fix up and purchase homes and to help landlords
improve affordable rental housing.
Because of the shortage of affordable single family
homes in New Richmond, the City decided to partner
with St. Croix Valley Habitat for Humanity (SCVHFH) on
two new homes. SCVHFH purchased four lots in the Rich
River Trails subdivision and the developer donated three
lots to SCVHFH. The City allocated CDBG Housing
Revolving Loan Funds to assist with down payments of
up to $10,000 each for two of the homes. One home is
now finished and the second home is near completion.

In addition to the owners’ sweat equity, many volunteers
helped with construction. A group of City officials and
employees volunteered on a cold Saturday in December,
including providing a hot lunch for the workers. New
Richmond Firefighters helped the following week. Cedar
Corporation’s Housing RLF Administrator for New
Richmond, Janet Zimmer, also volunteered time to assist
with the project.
