Terms of Reference ‐ Consultancy Next Generation Democracy: Contribution to the drafting and dissemination
of NGD Regional Agendas for Sub-Saharan Africa and Asia-Oceania
I. Introduction Next Generation Democracy (www.nextgenerationdemocracy.org) is a multi-stakeholder process
led by the Club de Madrid, in partnership with International IDEA and Bertelsmann Stiftung.
The overall aim of NGD is to better enable democracy to meet the expectations and needs of all
citizens and preserve their freedom and dignity while securing a sustainable future for
generations to come.
NGD facilitates a discussion on the state and future of democracy based on trends and
projections in order to formulate both regional agendas and a global agenda to reverse
disquieting trends and advance democracy worldwide.
The project progressively offers a comprehensive analysis of regional dynamics in democratic
governance, a projection of relevant trends, and a compilation of transformative practices and
transformative ideas to be discussed in a series of policy dialogues as well as through on-line
exchanges.
NGD brings together in a direct and interactive manner expert assessments with the experienced
perspectives of leading social, economic and political actors, including more than 100 Members
of CdM, all of them democratically elected former Presidents and Prime Ministers from more
than 60 countries.
The aim of the project is to help generate collective responses, rather than fragmented and
independent actions, and shape consensus around shared, forward-looking, action-oriented
agendas for improved democratic governance.
II Project Summary : Objectives and Activities Implementation period: October 17, 2016‐ December 23, 2016 Next Generation Democracy is a project directly related to institutional thematic priorities of
both International IDEA and the Club de Madrid. NGD has delivered regional reports and is
drafting regional agendas for Sub-Saharan Africa, the Americas, Asia-Oceania, Post-Soviet
Eurasia, Wider Europe, and Broader MENA. The project will also produce a global NGD agenda
incorporating e.g. elements referring to trends and actions transcending regions, or when
considered effective to advance democracy globally.

The drafting of pending NGD Agendas, namely those for Sub-Saharan Africa and Asia-Oceania,
the NGD global agenda, and the dissemination of all of them marks the completion of a first
phase of the project. This assignment focuses on the drafting and dissemination of pending NGD
regional agendas.
NGD organizes transformative practices and ideas countering disquieting trends in democratic
development and advancing democracy in different regions. These ´remedies´ will serve the
formulation of realistic and feasible, action-oriented NGD regional agendas, avoiding a simple
listing or a blind replication of best practices.
The NGD Regional Agendas are structured around three dimensions:

Each of these dimensions will facilitate the systematisation of existing or planned transformative
ideas practices in the relevant region and related to trends and projections covered and organised
in three different spheres in NGD regional reports: people and communities (Track I); business
and the economy (Track II); and resources and ecosystems (Track III). 1

Target audience:
NGD regional agendas and the NGD global agenda will be directly forwarded to and/or
discussed with sitting Heads of State and Government, legislators, heads of relevant international
intergovernmental and non-governmental organizations, municipal leaders, civil society and
corporate leaders, as a contribution to the ongoing debate on good governance and the quality of
multi-level democracy.
Ideas and proposals originating within the NGD process, particularly those included in the
Agendas, will be shared and discussed with partners working on democratic development,
human rights, income and development policy, foreign policy and sustainability, particularly
with stakeholders engaged in the implementation of the Agenda 2030. The NGD dissemination
strategy will emphasise sharing and discussing the findings and proposals of the process with
relevant scholars and students, particularly post-graduate students working on the topics
mentioned above.

III. Tasks & Deliverables Under the guidance and daily management of the Senior Analyst of the CdM Secretariat (SA),
and in consultation with the Office of International IDEA to the EU, the research assistant will
have the following tasks:
‐
Identification, review, assessment and systematization of good practices and
transformative ideas in democracy which are emerging or exist in different regions of the
world, particularly in Asia-Oceania.
‐
Analyse best practices and methods of dissemination, including new dissemination
opportunities at the regional levels.
Deliverables:
In order to support the process of drafting the respective regional agendas, the following
deliverables are expected:
- Two background documents containing elements related to challenges and drivers of
democracy as well as regional action to advance democracy in Sub-Saharan Africa and AsiaOceania (not more than 10 pages each). The drafts of these documents will be delivered by 7
November and 21 November, respectively.
-Two background documents containing a systematised collection of good practices covering all
NGD dimensions and tracks for Sub-Saharan Africa (based on existing research) and AsiaOceania (not more than 20 pages each). The drafts of these documents will be delivered by 7
November and 15 December, respectively.
- Preparation of the NGD Regional Roundtable for Asia-Oceania in coordination with NGD
partners.
- Preparation of NGD dissemination materials and specific support to the implementation of the
NGD dissemination strategy.
IV. Duration The assignment will be carried out during the period 17 October to 23 December 2016, a
maximum of 60 working days, including presence at the Club of Madrid Secretariat.
V. Consultant fees An inclusive amount will be agreed upon with the consultant in accordance with the approved
Consultancy rates of International IDEA. The total budget available for the evaluation, including
travel expenses and any other cost related to the consultancy is 5.000 Euros (including all the
taxes).

VI. Management and Organization The Senior Analyst of the Club de Madrid Secretariat will directly manage the implementation of
this consultancy and be the main focal point for the Consultant. Regular meetings with the SA
will serve to assess progress and re-assign tasks according to research/drafting needs and
progress. Close coordination between the Senior Analyst and the Office of International IDEA to
the EU will take place during the duration of the Consultancy.

The iconsultant selected will be able to demonstrate the following skills (these will be used as
award criteria):
− Postgraduate degree in Political Science, Public Administration, Foreign Relations Studies,
Area Studies and/or demonstrated significant work experience in similar fields
− Professional experience in consultancy with political content or human rights concepts
− English native level and working level of Spanish.
−Presence in the workplace is required
IDEA will sign a services contract with the consultant prior to initiating evaluation activities.
The total budget available for the evaluation, including travel expenses and any other cost related
to the consultancy is 5.000 Euros (including all the taxes).
