The minutes are approved.
OLD BUSINESS
Then under old business we have the 2016 TIF Annual Report which
Ms. Andres:
we had received at the last meeting along with some updates.
We did make
Happy New Year, thank you for having us back.
Ms. Amspaugh:
copies of the new report with a few changes to it, so if you guys want to
We did not receive very many

We also removed the Clarks Creek from the
year, so that was a small change.
For US 40 we added the new Verizon Wireless building to

Then the Six Points
the TIF estimate and that added about $7,000.00 of TIF.
TIF area we had the eye care center in Ronald Reagan and we moved that to the

that was granted to that eye care, so we have implemented that as well into

center.
So there wasn’t anything that drastically changed except those few
little items and now they are dated and final as of December 23.
Does anyone have any questions or comments on the report?
Ms. Andres:
Bill correct me
Mr. Bennett:
would be on page 9.
Mr.
Kirchoff:
Kirchoff:
Mr.
Bennett:
I am wrong but
think in the new report
I

Correct me if
Mr. Bennett:
unabated assessed value line,
Mr.
if
I am wrong Bill.
is that correct?
It
is
primarily,
it
the
is
Yes.
Why is that number carried forward for the line each year?
So each year there are abatements
That is the great question.
Ms. Amspaugh:
those
and so we know what
different
amounts
rolling off
at
are
that
projections are which is shown the numbers above the unabated assessed value
line item, so we are projecting those out as they roll off, but there are
several parcels in each TIF area that do not have abatements on them and that
So we
line the unabated assessed value line item represents those parcels.
know the value as of pay 17, but we don’t know 18.
Mr.
So you are being conservative?
Bennett:
Mr. Amspaugh:
Mr.
Kirchoff:
So we are not projecting any growth.
But the next line down you do show it.
No the next line down the net assessed value that just shows
Ms. Amspaugh:
that it increases as abatements are rolling off and that is the only reason
why that number is increasing.
Well I understand that but why isn’t that considered unabated
Mr. Kirchoff:
I thought that line would,
assessed value because that is no longer abated.
do you see what I am saying?
Well because there is still partial abatements going on
Yes.
Mr. Bennett:
In other words they don’t go into the
on the ones that are rolling off.
unabated assessed value line until there is 0 abatements.
So we don’t include any inflation area
is why it stays as it the most current
0 abatements, yes.
Ms. Amspaugh:
growth or anything like that, that
assessed value date.
So to go back up above that unabated assessed value
Mr. Bennett:
is the amount that has rolled off from the previous year.
That is
Ms. Amspaugh:
rolling on each year.
Mr.
correct.
It
Rolling on each year,
Bennett:
is
actually
the
assessed
that
line,
value
that
is
okay.
So if you look at the Ambrose building line item, the Hanzo

anticipating any development to happen, so it is getting a 100% abatement.
The next year they gets the next year then it
So there is 0 assessed value.
gets the next percentage assessed value then it is increasing as that
abatement is rolling off.
So I missed
Mr. Bennett:
opposite of what I said.
Ms. Amspaugh:
Mr.
McPhail:
phrased
my
question
then,
it
is
actually
The assessed value that they are actually paying taxes on.
I would move that we accept the 2016 TIF reports.

the

I thought of this because at the last Council meeting we had a
Mr. Perona:
couple of Ordinances saying that we were interested in having some property
Because it may effect what you guys do so I wanted to bring you

As you know the Town has been trying to work with the

property owner that has property at the corner of Raceway Road and US 40/Main

are on the northwest corner of that intersection and the Town has been
interested in acquiring that property because of the fact that we want to

So the Town has been

of that could come under the control of the Town at some point and financing
that however would be an issue and that might be an issue that would be

that those are some properties that the Town has had appraised.
That piece of property, because when you mentioned earlier that
Mr. Klinger:
a piece of property Raceway Road is one of those projects that we talked
about and what that project basically is we are looking at realigning Raceway
Road a little bit to the west of where it currently lines up with US 40.
That puts Raceway Road squarely within Plainfield’s jurisdiction whereas
right now that intersection is half Marion County half in Plainfield, so this
piece of property Tony was talking about allows us to do several things and 1
is it gives us the right of way to be able to do that realignment as part of

from Raceway over to Ronald Reagan and this would give us some of the
property that we need we can set aside some property for that for the future.
We don’t have all the right of way that we need and still determining whether
it is even necessary but we need a position to set aside that right away so
as Tony mentioned part of the project also is we want to set a clear gateway
right there at Raceway Road and 40 so when you cross from Marion into
Plainfield we want it to be obvious to folks that hey you’ve come into
Plainfield and so there is a project that there would include a similar type
We would have some of those same types of
of features like was have on 267.
gateway features through that area there including a pedestrian trails so we
were hoping to acquiring this property to help facilitate all of these
different projects and we have an opportunity now with Mr. Drinker that he is
willing to not only sell those 2 properties but to include the additional 20

don’t think the west side of Indianapolis is going to get cleaned up any time
in our lifetime but when they hit that town limit we want them to know they
are in a different place and we don’t want something on that corner that we
are not proud of, I guess, is that how I explain that Bill?
So kind of a generic question and this is open to anyone talked a
Mr. Angle:
lot about the purchase of land and I don’t know if we have ever had access

land, but does this commission handle the disposition of land as well?
land as we have picked up through tax sales and things of that nature and now
potentially some access land?
This is kind of why I have been asking for us to redirect how
Mr. Kirchoff:
We are proactive and we should be in the business of
life.
we approach
Is that okay?
planning ahead and buying properties when it is available.
Yes and I think the property holdings of the Town right now are
Mr. Klinger:
really in the hands of the Council and the Utilities and some of the other
entities like the PMIC which owns the land and we have lease arrangements
I’m not sure that the Redevelopment

that we want to talk about going forward is about does the Redevelopment

has kind of been one of those low priority projects but wanting to get a good
geographic representation of all of our property holdings as a Town and make
some determination about whether we have any surplus property that we need to
get rid of and we know that there are, there are, there is nothing major I
don’t think, but we do know sometimes when you do a road project you end up
acquiring the entire parcel but there is a remainder of a half-acre here or

You might want to share that next week at the work session we
Mr. Kirchoff:

Yes so this next Town Council meeting coming up on Monday night
Mr. Klinger:
we do what to have some time during work session to talk about these types of
issues and specifically looking to the Redevelopment Commission to start
targeting specific properties and being more proactive and that is why we
brought Tim Jenson in to help us too and he is putting together some
information that we will have for you guys in the future.
Mr. McPhail:
Ms. Andres:

at the end of May like I said the TIF report and at that time to I know in
some years past for the Six Points TIF area we have done a pass through
impact calculation and a circuit breaker impact calculation for the amount of
pass through that you pass through to the school corporation.
So if at that
point if you guys are ready for us and want us to do that again this year we
can.
Before June 15th that date has changed.
The TIF pass through letters
are due to all of the overlapping taxing units and before the June 15th
deadline you guys have to present to the school corporation what you guys
plan to pass through to them as a courtesy.
Then June 30th we added this to
the time table just so again you guys are aware but our firm for any bond
issues that we have helped you guys issue, there is a continuing disclosure
requirement and it is extremely important disclosure, legal disclosure that
is required that is due June 30th of each year for every single bond issue
that you have outstanding and so I put it on there this year just because we
always take care of it and it is just something good for you guys to be aware
of and we do take care of for all the bond issues that the Redevelopment
Commission and the Redevelopment Authority have outstanding.
End of July
there is another report that is to be provided to Old National Bank in
Again it is

that the DLGF requires to be done for every single TIF area in the state and
it basically is an adjustment of the base value of each TIF area so that your
base value is going up or down according to how assessed values are reacting
So if the counties AV’s are going up we want the based

values to also be going up overall just because the TIF area should not be
