extremely efficient organising team, including Tactical Hazmat, for setting up a smooth and very successful event. This year, the event was held further north than in previous years and we have received many positive comments that prove that the new venue was certainly a good choice. We will be using it again next year. The two-day event covered a range of topics that were useful and informative to all who attended. Highlights included updates to Fire and Rescue procedures; multi-agency working; hydrogen sulfide (H2S) incidents in agriculture; updates on new developments from the Environment Agency and Health Protection Agency; human factors in chemical, biological, radiological, nuclear and explosives (CBRNE) response; and a great presentation about explosive awareness that really went with a bang! This year, we introduced parallel sessions so that we could provide a greater variety of topics than in previous years. Another new feature was the introduction of Scenario and Workshop Sessions where a range of practical and hands-on demonstrations were presented. The improved format has proved popular with delegates and will be returning in 2014. The feedback we received was overwhelmingly positive. In line with the other modal regulations there are entries for the new UN numbers and addition of the subsidiary risk 6.1 for mercury (and mercury contained in manufactured articles). The Supplement to the IMDG Code, which contains Emergency Response Procedures for Ships Carrying Dangerous Goods (EmS Guide) and the Medical First Aid Guide (MFAG), was not affected by IMDG Code Amendment 36. As such, IMO has decided not to publish a 2012 edition of the Supplement, and to instead retain the IMDG Code Supplement 2010 Edition as the most current. In response to delegate feedback gathered at the previous event, Hazmat 2014 will again incorporate interactive syndicate exercises and workshops on a cross-section of subjects as part of this two day conference. For 2014, delegates will be able to choose to attend two sessions from the four options that will be offered. Delegates will have the opportunity to register for specific workshops and syndicate exercises nearer the event, once the topics have been finalised and synopses released. Feedback from delegates has also helped to determine the topics for presentations for 2014 and we will be encouraging speakers to include practical elements where applicable and encourage group interaction. We will be looking to encourage multi-agency attendance with relevant presentations and workshops. We will also be facilitating networking amongst delegates via a ‘connections board’.
