Bone Island Regatta Preliminary Notice of Race From Key West to Cuba Race May 16 – May 26 , 201 6 1. RULES 1.1 The regatta will be governed by the rules as defined in the Racing Rules of Sailing (RRS) (2013-2016), and the ISAF Offshore Special Regulations Category 2, and the WFPHRF Organization Class Rules . 1.2 WFPHRF Class Rules may be found at www.westfloridaphrf.org 1.3 The Organizing Authority is Bone Island Regatta. 2. EQUIPMENT AND INSPECTION 2.1 All competing boats shall carry the appropriate nautical charts covering the race course. 2.2 Sufficient fuel to provide range under power of at least 100 miles. 2.3 Operative VHF/FM transceiver with Channels 9, 16, 68 and 72. (DSC and GMDSS equipped VHF radios are encouraged.) 2.4 AIS Transponder recommended, but not required. 2.5 Life raft need not have a canopy or insulated floor. 3. ELIGIBILITY 3.1 Open to any single hulled boat at least 28’ in length, self-righting, enclosed cabin sailing boat that hold a current, valid, WFPHRF rating. 3.2 All boats shall be seaworthy and carry all safety equipment required by US Coast Guard. 3.3 Owner and/or skipper shall be a member of a yacht club, sailing club or sailing association affiliated with the US Sailing Association. The term “skipper” means the person, whether or the owner of the boat, who is designated on the entry form as “skipper”, who is in charge of the boat and will be responsible for its handling and safety, the conduct of its crew while ashore as a guest of any host yacht club, sailing association, sailing club or any participating commercial facilities, and shall be responsible for compliance with the Notice of Race and Sailing Instructions. 3.4 The Minimum crew, including skipper, shall be three (3) persons. 3.5 True Cruiser entrants intending to use a “cruising spinnaker” under the provisions of the WFPHRF Class Rules shall notify the race committee in writing of their intention. 3.6 Passports are required for participation. 3.7 Entries will be limited to 30 boats. 3.8 Required registration is due by March 29, 2016. Coast Guard papers and crew list is due by March 29, 2016. A valid email address is required for entry. March 29, 2016 is also the deadline for any additional crew spaces needing to be purchased. A copy of each passport is required, deadline for this is March 29, 2016. 4. ENTRIES AND FEES 4.1 Entry fee is $1,000.00 per boat with skipper. 4.2 Additional crew tickets may be purchased for $400. Ea. 4.3 Any fees charged by customs in Cuba is the responsibility of the skipper and not included in the entry fee. I am told this is a $55.00 CUC charge, broken down as follows: $20.CUC for custom entry, $20.CUC for exit, and $15.CUC for cruising permit. This exchange rate is as of 5/26/2015 and is subject to change. 4.5 The official exchange rate after a 13% tax on US Dollar is .87 Meaning if you Exchange $1.00 you will get $.87 in Cuban currency back. 4.6 Entry fees deposits are refundable if the government papers are not obtained. 4.7 For rating information, contact West Florida PHRF, Phone (727) 462-0450 or 5. ENTRIES AND FEES 5.1 Entry fee is $1,000.00 per boat with skipper. And $400.00 for each additional crew member. 6. SAILING INSTRUCTIONS 6.1 The applicable Sailing Instructions will be available at the Skippers Meetings. 7. REGISTRATION, CREW LIST, FLOAT PLAN, "SPOT", AND SKIPPERS MEEETING 7.1 Participants in the Key West to Cuba competition may register by sending in the registration form and payment is due by March 29, 2016. 7.2 The Skippers Meeting for the Key West to Cuba Race will be on May 15, 2016, Check in at 6:00p.m. Skippers meeting at 7:00 p.m. location to be determined. 7.3 An accurate and complete crew list shall be provided by March 29, 2016 `. 7.4 A completed “Float Plan” must be provided in writing to the Organizing Authority at or before the Skippers Meeting. 7.5 A Valid "WFPHRF Certificate" must be presented to the Organizing Authority at or before the Skippers meeting. All certificates must be valid and there will be no certificates printed at the Skippers Meetings. 7.6 All vessels are required to have a SPOT tracking device. And be activated on our URL which will be provided closer to the race date. 8. CLASSES AND DIVISIONS 8.1 Minimum of three (3) boat makes a class. 8.2 Classes are: WFPHRF Spinnaker, WFPHRF Non-Spinnaker, and WFPHRF Cruising. 9. DOCKAGE 9.1 Dockage in Key West, everyone is on his own to find and pay for dockage. In Cuba everyone will be at Marina Hemingway. Cost is included in entry fee. staying 10. SCHEDULE May 15, 2016 – Skippers meeting – check in at 6:00 p,m, location to be determined. May 16, 2016 – start off of Key West Harbor time to be determined May 17 – 26, schedule to be determined. 11. START 11.1 sailing Key West - There will be one start on May 16, 2016, start time to be determined, see Instructions for further details. 12. COURSES 12.1 The Key West Race shall begin in the vicinity of the Key West Bight Channel – see sailing Sailing instructions for further details. 13. SCORING 13.1 Corrected times will be calculated using time on distance on the boats WFPHRF “OWC” Rating. Mileage to be determined – see sailing instructions. 14. TIME LIMITS 14.1 To be determined – see sailing instructions. 15. PRIZES 15.1 Trophies will be awarded based on the number of entries in each division as follows: Three entries, one trophy. Four entries, two trophies. Five or more entries, three trophies. Specialty prizes may also be given. 16. OTHER INFORMATION 16.1 Competitors compete in the regatta at their own risk. See RRS 4, Decision to Race. The organizing authority, host clubs, sponsors, their associates and appointees will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during or after the regatta.
