At the outset, Shri Shakil P. Ahammed, Joint Secretary (MID ), welcomed the
Chairman, members of EMC and participants; He gave brief back round about the
approval procedure for project based proposals under MIDH. H explained that
powers have been delegated to State Level Executive Comm ttee (SLEC) for
approval of projects up to cost of Rs. 500.00 lakh.
The Chatrman in his opening remark, informed that MIDH as co-terminous
XIIth plan period and this could be the last meeting of EMC d ring the current
financial year. He informed that preparation for new scheme fo development of
horticulture to be implemented after March, 2017, was under prep ration. The new
scheme may be approved with changes in pattern of assistance nd eligible cost.
Therefore, it was imperative that various committees constituted. under MIDH for
approval of projects should clear all the project by April 30th, 201

projects and projects received after the cut-off .date would be. c~nsidered as per
revised norms as and when new scheme was approved.

. He reviewed the physical and financial progress of
in the States
present in the meeting. Assam had an unspent balance of Rs. 6. 4 crore and had
not achieved any progress in the component of rejuvenation an nurseries. The
representative of Assam was informed to update the web based information and
submit latest information of utilization alongwith the proposal for release of funds.
In case of Gujarat, there was unspent balance of Rs. 3 .43 crore. The
representative of Gujarat informed that all the amount has been b oked and will be
utilized during the current year. He demanded more funds for pendlnq PHM projects
during the current year.
Representative of Haryana informed that unspent balance of! Rs. 28.56 crore
as reported on web based portal has already been utilized. He inf~rmed the latest
utilization of funds will be made available on the website very soon.

The representative of Jammu & Kashmir Informed that s1te has received
funds for pending liabilities and Prime Ministers' Package. Due to !adverse weather
condition and prevailing situations work could not be taken u~ during winters.
However, the Department has earnestly started the work on all ~ronts and it was
expected to utilize the funds. It was informed that JIT of approved projects may be

immediately completed and funds released to the concerned lending banks.

Chairman informed that State can submit utilization certificate and submit
proposal for further release of funds under the ongoing proqrarnmes and PM
package during the current year.

Thereafter, Shri Pankaj Kumar, Director (Horticulture)
made a detailed
presentation of projects received from States. He informed that IthiS Department
had received 14 projects from States. These proposals related to PHM (3),
processing units (4), tissue culture lab (2), seed infrastructure Jnit (2), planting
material (1) and other projects (2).

He further, informed that eight projects were referred back t~ States as these
were within the delegated powers of SLEC. Out of the eight projects one proposal
related to processing namely MIs FIL Industries Ltd. from Jammu & Kashmir was
deferred by PAC as the proposal was not having proper flnanclal closure, land
documents, breakup of machinery. The same company was sanctioned an amount
of Rs. 860.29 lakh during 2014 for processing project by ~inistry of Food
Processing Industries. The representative of J&K informed that the clarifications
sought by PAC have been submitted. The proposal was discussed in view of the
clarifications provided by the representative of the State during the meeting. The
committee observed that the instant proposal for setting up of tetra pack unit for
fruits juice of apple, pear etc. was for value addition and the company has already
availed assistance from MoFPI. SHM may accordingly examine and' recommend this
proposal to MoFPI for consideration under their new scheme .

and have vast experience in spice processing Industry. Promoters have existing
linkages with spice producing farmers and have forward linkages with traders,
wholesalers and retailers.
The company has proposed to set up a spice processing and manufacturing plant
for coriander, cumin, chilli and turmeric. The plant & machinery includes turmeric
grinding line, chilly cleaning plant, grinding line for cumin seed & black pepper, lab
equipment etc. The Chartered engineer has certified that infrastructure
has been
completed and plant & machinery is installed at the site.

M/s Solutus Consulting Engineers Pvt. Ltd., Guwahati, (Consulting Architect and
Structural Engineers) has furnish the details of civil works. Main factory building
conslstlnq of grinding section, mixed masala with blending machine. Turmeric
section, destoner & cleaning chamber, costly raw material store, raw material store
workshop, general store, dispatch bay, material store, finished goods packing
section, coding machine, packing material store & mezzanine floor at 4.50 m. level
height accommodating packaging material storage & light weight finished goods.
Total buildup area of factory building is 4668.16 rrr', The unit rate and quantity of
each component of the factory building has been provided in the estimate and
accordingly eligible component of factory building have been worked out as under:

Recommendation of PAC: PAC recommended the proposal to EMC for sanction of
Rs.400.00 lakh @ 50% as credit linked back ended subsidy for establishment of
spice processlnq unit.
Decision of EMC: Based on the recommendation of PAC of MIDH, EMC approved
the project and sanctioned Rs, 400.00 lakh @ 50% as credit linked back ended
subsidy to the project for processing of spices. The subsidy to be released on the
receipt of satisfactory JIT report in instalments as per the availability of funds and
provisions of .annualallocations. SHM to ensure that the promoter's have not availed
assistance from other sources for this project. SHM will ensure compliance with all
regulations of Food Safety and Standards Authority of India (FSSAI) for finished
product and infrastructure.

Project Details: This is a partnership firm having two partners namely Shri Sandip
Kantilal Thakker and Smt. Chandrakiran Sandip Thakker. The promoters is in the
business of export of potatoes (Mauritius, Vietnam, Hong Kong etc.) and supply of
quality potatoes to Food processing Industries, Hotel chains etc. for last 10 years.
Company already has backward linkages with potato growing farmers and forward
linkages with institutions. They have retail brand of potatoes in the name of Papa's
Farm in 1 kg, 2 kg & 5 kg bags.
The firm proposes to set up Type - 1 PEB structure having total capacity of
5000 MT (3 chambers each of 1666 MT capacity) for Potatoes. The facility will have
an Integrated Packhouse with add on components such as dock leveler, high reach
truck, PLC unit, sorting & grading line, material handling equipment along with refer
truck at Sabarkantha District. Compressors are screw type using ammonia as

Ahmedabad Branch has appraised the project and sanctioned a term loan of
Rs.800.00 lakh vide letter dated 16.02.2016.
Recommendation of SLEC: State Level Executive Committee (SLEC) of in its
meetings held on 14.09.2016 considered the proposal and recommended the
project for sanction of Rs. 272.65 lakh as credit linked back ended subsidy.
Recommendation of PAC: As per direction of PAC, the project was preinspected
on 19.01.2017. The cost of building, p&m and reefer transport was confirmed.
Based on the pre-inspection report, SHM vide letter dated 25.01.2017 has
recommended admissible cost of Rs. 817.22 lakh. However, as per MIDH admissible
cost is Rs. 811.22 lakh. As the unit is exporting potato to other countries, the pack
house is to be established as per the Pack House Recognition Scheme of APEDA.
The promoter's have already applied to APEDA for recognition scheme of APEDA.
Decision of EMC: EMC approved the project and sanctioned Rs. 272.65 lakh @
35% as credit linked back ended subsidy for establishment of Type - 1 Cold Storage
with add on Technology. The unit is proposed to export potato, SHM therefore
ensure that the pack house is to be established as per the Pack House Recognition
Scheme of APEDA.

Project Cost: Rs. 1074.08 lakh (as per Bank)/ Rs.995.00 lakh (as per DPR)
Project Details: This is a partnership firm managed by Shri. Khalid Hakeen and
Smt. Bilquees Fatima. The promoters have experience in agricultural farming,
agriculture business advisory etc. The proposed location for project in is the apple
production area, therefore raw material will be made available by local farmers and
also from orchards own by promoters. The firm intends to setup linkages with the
juice manufacturing companies and the companies requiring fruit concentrate as
ingredient.
The firm proposes to set up a fruit processing line of 80MT/day capacity for apple
and plum in district Baramulla, Kupwara. The plant & machinery includes Juice
concentrate line, weighbridge, fork lift, carton strapping machine, Platform trolleys
etc.
Shri Janjappa H, Chartered Engineer, Sopore, District Baramulla has furnish the
details of civil works. The unit rate and quantity of each component of the
processing unit, stores and workshops etc. has been provided in the estimate and
accordingly eligible component have been worked out as under:

Project Details: The project submitted to NHB without bank sanction, appraisal

Department of Horticulture considered the proposal in SLSC meeting held on
28.03.2014 and submitted to NHB on 26.05.2014 i.e. after cutoff date and returned
back to Mission Director for consideration ofSLSC within approved' allocation as per
revised guidelines.
State had reappraised the project and recommended for consideration of subsidy
as per revised norms of MIDH vide their letter dated 30.03.2015. However, th-e
project was received without the bank sanction and appraisal note and State was
advised to submit the same. Now, State Department of Horticulture, J&K has
submitted the Bank appraisal of CA store project of M/s H.N Agri Chain Pvt Ltd, vide
letter dated 02.11.2016.
The previous project was sanctioned to M/s H. N. Agri Serve Pvt. Ltd at
Lassipora, Pulwana, Jammu & Kashmir. The instant project is a private limited
company naming M/S H.N. Agri Chain Private Limited having two promoters namely

Shri. Rakesh Kohli and Shri Mir Khuram Shafi. The company has been incorporated
on 04.12.2013 vide incorporation no. of U01403JK2013PTC004060. The firm has
proposed to setup 5000 MT Integrated CA store having 20 chambers and automatic
grading, sorting unit on leased land taken on lease for a period of 90 years from
SIDCO, lease is executed/registered on 09.11.2015.
The promoters have been involved in horticulture sector for around 30 years as
growers, traders, distributors, packhouse/CA store operators. The promoters have
significant presence among farmers and have existing linkages with the farmers of
the area. Being a trader and distributor of horticulture crops, promoter has existing
forward linkages.

The MIDH is co-terminus with XIIth plan period i. e. March, 2017. The
revised scheme pattern of assistance and cost norms are under preparation and will
take some time for clearance by various authorities.
It is to mention that during last two plan periods (XIth and XIIth); where
scheme was revised, there were changes in cost norms & pattern of assistance. The
applications received by States and Centre at that time were dealt as per revised
guidelines which resulted in numerous court cases.
It is proposed that a cut of date may be fixed so that States may be
advised that all application received till that date may be dealt .as per existing
guidelines and there after applications would be treated to be as per revised
scheme.
Decision of EMC: That various committees constituted under MIDH for approval of
projects should clear aU the project by April 30th, 2017. The remaining projects and
projects received after the cut-off date would be considered as per revised norms as
and when new scheme was approved.
During the course of the deliberations, the following general decisions were also
taken by the Empowered Committee.

i.
All SHMs will regularly update the website giving details of projects sanctioned
. at State level as per the delegation of powers and also send the copy of SLEC
minutes to this Department.
ii. That various committees constituted under MIDH for approval of projects
should clear all the project by April 30th, 2017. The remaining projects and
projects received after the cut-off date would be considered as per revised
norms as and when new scheme was approved.
iii. Credit linked back ended subsidy sanctioned under MIDH will be released by
SHMs in two installments. First installment will be released after receiving
satisfactory JOint Inspection Report (JIT) report of completion of civil works and
installation of machinery/equipment
as per technical standards. The second

installment will be released by SHMs after receiving satisfactory JIT report for
project completion and commencement of commercial production. The Joint
Inspection Team will comprise of members from lending bank, technical expert,
SHM and District Administration.
State to ensure that funds will be released to approved projects as per
availability in minimum two installments after satisfactory JIT report out of
annual allocation and funding pattern under MIDH.
States to review all pending project proposals and ensure clearance of older
projects, within the provisions of annual allocation, before taking up new
project proposals.
SHMs will attach with every proposal the following documents without which the
proposal will be treated as incomplete:
a. Techno-economic feasibility report.
b. Copy of bank sanction letter and appraisal note.
c. In case of cold storage and CA store projects - Data sheet, Certificate
from Engineer/Architect regarding adoption of technical standards and
protocol as per GOI guidelines should be part of the project. The details
like business model (rental, arbitrage etc.), backward, forward linkages,
number of crops to be stored (month wise), capacity utilization vis-a-vis
breakeven point and viability of the project.
Shri Jalaj Srivastava, Additional Secretary, in his concluding remarks
emphasized that States should ensure utilization of funds released under MIDH
during the current financial year and send utilization certificate and physical
progress report to this Department which will facilitate allocation of funds during
next financial year. He also mentioned that the approval of the projects is subject to
availability of funds which could also be released in installments. States should
promote private investments for creation of infrastructure under MIDH.
