released from St. Luke Institute for treatment of pedophilia. Rev. McGovern was also noted to be taking Depo-provera, a sexual inhibitor. Although Rev. McGovern was
only supposed to be residing at Holy Angels Parish in Philadelphia, he was performing public Mass at the parish from 1987 until 1990 without restrictions.
