I.
Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for
the elimination of discrimination against women and girls; the empowerment of women; and the
achievement of equality between women and men as partners and beneficiaries of development, human
rights, humanitarian action and peace and security.
Placing women’s rights at the center of all its efforts, UN Women will lead and coordinate the United
Nations system efforts to ensure that commitments on gender equality and gender mainstreaming
translate into action throughout the world. It will provide strong and coherent leadership in support of
Member States’ priorities and efforts, building effective partnerships with civil society and other relevant
actors.
The UN Women Office in Myanmar focusses on Governance, Peace and Security with a significant
component of its work on the current peace process and on post conflict governance reform. This includes
research, policy advocacy and capacity building on a spectrum of issues from a gender equality and
women’s rights perspective, such as: the international human rights architecture on women, peace and
security; the national architecture and process on the same; mediation, ceasefire monitoring; federalism;
a women’s agenda for peace; inclusion of women and their priorities in all aspects of the peace process;
governance, security and justice sector reform.
Against this background and as the process for the National Dialogue begins in Myanmar, UN Women
seeks to hire an International Consultant to write a paper on Gender and Federalism in Myanmar, in close
consultation with its Myanmar Office.
II. Objective of Recruitment

To write a paper 35-40 pages (not including references etc) on Gender and Federalism in
Myanmar, based on literature reviews and interviews with key informants
III. Duration of Assignment and Duty Station:
The duration of the assignment is 12 September 2016 to 20th November 2016. The assignment is homebased, with the possibility of travel to Myanmar if needed
IV. Contract Supervision:
The Consultant will work under the direct supervision of the Head of UN Women, Myanmar to ensure
achievements of following tasks and deliverables:





Engage in consultations with UN Women, Myanmar to understand the breadth and scope of the
paper
Undertake a literature review on Gender and Federalism in the Asian region, and with specific
reference to Myanmar and produce an outline of the paper
Undertake key informant interviews on models of federalism for Myanmar and the relationship
between gender and federalism in Myanmar.
Write the paper and incorporate revisions based on feedback from UN Women
Produce the final paper using UN Women publication guidelines

V. Required Qualifications




Master’s degree or equivalent in conflict or development related disciplines, gender studies,
international relations, political science or other social science fields.
Minimum 5 years of relevant work experience in the area of gender and federalism, constitutions,
with demonstrable experience in:
 analytical work and knowledge generation
 designing and running advocacy and capacity building initiatives, especially workshops on
women, peace and security
Excellent command of English (oral and written), other UN languages an asset.
Work on and knowledge of gender issues, especially governance, women, peace and security
issues in Myanmar is an asset
VI. Evaluation Criteria



Applications will be evaluated based on the Cumulative analysis.
Technical Proposal (100 points) weight; [80%]
Financial Proposal (100 points) weight; [20%]
This weightage has been assigned given that quality technical expertise is the more significant
consideration and needs to be significantly factored into evaluating value for money.
A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal
being completed prior to any price proposal being compared. Only the price proposal of the candidates
who passed the minimum technical score of 80% of the obtainable score of 100 points in the technical
qualification evaluation will be evaluated.
Technical qualification evaluation criteria:
The total number of points allocated for the technical qualification component is 100. The technical

Only the candidates who have attained a minimum of 80% of total points will be considered as technicallyqualified candidate.
Financial/Price Proposal evaluation:


Only the financial proposal of candidates who have attained a minimum of 80% score in the
technical evaluation will be considered and evaluated.
The total number of points allocated for the price component is 100.
The maximum number of points will be allotted to the lowest price proposal that is opened/evaluated
and compared among those technical qualified candidates who have attained a minimum of 80% score in
the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest
price.
VII. How to apply
Interested candidates are encouraged to submit an updated CV, Personal History Form, a short
summary of your expertise and experience with writing samples in the related area, and a proposed
outline of the paper on gender and federalism and financial proposal with the proposed number of
working days and daily professional fee rate no later than 31st August 2016.
