Tournament Rules & Conditions 2016
Organization – The Prudential Astro Masters 2016 – therein known as “The Masters” or “PAM 2016” is organized by
ASTRO and conducted according to the Rules of Golf as laid down by the R&A Rules Limited, Local Rules of
participating clubs and Prudential Astro Masters (PAM) Unique Rules. The Masters is managed by Golf People Sdn
Bhd and administered by the Tournament Committee – therein known as “The Committee” – whose decision on all
matters is final.
Format – Strokeplay gross and nett. The Masters will feature a two-tier qualification process for the International
Grand Final -- 1. Qualification Rounds for subscribers (Subscriber rounds) and, 2. Qualifying rounds via participating
golf clubs’ Monthly Medals or Club Championships (Club rounds). There will be 21 Subscriber rounds of which the
overall gross and nett winners from each round will qualify for the International Grand Final, leading to 42
qualifiers. 100 clubs shall be invited to send their gross and nett representatives for the Prudential Astro Masters
National Final after which the top three gross and top three nett finishers shall qualify for the International Grand
Final.
Qualification Rounds – The 21 PAM qualifying rounds are open to amateur golfers aged 18 years and above who
are subscribers of Astro with valid (MGA / USGA) handicaps of not more than 24 for men and 36 for ladies.
Subscribers are allowed to bring along a guest but may not be paired in the same flight. Entries are on a first-come
first-served basis. A subscriber is allowed to compete up to a maximum of two qualifying rounds. Entry into
additional rounds is at the discretion of The Committee and subject to availability. Current National junior or senior
players are ineligible to participate. Finalists of 2015 are ineligible to compete.
In accordance with PAM Unique Rules, scores during qualifying (Subscriber) rounds that surpass five under in the
Nett category shall be adjusted to a maximum five-under nett. In cases of ties, countback shall commence with
lowest handicap. If still tied, then the original nett score of the Back Nine, then last six holes, last three holes and
last hole shall decide. If still tied, then a toss of coin to decide. The back nine shall always refer to holes 10-18 on the
scorecard of the tournament course at all qualifying venues.
Prizes shall also be awarded to nett winners in the A, B and C Medal categories, Novelty and Lucky Draw winners in
the 21 Subscriber Rounds. Golfers who win prizes in the Novelty and medal categories are ineligible for the Lucky
Draw. A golfer may win only one Novelty prize per round.
Distance Measuring Devices – The Committee allows the use of devices to measure or gauge distance only (see
Rules of Golf 14-3) as a local rule. However, if a distance measuring device has additional functionality that can
gauge or measure other conditions that might affect a player’s play (e.g. elevation change, wind speed, etc.), the
use of any such additional function would be a breach of Rule 14-3. Penalty would be disqualification.
Golf Clubs Monthly Medals – The 100 golf clubs invited to participate in the Prudential Astro Masters qualification
process will select their gross and nett winners from their Club Championships or monthly medals between May
and August, to compete in the Prudential Astro Masters National Final. Nett winners’ handicaps will be adjusted
when they compete in the National Final, in accordance with PAM Unique Rules. A qualifier with handicap 16 who
won his monthly medal with a nett 66 (Par 72) will have his handicap adjusted by six strokes and will be given a
handicap 10 for the National Final. Adjustment of the handicap is to be regulated by the home club of the qualifier.
If a qualifier from a club is unable to compete in the National Final, the club may select the runner-up as
replacement. For 2016 there is no participation fee charged for National Final qualifiers.
The organizers will not cover accommodation or transfer costs to the National Final.
Entries – Registration for the 21 Qualifying rounds – on a first-come first-served basis – is through the official entry
forms at participating clubs, or via online (www.golfpeople.com.my). Registration fee is RM305 per person and
RM405 for non-subscribers for all rounds except for three rounds at Els Club Datai, Tropicana GCR and Kota Permai
GCC which is RM350 (RM450 for non-subscribers). Entry fee includes GST. The organizers are not responsible for
entries lost in the mail. The organizers reserve the right to refuse entries without providing any reason whatsoever.
Malaysian Golf Association (MGA) Blacklist – The organizers may refuse entry to golfers who have been
disqualified from amateur events over the last three years or those blacklisted by the MGA.
Handicaps – Failure to declare the lowest handicap at any time may result in disqualification. Men shall play off the
Blue Tees and ladies off the Red Tees unless otherwise specified. Participants may not adjust their handicaps lower
than as shown on tournament day unless verified by their latest MGA handicap card.
National Handicapping System (NHS) – In accordance with Malaysian Golf Association’s tournament committee
policy, participants shall be assigned a temporary handicap at a venue based on their USGA Indexes against the
slope rating of that club. Participants not within the jurisdiction of the National Handicapping System (NHS) may
compete in The Masters subject to a mandatory 20% reduction of their current club handicap. Thereafter, the golfer
will be provided with a temporary index for the remainder of The Masters.
Golfers without a valid handicap may be allowed to compete but with a scratch (0) handicap and with the consent
of The Committee. A participant whose handicap index has become invalid by more than two months prior to the
event date shall be deemed as not having a valid handicap index and will be given a zero (0) handicap.
Finalists of the Prudential Astro Masters 2015 are barred from competing in the Prudential Astro Masters 2016
qualifying rounds. They cannot also attempt to qualify through their club championship / monthly medal rounds.
Grand Final.1 – Finalists who withdraw from the 2016 International Grand Final for whatever reason shall not be
reimbursed by any form, cash or otherwise. Replacements are not permitted.
Grand Final.2 – Handicaps for the 2016 Grand Final shall be based on the following sequence:
NETT CATEGORY
Grand Finalists’ handicaps shall be adjusted according to the number of strokes achieved below par at qualifying
rounds or at the National Final. For example a qualifier who recorded a six-under score will have his /her handicap
reduced by six for the grand final.
The finalist’s current official handicap as advised by MGA prior to the first round of the Grand Final shall take
precedence if lower than the adjustment made as per above.
GROSS CATEGORY
Handicaps of Gross qualifiers to the International Grand Final shall be reduced by the number of strokes achieved
lower than the handicap prior to the qualifying round or the National Final. For example, a 10-handicapper who
qualified by shooting a gross score of 74 (eight under his handicap) will have his handicap reduced by eight strokes
and will play as a 2-handicapper for the grand final.
The finalists’ current official handicap as advised by MGA prior to the first round of the Grand Final shall take
precedence if lower than the adjustment as per above.
A finalist who qualifies via the gross category but did not have a valid handicap, will continue to play to scratch (0)
at the International Grand Final unless he played below par. For example a scratch golfer qualified by a 70 gross
score, will play to a +2 handicap in the Grand Final. This also applies to Club Members who qualified for the National
Final.
Grand Final.3 – The package to the Grand Final includes twin-share hotel accommodation for three nights, meals
and transfers as stated in the Winners’ Letter, two rounds of golf and return air travel from KLIA to the destination.
The organizers are not obliged to bear the domestic return travel cost to KLIA from within Malaysia including
qualifiers from Sabah and Sarawak. Qualifiers may be required to bear some costs for airport taxes, fuel surcharge
and travel insurance and will be duly informed before the grand final takes place.
Prizes per qualifying round – Players who win prizes in the Individual / Novelty categories are not eligible for the
Lucky Draw. The Organizers reserve the right to confiscate a prize or prizes from players who were later found to
have cheated on (a) their scores (b) their handicaps (c) their eligibility through their entries.
The organizers reserve the right to alter the composition of a prize or prizes due to unforeseen circumstances such
as unexpected stock unavailability. However, the value of the prize shall not differ from the original.
Hole-in-One – Should there be two or more winners of the Hole-in-One prize at the Designated Holes throughout
the 21 Subscriber rounds and National Final, then the prize will be equally shared among the hole-in-one achievers.
The Hole-in-One prize will be awarded following final approval by the appointed insurer(s).
A, B, C Medal categories – Participants are not allowed to declare new handicaps prior to tee-off and will have to
play according to the handicap duly assigned by the Committee. At all Subscriber rounds and the National Final, the
handicap make-up of each medal shall be announced prior to tee-off or before the prize-giving. A participant may
be assigned a different medal category based on the slope rating of the intended golf course and against his/her
USGA Index. Medal categories are based on nett scores.
Inclement weather – Should a round be shortened or abandoned and called off because of inclement weather, the
Tournament Committee reserves the right to decide on the distribution of prizes and their decision is final.
Amateur status – (Rule 3-2.a – General Rules of Amateur Status). An amateur golfer may not accept a prize (other
than symbolic prize) or prize voucher of retail value in excess of the prescribed limits (RM3,500) except for any holein-one prize. The onus of accepting a prize or prizes that exceed the prescribed limits lies with the participant. The
Committee is duty-bound to inform the MGA the names of participants who receive prizes that exceed the
prescribed limits. The Committee, Astro, and its sponsors shall not be liable for any action taken on participants for
any breach of Rules pertaining to Amateur Status.
Cancellations – NO REFUNDS for cancellation if less than two weeks before a qualifying round. The entry fee can be
transferred to another Astro subscriber by written notification to The Committee no later than 5 working days prior
to the event.
Liability – Astro, The Organising Committee and its sponsors will not accept responsibility for damage or loss of
equipment, harm or bodily injuries to participants throughout the duration of The Masters. The Committee reserves
the right to cancel, switch or move an event to a new venue or date, without providing any reason whatsoever. The
participant agrees that The Committee, Astro, and/or its sponsors shall not be liable or responsible to the
participant or any party for any loss or damage of any kind suffered as a result of: (a) participation or nonparticipation in The Masters, or (b) as a result of any act of omission on the part of Astro and The Committee.
