ARGYLE MUNICIPAL RECREATION COMMISSION MEETING MINUTES THURSDAY, NOVEMBER 21ST, 2013 ANNUAL GENERAL MEETING 5:30 P.M. – 6:30 P.M. Present: Maurice Babin, Aldéric Boudreau, Kathy Bourque, Lorelei Doucette, Ginette d’Entremont, Mariette d’Entremont, Natalie d’Entremont, Vernon Pothier, Scott Surette, Nicole Albright Regrets: Roderick Murphy Jr., Basil d’Entremont, Peter Hansen Call to Order: The meeting was called to order by Ginette d’Entremont at 5:50 pm. Welcome: Ginette d’Entremont welcomed the members of the ARC. Review & Acceptance of Agenda/ Conflict of Interest Declaration: On motion by Kathy Bourque and seconded by Scott Surette that the agenda is approved as circulated. Motion Carried Presentation: Recreational Infrastructure – Julien Boudreau (Facilities Maintenance Coordinator) gave a Power Point presentation on the recreational infrastructure in our municipality: le Parc des Jeunes École Wedgeport Comeau’s Hill Beach Plymouth School Tusket Ball Field École Secondaire de Par-En-Bas Amirault’s Hill court Avite Burke École Belleville École Sainte Anne du Ruisseau Quinan Multi Purpose Kemptville Ballfield and Multi Purpose Drumlin Heights East Pubnico Field École Pubnico-Ouest Pubnico South Ball Field New signage will be placed at each location promoting where it is as well as the “rules” of the location. Approval of September 19th, 2013 minutes: On motion by Mariette d’Entremont and seconded by Lorelei Doucette that the agenda is approved as ammended. Motion Carried Election of Officers: Lorelei Doucette nominated Nicole Albright to be Chair. Call for nominations for Chair were made 3 times and hearing no other nominations Nicole Albright was declared chair. Maurice Babin nominated Scott Surette to be vice-chair. Call for nominations for Vice-Chair were made 3 times and hearing no other nominations Scott Surette was declared Vice-Chair. Having no nominations for Secretary, the position is vacant. During this vacancy, Ginette d’Entremont will record the minutes. Financial Report: Ginette read through her financial report. After 7 months, there is an estimated surplus of $43, 959.05. It is moved by Ginette d’Entremont and seconded by Nicole Albright to accept the financial report as discussed. Motion Carried Director’s Report/Information Items: Ginette went through her director’s report. A discussion was had on the events listed. It was moved by Ginette d’Entremont and seconded by Kathy Bourque to approve the Recreation Director’s Report. Motion Carried Active Living Coordinator Report: Natalie read through her Active Living Coordinator’s report. A discussion was had on the events listed. It was moved by Natalie d’Entremont and seconded by Kathy Bourque to approve the Active Living Coordinator Report. Motion Carried Area Reports Kathy Bourque: Dance. Christmas Tea on December 8th. Nicole Albright: Quinan Senior’s Cribbage on Monday nights at 6 pm, Athletic Awards Banquet November 15th, Women’s floor hockey on Monday nights, Club Acadien had a fall tea. Mariette d’Entremont: Pubnico Point Trail – phase 1 just about completed – still a bit of work to be done. Great community effort. Great usage of trail. Phase 2 will begin in the spring. Bike/walk on the trail 50 people attended. Qigong class was well attended and will be extended. Cindy Robicheau is the instructor. Other Business – Pubnico Ball Field update: Lots of work has been done on the ballfield. Awaiting for funding from the Department of Health and Wellness. Tennis Court update: John Sullivan has sent a letter to the school board to have access to the right of way to make repairs. We are awaiting the signing of the land-use agreement with Ronnie Crowell for the tennis court in SAR. Hoping to have the Amirault’s Hill tennis court agreement signed in December. ARC strategic plan: Priority planning for 2014 – There will be an extra meeting January 9th to discuss infrastructure priorities in order to better plan financially for improvements to our current infrastructure. This meeting will take place at 5:30 p.m. Field Mantainance Grant: Up to $500 every year is given for community groups to work on/maintain their fields. It’s not always used, however some groups use it every year. Ginette was wondering if this money could be earmarked for our infrustructure priorities instead. Discussion was had, and it was decided that the groups who provide receipts for the money will continue to receive it, but those who have been banking that money for future repairs will no longer be permitted to do so. A motion was made by Maurice Babin that those community groups providing receipts for field maintenance will continue to receive their $500 per year. Banking the money for future repairs will no longer be allowed. Kathy Bourque seconded the motion. Next Meeting: ARC meeting January 16, 2014 @ 5:30 pm Adjournment – It was moved by Ginette d’Entremont and seconded by Kathy Bourque to adjourn the meeting at 7:27 pm.
