Subject Index .............................................................................................................................................. 34 35 iii SCOPE AND CONTENT NOTE U.S. Council of Economic Advisers during the Ford Administration, Part 1: Alan Greenspan Files, Correspondence, 1974–1977 presents a comprehensive record of the debates underlying the economic policy decisions of the Ford administration during the period November 1973–December 1976. When Gerald R. Ford assumed the office of president of the United States, following the resignation of Richard M. Nixon in August 1974, he faced a domestic situation characterized by great economic as well as political uncertainty. The country was beginning its slide into a steep recession, caused in part by the embargo on petroleum shipments to the United States implemented by the Organization of Petroleum Exporting Countries (OPEC), as well as by the resulting dramatic increase in oil prices. The result was a marked slowing of economic growth along with dramatic increases in the rates of inflation and unemployment. The collection consists of thirty-two reels, organized alphabetically by topic, and includes a variety of document types, including confidential White House and Executive Branch memoranda, transcripts and summaries of meetings, transcripts of testimony before Congress, and the texts of speeches by Council of Economic Advisers (CEA) Chairman Alan Greenspan, President Ford, and others. In addition to official reports and correspondence from assorted branches of government, this collection contains a great deal of correspondence from the average taxpayer and from nongovernmental organizations. Of particular interest are documents related to the U.S. decision to sell the national gold reserves as a final break with the Gold Standard. Starting at Reel 29, Frame 12, an organization called the “Committee to Establish the Gold Standard” requests Greenspan’s support for a lawsuit they have brought to enjoin the U.S. government from liquidating the gold reserves. The collection includes substantial material of research value on the following major topics. Inflation and Recession In the fall of 1974, before a national television audience, President Ford convened a meeting of prominent politicians, business leaders, and economists called the Summit Conference on Inflation. This was a time when the United States was slipping into the deepest recession since the Great Depression. The severe downturn was caused in large part by the fourfold increase in oil prices resulting from the embargo on petroleum shipments to the United States by OPEC during and after the 1973 Arab-Israeli war. This collection provides researchers an opportunity to review government responses to specific major economic problems, including fiscal and monetary policy, taxation, foreign economic relations, international finance, regulatory reform, housing construction and finance, business inventories, productivity, environmental regulation, and the vicious circle of mutually reinforcing increases in wages and prices. This phenomenon, which became known as the “wage-price spiral,” caused great anxiety among economists, politicians, corporate managers, and, perhaps most of all, labor unions, whose members were determined not to fall behind inflation in their wage settlements. The Ford administration desperately sought to formulate policies to dampen inflationary expectations and break the spiral, and during 1975, the double-digit rates of inflation dropped into the high single digits. Researchers will find in this collection a large amount of significant material on the anti-inflation decision making that went on in the Ford White House. The collection includes debates within the administration on the usefulness of the Council on Wage and Price Stability in monitoring inflation. v The most important voice in the battle against inflation and recession belonged to CEA chairman Alan Greenspan. While acknowledging the role of skyrocketing oil prices, Greenspan insisted that the fundamental cause of the destructively high rate of inflation was government spending. In Greenspan’s view too much government spending leads to excessive government borrowing, which crowds out private borrowers and causes prices to rise. Along with rising prices, the other most unfortunate consequence of the steep recession was a dramatic rise in unemployment to levels apparently not seen since the Great Depression. Unemployment During the Ford administration, strident debates raged between the White House and Congress, as well as among Cabinet officials, on the most effective policies to reduce recession-caused unemployment, including the widely supported Humphrey-Hawkins Full Employment Act and related bills. The Department of Labor, as well as many members of Congress and senators, favored the expansion of public service employment (PSE) programs, which had put many people to work during the Great Depression. These officials faced formidable opposition by Alan Greenspan and the CEA, who viewed PSE jobs as lowering national productivity and depressing economic growth, and ultimately resulting in increased budget deficits, Treasury borrowing, and inflation. On the other hand, President Ford as well as nearly everyone in the White House, Executive Branch, and Congress, favored an extension of unemployment benefits beyond twenty-six weeks, to thirty-nine or even fifty-two weeks. Important collection papers document the apparent consensus that the various anti-inflation measures should not have the effect of causing further distress to unemployed persons and their households. Energy Those who recall sitting in long lines to buy a few gallons of gasoline at skyrocketing prices, the result of the OPEC embargo on oil shipments in 1973, remember the seriousness with which the energy crisis was viewed by nearly everyone in U.S. society. When the Ford administration began in August 1974, the president and White House officials began intensive deliberations on a new national policy for energy. It was given the name Project Independence. Project Independence began in March 1974 as an initiative designed to assess both the magnitude and dimensions of the nation’s energy problems and develop a framework of related initiatives that would achieve the goal of national energy independence by 1985. The result of a substantial federal interagency effort spearheaded by the Federal Energy Administration, it constituted the most comprehensive energy initiative ever undertaken by the government. The project had several major thrusts, with the most important being a comprehensive national energy conservation program, a major research effort to commercialize alternative energy sources, and the decontrol of oil and gas prices, with the predicted consequence of increased exploration and drilling. In addition, the administration considered a windfall profits tax on oil and gas producers, energy tax rebates to consumers, and fuel allocation programs, including standby gasoline rationing plans. Other important initiatives in the Ford energy program included oil production from the national petroleum reserves, an expansion of oil and gas leasing on the Outer Continental Shelf, loosening of environmental standards to allow the greater use of coal in power plants, accelerated licensing of nuclear power plants, reforms to rate-making regulations to encourage the expansion of electric power, and federal subsidies to electric utilities for coal- and nuclear-powered power plant construction. Other Economic Issues One of the most striking characteristics of the Ford years is the set of parallels between this period and the present time. Both eras featured skyrocketing gas prices and other energy costs, a growing emphasis on energy conservation and the development of alternative energy sources, a general debate over national health insurance, scarcity of credit, a crisis in housing finance, and an economy apparently nosediving into recession. Readers of documents in this collection will find vi some striking similarities between the Ford and Bush administrations in the economic policies proposed in the White House and the Congress. Greenspan’s Monthly Correspondence The beginning reels of this collection contain monthly reports from Alan Greenspan to the White House concerning a myriad of economic conditions and data. For researchers, these reports provide a wealth of information and unbelievable insight into U.S. and global economic conditions. The folders containing this correspondence are organized by month and contain information and statistics on unemployment rates, labor supply, the Consumer and Wholesale Price Index, and the impact of the financial situation on the Gross Domestic Product. In spite of the generally serious and statistical nature of economic data, the Greenspan correspondence files also contain a few lighthearted notes from citizens and politicians. On Frame 0301 of Reel 27, a staff member from Senator Edward W. Brooke’s office writes Greenspan to encourage an interview with Penthouse magazine, while on Frame 0306 of the same reel a housewife suggests that Greenspan, an avid follower of Ayn Rand, deliver to each member of Congress a copy of Atlas Shrugged because “if they saw how they looked in print they would stop some of their nonsense.” Researchers will also be interested in these collections filmed by LexisNexis: Gerald R. Ford assumed the office of president of the United States, following the resignation of Richard M. Nixon in August 1974, he faced a domestic situation characterized by great economic as well as political uncertainty. The country was beginning its slide into a steep recession, caused in part by the embargo on petroleum shipments to the United States implemented by the Organization of Petroleum Exporting Countries, as well as by the resulting dramatic increase in oil prices. The result was a marked slowing of economic growth along with dramatic increases in the rates of inflation and unemployment. U.S. Council of Economic Advisers during the Ford Administration, Part 1: Alan Greenspan Files, Correspondence, 1974–1977 brings together a large number of documents that illuminate the debates behind the economic policy decisions of the Ford administration during the period November 1973–December 1976. Although many officials in the White House and the Executive Branch, as well as in the Congress, proposed a variety of programs to combat the nation’s economic ills—most involving substantial government spending—these advocates typically found themselves confronting the most important Ford administration voice in the battle against inflation and recession: Council of Economic Advisers chairman Alan Greenspan. The chairman and his conservative allies mounted powerful opposition to many new government programs and spending, except those that they felt would advance the interests of free markets and private business. One of the most striking characteristics of the Ford years is the set of parallels between this period and the present time. Both eras featured skyrocketing gas prices and other energy costs, a growing emphasis on energy conservation and the development of alternative energy sources, a general debate over national health insurance, scarcity of credit, a crisis in housing finance, and an economy apparently nosediving into recession. Readers of documents in this collection will find some striking similarities between the Ford and Bush administrations in the economic policies proposed in the White House and the Congress.
