This session will discuss the widespread and growing use of CCTV systems,
dronesandothermethodstosurveyandspotcriminalandterroristactivityin
publicareas.Participantswilllearnhowcities,includingAtlanta,arerelyingon
privateandpublicalliances(suchasdowntownimprovementdistricts)tofund
anddeploytheuseofsurveillancesystemsintheireffortsto prevent,mitigate,

Cyber-crime and cyber-terrorism include the deliberate, large-scale disruption
of computer networks, especially of attacks against computer hardware and
software (for example, botnets, malware and network intrusion), along with,
inancial crime and corruption (such as on-line fraud, penetration of online inancialservicesandphishing).Actorsincludestates,ideologicalgroupsandindividuals,ascyber-crimetoolsarebecomingincreasinglyeasyandcheaptopurchaseordevelop.Coststotheglobaleconomyrunintobillionsofdollars.
Ourexpertpanelofpresentersfromboththepublicandprivatesectorswilldiscuss each type of threat and how these acts are perpetrated. Emphasis will be

Jason L Berry is the head of Security for Six Flags Over Georgia. He
assumedthisroleinApril2013.Mr.BerrystartedwiththeSixFlagsorganization in 2009 as a front line Security Of icer. He worked his way
through the ranks and served as a dispatcher, Sergeant, Lieutenant, and

Darrell Chaney ield has been with the InterContinental Hotels Group
since2002asaManager,InvestigativeServices.Heprovidesinvestigative
servicesandmanagescorporatesecurityoperationsthroughouttheAmericas Division of the InterContinental Hotels Group (IHG) to include North,
Central and South America, the Caribbean and Mexico. He also serves as
the point of contact and coordination between international intelligence
and law enforcement agencies on matters relevant to safety, security and
well-being of guests, employees and the property of IHG. Mr. Chaney ield

conducts investigations into allegations of employee misconduct; waste,

Harlan Proveaux serves as Deputy Director of Emergency ManagementattheGeorgiaEmergencyManagementAgency/HomelandSecurity (GEMA/HS). In this position, he oversees the emergency management, operational response, planning, training, and exercise units of the
agency.
PriortojoiningGEMA/HS,Mr.Proveauxservedinleadershipfor
ten years at the Georgia Public Safety Training Center (GPSTC). Mr.
Proveaux was recruited to join the GPSTC staff after a highly successful
anddiverselawenforcementcareer.HehasalsoservedasaLawEnforcement Conservation Ranger with the Georgia Department of Natural ResourcesandastheMagistrateCourtJudgeofWareCounty.
Mr. Proveaux is currently pursuing his Masters in Public AdministrationfromColumbusStateUniversity.HereceivedaBachelorofArts
fromSt.LeoUniversity,wherehegraduatedwithHonors.
Mr.Proveauxhasservedasasecretary,president-elect,andpresidentoftheWaycrossExchangeClub.Heandhiswife,Kim,havetwochildren.
Brock Ryan‐Founder and Managing Director, Fortress Consult‐
ing
Brock is a retired ire ighter with the City of Atlanta of nearly 20
years.Hislastposition servedwas attherank ofLieutenant intheFire
Marshal’s of ice inspecting high rise buildings for code compliance and
disasterpreparedness.AfterSeptember11,2001,Brockchangedhisperspectiveonthevalueoftheseinspections.Hebecameextremelypassionateaboutmakingsuremanagementhadaplanforapotentialtragedyfor
Class A structures and quickly became the resident expert on preparednessandtrainingfortheCityofAtlanta.
Veryquickly,Brockrealizedagreatneedforthistrainingandpreparedness across the board. He formed Life Safety Solutions, which focuses
on: writing disaster preparedness plans, training management, engineeringandsecurity,andcoordinatingevacuationdrillswithproperguidance.
AftergainingtherespectandtrustofmanypropertymanagersintheAtlantaarea,BrockwasconsultedaboutaWorkplaceViolenceIncidentthatoccurredin2011.
Brock recognized this 21st Century threat as something very serious
that required immediate attention. He then consulted with Paul Merritt
andFortressConsultingwasformed.Itwasthispartnershipthatmadeit
clear that proper workplace violence prevention and response training
needed to include Brock’s background of knowledge and the expertise of
currentlawenforcementtrainers.
Amanda Snook, Ph.D.‐Social Science Research Specialist (SSRS),
National Threat Assessment Center, Protective Intelligence and
AssessmentDivision,U.S.SecretService
Dr. Snook is a Social Science Research Specialist with the U.S. Secret
Service National Threat Assessment Center, where she conducts research
onthreatassessmentandtargetedviolence,suchasassassinationandterrorism.Sheprovidestrainingbasedonthe indingsofthisresearchtofederal,state,andlocallawenforcementagencies.
Dr.Snookhasalsoconductedresearchinsupportofacomprehensive
effortthatcataloguedincidentsoftargetedviolenceintheU.S.atalllevels
ofgovernment.Shewasinvolvedinallaspectsoftheprojecttoincluderesearchingtheincidents,codingthedata,andanalyzingtheresults.
PriortojoiningtheU.S.SecretService,Dr.SnookworkedasaGraduate
Research Assistant and GraduateInstructor at the University of Connecticut(UConn)whilecompletingherPh.DinSocialPsychology.Herresearch
interestsfocusedonissuesofmethodology,sampling,andanalysis.While
completingherdoctoralstudiesatUConn,Dr.Snooktaughtseveralundergraduate psychology courses, including Social Psychology and Psychology
ofWomen.

David has over 40 years of law enforcement, security management,
planning, and operations experience. He spent twenty years as an Army
Of icerintheMilitaryPoliceCorps,servinginvariouscapacitiesinunitsin
the United States, Panama, and Europe. After the military, David joined
theAtlantaCommitteefortheOlympicGames(ACOG)asaVenueSecurity
Manager of the largest multiple event venue for the Centennial Olympic
Games.HeworkedinthecontractsecurityindustryasaBranchManager,
Business Development Manager, and as a Security Consultant. David
servedasaBusinessUnitSecurityManagerfortheGeorgia-Paci icCorporation, responsible for Corporate Headquarters and Aviation Security, as
wellasBusinessUnitcorporatesecuritysupport,specializingintheareas
ofriskassessmentandmitigation,executiveservicesandprotection,specialevents,andlaborrelations.
Inhiscurrentposition,amongavarieddescriptionofresponsibilities,
David is responsible for the public safety, cleanliness, infrastructure and
qualityoflifeconcernsofthe220-BlockAtlantaDowntownImprovement
District’sdaily200,000-populationconstituency,aswellastheconvention
andtouristvisitors(22millionperyear).Thisisaccomplishedprimarily
byprovidingenhancedpublicsafety andhospitalityservicesthroughthe
Ambassador Force and off-duty hired police deployment; public space
maintenanceandcleanlinessservicesthroughtheCleanTeamandPublic
SpaceMaintenanceTeam;andassistancewithpublicpolicyinsupportof
qualityoflifemeasures.Hecoordinatesandconductsliaisonandpublicprivate partnerships between the eleven (11) jurisdictional law enforcementagenciesandemergencyservicesorganizationscontainedwithinthe
Downtown Improvement District, as well as the major government entities. David is principally responsible for monitoring crime control
measuresandsecurityconsultingonacomprehensiveandinclusivelevel
totheDowntownarea,addressing:homelandsecurity,emergencypreparednessandresponse,businesscontinuity,andlargespecialeventsupport
andsecurity.TheCleanTeam,whichservesastheenvironmentalpublic
safety component of the program, exempli ies the “Fixing Broken Windows” concept. His other responsibilities include the revitalization and
daily operations, maintenance, improvements, and staf ing of Woodruff
Park.

Neilhasservedasapoliceof icerinAtlanta,GAforfourteenyearsand
currently holds the rank of sergeant. He has worked a variety of assignments to include narcotics, iring range instructor, and as a member of
SWAT/BombSquad.Neilisanexperiencedbombtechnicianandistrained
tobeafullyintegratedmemberofaSWATteam.Thisadvancedcapability
allowsfortheswiftreductionoreliminationofexplosivehazardsonteam
operationsandishighlysoughtafterinlawenforcementtacticalteams.He
has advanced training in threat assessment, device dynamic defeat and
hand-entry,militaryordinance,andhome-madeexplosives(HME).
Neilispassionate asatrainer and holdsinstructorcerti icationsfrom
theStateofGeorgia,theFederalLawEnforcementTrainingCenter(FLETC)
and the National Tactical Of icers Association (NTOA). He has developed
andpresentedseveraltrainingcoursesfocusedonlawandprocedure,policetactics, irearms,andbombsquadoperations.
