Ms. Andres: first thing that we have on the agenda next is the election of Officers for Mr. Bassett has left the Commission, so we need to fill the President 2017. position. OLD BUSINESS Then under old business we have the 2016 TIF Annual Report which Ms. Andres: we had received at the last meeting along with some updates. Well I understand that but why isn’t that considered unabated Mr. Kirchoff: I thought that line would, assessed value because that is no longer abated. do you see what I am saying? Well because there is still partial abatements going on Yes. Mr. Bennett: In other words they don’t go into the on the ones that are rolling off. unabated assessed value line until there is 0 abatements. Then that they are requiring. documents any upload and update and on there Plainfield Redevelopment Commission 01-05-17 5 at the end of May like I said the TIF report and at that time to I know in some years past for the Six Points TIF area we have done a pass through impact calculation and a circuit breaker impact calculation for the amount of pass through that you pass through to the school corporation. So if at that point if you guys are ready for us and want us to do that again this year we can. Before June 15th that date has changed. The TIF pass through letters are due to all of the overlapping taxing units and before the June 15th deadline you guys have to present to the school corporation what you guys plan to pass through to them as a courtesy. Then June 30th we added this to the time table just so again you guys are aware but our firm for any bond issues that we have helped you guys issue, there is a continuing disclosure requirement and it is extremely important disclosure, legal disclosure that is required that is due June 30th of each year for every single bond issue that you have outstanding and so I put it on there this year just because we always take care of it and it is just something good for you guys to be aware of and we do take care of for all the bond issues that the Redevelopment Commission and the Redevelopment Authority have outstanding. End of July there is another report that is to be provided to Old National Bank in Again it is regards to those 2003 Galyans bond that you have outstanding. just a one page document that we submit to old National Bank that shows them Then the very last thing that is where the TIF revenue is estimated to be. again a State requirement is the TIF neutralization process for each one of your TIF. The job deadline is August ls, but we will probably be doing those So the TIF neutralization calculation is a calculation for you guys in June. that the DLGF requires to be done for every single TIF area in the state and it basically is an adjustment of the base value of each TIF area so that your base value is going up or down according to how assessed values are reacting So if the counties AV’s are going up we want the based in the whole county. values to also be going up overall just because the TIF area should not be getting a windfall of TIF because AV’s are going up or down within the whole county. So we do that calculation every year. Mr. Bennett: either. Mr. Payton: Well, I am Seth and I grew up in a small town at Paoli, Indiana. My wife and my family moved here in 2ollish, my wife is a school teacher at the high school. I am a Professor at IUPUI, School of Public of Environmental Affairs. We love the Town of Plainfield and this is one of our favorite places we have lived. My involvement in this is to give back to the community that we live in. So I am very happy to be a part of this Commission and I look forward to however long I can contribute. Mr. Angle: Welcome. Mr. Payton: We absolutely love it here. I said in the meeting Plainfield is a gem. I think people know about it but until you live here you don’t realize what a gem it is. So we are very happy to be here and I am very happy to be a part of this Commission. Ms. Andres: Anyone else? Mr. Bennett: If I may for just a second this may have happened at the last meeting which I was not able to attend but I certainly want to give kudos to the young ladies from Umbaugh here and the hard work that you have done over the last several months on this, I think it is outstanding work and to Tony and his leadership in putting all of this together and coordinating everything.
