The Thomas Jefferson Fund is a new program launched by the French Embassy and the FACE Foundation to
support cooperation among the most promising young French and American researchers, and foster forwardlookingcollaborativeresearchthataddressesthemostpressingglobalchallenges.
Uptoninegrantswillprovide$20,000overtwoyearstoeachselectedprojects.
Applications are accepted in the three following fields: Humanities and Social Sciences; Science, Technology,
EngineeringandMathematics;andScienceforSociety(interdisciplinarySTEM-SSHprojects).
The Thomas Jefferson Fund aims to encourage and support innovative research of the highest quality and new
collaborations, and especially seeks to support projects involving young researchers (post-docs, PhDs). Projects
involving important transatlantic mobility, collaborative research activities, the organization of workshops or
conferences,thepublicationofjointarticleswillreceivethehighestpriority.
TheFundconsidersprojectsjointlysubmittedbyscientistsatthebeginningoftheircareer:
- On the American side, professors or researchers with a mid- to long-term position at an American
universityorresearchinstitutionareeligible.
- On the French side, professors or researchers with a mid- to long-term position at a French public
researchinstitutionorinstitutionofhighereducationareeligible.
PhDcandidatesarenoteligibleasprojectleaders.
The two project leaders will be responsible for the scientific, technical and administrative management and
coordinationoftheproject.
Jointapplicationswillbereviewedandevaluatedbyindependentexperts.AFranco-Americangrantreview
committeewillgatherannuallytoproceedtothefinalselectionofgranteesonthebasisofthescientific
evaluations.
RulesandRestrictions
Selectedprojectswillbefundedtoamaximumof$20,000overtwoyears.Thegrantwillbeallocatedintwoequal
annualinstalments(50%inthefirstyear/50%inthesecondyear)andthedistributionoffundsamongpartners
willbeequal(50%ofthegranttotheFrenchpartner/50%ofthegranttotheAmericanpartner).
Contracts will be drafted and signed to this effect between their partner institutions and the FACE Foundation,
whichislegallyresponsibleforthefinancialmanagementoftheThomasJeffersonFund.
Selectedprojectswillstartinthesummerof2017.Selectedprojectswillbereviewedattheendofthefirstyearto
confirmbothscientificandfinancialintegritybeforefundingisrenewedforthesecondyear.Aprogressreportwill
havetobefilledjointlybythe2projectleaders.Projectsmustbecompletedwithintwoyearsoftheirinitiation.
ThefundsaretobeusedspecificallytosupporttheresearchpartnershipsubmittedtotheThomasJeffersonFund.
Thegrantwillcover:
-TravelexpensesbetweenFranceandtheUSforresearchers,professors,post-docsorPhDsinvolvedinthe
project:$1,200maximum/flight.
-Accommodationcostsandlivingexpensesforresearchers,professors,post-docsorPhDsinthepartnercountry
inthemaximumamountsstatedinthebudgettemplate.
-Organizationalcostsofjointconferences(logistics,meals,venuerental…etc.)andpublicationcosts.
Partnerresearchersareencouragedtoobtain«inkind»and/or«incash»co-fundingfromtheirinstitutionsor
othersourcesoffundingtocoverallothertypesofexpensesnecessarytothesuccessfulimplementationofthe
jointresearchproject.
Nograntsareallocatedtoindividuals,butonlytoinstitutions.Nogeneraloverheadoradministrativecostscan
becoveredbytheThomasJeffersonFundgrant.TheFunddoesnotpayforreleasetimeforfaculty.Grantscannot
beusedtopurchaseequipmentexceptforproject-specificsuppliesthatwillbeconsumedoverthecourseofthe
project,thoughtheremayberareexceptionsatthediscretionoftheExecutiveCommittee.TheFundcannotbe
used to pay salaries or stipends, or to cover everyday living expenses that would be incurred regardless of the
project.Itmaybeusedforlivingexpensesnecessaryforproject-relatedtravel.
All award funds will be wired in U.S. dollars to bank accounts in the institutions of the grantees, and will be
managedbytheappropriatefinancialmanager.CompletetrackingofallexpendituresfromtheThomasJefferson
Fundgrantareexpectedaspartoftheprogressreportandfinalreportsubmittedbythepartnerresearchers.
The Thomas Jefferson Fund does not manage intellectual property between institutions. All kind of publications
resultingfromthejointprojectwillexplicitlymentionthesupportgrantedbytheThomasJeffersonFundandthe
FACEFoundation.
ResearchersmaysubmitamaximumofONEapplicationperfundingcycle.

Thecompleteapplicationmustincludethefollowingdocuments:

2.Thefilled-outbudgettemplateinExcelformat.
3.Twolettersofintent,signedbythePresident,Chancellor,Provost,HeadofDepartment,HeadofLaboratory,
HeadoftheInternationalRelationsOffice,HeadoftheContracts&GrantsOffice,oranycomparable
representative:oneforeachinstitution.
ThislettercanbeeitherinFrenchorinEnglish;atranslationisnotnecessary.ThislettermustbeinPDFformat
(NOTtoexceed200Ko).
4.Twocurriculumvitaeofeachoftheprojectleaders,statingtheircurrentaffiliations(nottoexceedTWOpages
each).ThebiographicalresumesmustbeinEnglish.TheCVsmustbeinWordorPDFformats(NOTtoexceed1MB,
nopictures).
