Yukon Social Inclusion Household Survey, 2010 Description Subject The Yukon Social Inclusion Household Survey was designed to fill data gaps across a wide range of indicators that were considered important baseline measures for social inclusion and poverty. The results of the survey were presented alongside data from other sources in the report Dimensions of Social Inclusion and Exclusion in Yukon, 2010. Client The Office of Social Inclusion and Poverty Reduction engaged the Yukon Bureau of Statistics to design and implement the Survey. Survey content was guided by the Social Inclusion Strategy’s Interdepartmental Steering Committee, which included representatives from many Yukon Government departments, such as Health and Social Services, Justice, Education, Executive Council Office, Women’s Directorate, Finance, Community Services, and Yukon Housing. Collection period The Social Inclusion Household Survey was in the field between May 14 and July 30, 2010. Data sources and methodology Target population The Survey aimed to gather information from a representative sample of the adult Yukon population, age 18 and older. Methodology and sampling A random sample was drawn from active banks of residential phone numbers (RDD). Active banks were identified as those containing at least one listed residential phone number within each 6‐digit phone number block (ie. 633‐516x). Seven‐digit numbers were randomly selected from within the pool of all active banks. Whitehorse was sampled separately from other Yukon communities, and at a lower sampling rate, so that Whitehorse and non‐
Whitehorse estimates could be produced from the data. At the household level, respondents were selected by asking to speak to a resident who is 18 or older, and had most recently had a birthday. This filter was put in place to control the Page | 1
bias that can result from interviewing by default the person who answers the phone, as some people are more likely to answer the phone than others. As not all Yukon residents have land lines, supplementary participants were found through door‐to‐door interviewing in targeted neighbourhoods. Households without home phones were eligible for a face‐to‐face interview. The results from these interviews were not included in the population estimates due to the different sampling methodology. Instead, the results were analyzed separately, so that differences between the land line holding and non‐land line holding residents could be discerned. The targeted samples were: Telephone: Whitehorse 500 completed surveys Rural 300 completed surveys Face‐to‐face: Whitehorse 100 completed surveys Rural 100 completed surveys In actuality, 560 telephone interviews were completed in Whitehorse, and 367 telephone interviews were completed in communities outside Whitehorse. In Whitehorse, there were 153 face‐to‐face interviews completed, and there were 43 face‐to‐face interviews completed in rural Yukon. The interviewers had difficulty finding dwellings that lacked home phones in rural Yukon, so they were unable to reach the targeted sample. Haines Junction: Haines Road East and West Side Village of Haines Junction Canyon Creek Ross River Area Teslin Area Watson Lake: Upper Liard Town of Watson Lake Whitehorse: Baranov Trailer Park Downtown Kopper King McIntyre Northland Trailer Park Riverdale Takhini Trailer Park Alaska Highway North and South (Lobird, Squatters Road, Takhini Hotsprings etc.) Weighting Responses from the RDD sample were weighted to reflect Yukon’s age, gender and ethnic distribution (Aboriginal vs. non‐Aboriginal), and to correct for different sampling rates in Whitehorse and rural Yukon. Weights were referenced to YBS’ June 2010 overall population estimates for Whitehorse and rural Yukon, while the proportions of male/female, 18‐24/25‐
44/45‐64/65+ year old, and Aboriginal/ non‐Aboriginal residents were drawn from the 2006 Census. Disclosure control In accordance with YBS’ Internal Policy on Managing Sensitive Information, for the purposes of reporting, any cell containing between 1 and 4 respondents was suppressed. No information was released in which any individual respondent could be readily identified. Page | 3
Data accuracy Response rates Once eligible respondents had been identified, the response rate was 75.5%; the refusal rate was 24.5%. Most refusals were due to a lack of interest in the survey topic, while a few were due to the length of the survey or the respondents’ refusal to do any surveys. Sources of error Whenever sampling is used to generate population estimates, sampling error can result. Confidence intervals were used to indicate our confidence in the estimates, based on the sample size and the size of the population as a whole. These confidence intervals are published as an appendix in the report Dimensions of Social Inclusion and Exclusion in Yukon, 2010. Non‐sampling error can result from errors such as interviewers or respondents misunderstanding questions, data entry or data processing errors, and so forth. The following measures were taken to reduce the likelihood of non‐sampling error: The questionnaire was piloted in‐house and any problematic questions were flagged and redesigned to ensure clarity. Interviewers participated in a two‐day long training session in which they were instructed in the data collection procedures. These procedures were detailed in a project manual which was made available to them throughout the study period. In addition, they went through the questionnaire in detail, and they were given the opportunity to ask questions, obtain clarification and provide feedback on the questionnaire content. Data collection and data entry were supervised by the Operations Manager and Project Supervisor at YBS. Supervisors reviewed the completed questionnaires and followed up on refusals in an effort to gather the most complete and accurate dataset possible.
