Denis Jacobs Under 17 Cup
Competition Rules 2017:
1.
Management:
The competition shall be called the Denis Jacobs Under 17 Cup. The competition shall be organised by the
Surrey Cricket Foundation.
The competition will be administered by a Competition Administrator. The junior competition programme will
be overseen by a sub-committee consisting of the 3 Competition Administrators, Under 13, Under 15 & Under
17, and one Surrey Cricket Foundation Executive member. Any dispute that cannot be resolved by the
relevant Competition Administrator shall be referred to a Disputes Panel consisting of at least 2 Competition
Administrators and one Surrey Cricket Foundation Executive member. The decisions of this Panel will be final.
2.
Competition Structure:
The teams entering will be divided into small groups to play a round-robin phase. At the end of the Group
Phase, the group winners and, if necessary, the best runners-up will proceed to a Knock-Out phase. All
matches are to start no later than 6 p.m. Teams arriving 15 minutes after the agreed starting time shall forfeit
toss. Grass pitches are to be used where possible.
3.
Fixtures:
The Competition Administrator will arrange the pairing for the group matches, but the clubs must then agree a
date to play. Venues may be switched by mutual agreement. The home side will offer 2 dates to the
opposition, one of which must be accepted. If neither is acceptable to the away side they must forfeit the
game. In the event of inclement weather, a further two dates should be offered by the home side with the
same forfeit rules as above. If the home side should fail to offer the two dates, they will forfeit the game to
the away side. The dates of all group fixtures must be notified to the SCF Junior Competitions Administrator
by both clubs by 07 April 2017. All group fixtures must be completed by 15 July 2017.
The draw for the Knock-Out phase will be published on Monday, 17 July 2017. The same rules for arranging
fixtures will apply.
4.
Eligibility of players:
All players in this competition must be under 17 years of age on 31 August of the year prior to the competition
and must be playing members of the club they represent by 01 May in the year of the competition. No player
shall represent more than one Club in any one year of the Competition. All players, playing in the final, must
have played at least one other game for their Club in the Competition prior to playing in the final.
5.
Balls:
The home side shall provide 2 new cricket balls of a suitable standard for each match. The home side will also
be responsible for supplying enough spare balls of equivalent standard. A new ball must be used at the start
of each innings.
The Surrey Cricket Foundation will supply a new ball for each innings of the final.
6.
Umpires:
The Surrey Cricket Foundation will appoint umpires for the Final of the competition. Clubs are responsible for
providing a competent person to umpire matches in all earlier rounds. Ideally, this should not be a person
who is involved in the match in any other way (e.g. Team Manager on the day). The designated person should
umpire for the whole match.
7.
Results:
Match results must be e-mailed to the Competition Administrator by both clubs within 24 hours of the
completion of the match. The e-mail should include scores and a note of any outstanding performances.
Clubs are also asked to enter results, in the same detail, on their club Play-Cricket site. The draw and results
can be viewed at http://surreycbjuniorcomps.play-cricket.com/home/home.asp.

Playing Conditions 2017:
The Laws of Cricket (2000 Code 6th Edition – 2015) shall apply with the following exceptions:1.
Duration
Matches shall consist of one innings per side, each innings limited to a maximum of 20-overs.

Hours of Play:
Start times shall be agreed in advance by the participating teams. The Final shall start by 5 p.m.
3.
Re-arrangement of overs due to inclement weather:
In the event of adverse weather conditions, team managers can, before the start of the game, reduce the
number of overs for the match, to a minimum of 10 overs per side. If weather causes a reduction in overs
once the match has started the length of the innings may be reduced further. The aim must always be to
ensure that, where possible, both sides have the opportunity to bat for the same number of overs. If this
is not possible, the side batting second must have a minimum of 5 overs to bat.
4.
Restrictions on Placement of Fielders:
i)
Two semi-circles shall be drawn on the field of play.
The semi-circles shall have as their centre the middle stump at either end of the pitch. The radius of
each of the semi-circles shall be 30 yards (27.43 metres). The ends of each semi-circle shall be joined
to the other by a straight line drawn on the field on the same side of the pitch. The field restriction
area should be marked by painted white ‘dots’ at five-yard intervals, each ‘dot’ to be covered by a
white plastic or rubber (but not metal) disc measuring seven inches in diameter.
ii) At the instant of delivery, there may not be more than five fielders on the leg side.
iii) For the first 6 overs of each innings, only 2 fielders are permitted to be outside the 30 yard circle at
the instant of delivery.
iv) For the remaining overs of each innings, no more than five fielders are permitted to be outside the
30 yard circle at the instant of delivery.
v) If the number of overs available to the batting team is reduced, the number of overs for which the
initial fielding restriction applied will be reduced in accordance with the following table:

Bowling and Batting Restrictions
i)

In 20-over matches no bowler shall bowl more than 4-overs in a match. In matches reduced to 15
overs, or less, no bowler shall bowl more than 3-overs.
When a batsman reaches or passes a personal total of 50 he shall retire, but may return on the
departure of the tenth batsman. Retired batsmen must return in order of their retirement. The
batsman shall retire again when he scores an additional 50 runs on his return to the crease. A
batsman can continue their innings beyond 50/100 if their ‘retirement’ would end the innings before
the agreed number of overs have been bowled and there are no other retired batsmen waiting to
return.

Free hit after a no-ball

The delivery following a no ball shall be a free hit for whichever batsman is facing it.
Note: This applies to all no-balls with the exception a short-pitched delivery that passes, or would have
passed, over head height of the striker.
i) If the delivery following a free hit is not a legitimate delivery, then the next delivery becomes a free
hit for whichever batsman is facing it.
ii) For any free hit, the striker can be dismissed only under the circumstances that apply for a no ball,
even if the delivery for the free hit is called a wide ball.
iii) Field changes are permitted for free hit deliveries provided all effective fielding restrictions are
adhered to.

8.
Law 42.6 – Dangerous and Unfair Bowling
Law 42,6 (a)(i) Bowling of Fast, short-pitched balls will apply

Law 42.6 (b) Bowling of high, full pitched balls
to be amended to read as follows:
Any high, full pitched ball (regardless of pace) which passes, or would have passed, above waist height of
the striker standing upright at the crease shall be called and signalled No ball by the umpire at the
bowler’s end.
In addition, if the high full pitched ball is fast, it shall be deemed dangerous and unfair and the umpire at
the bowler’s end, in addition to the call and signal of No ball, will adopt the procedures of Law 42.7.

Law 42.7 applies except that the reference to Law 42.6 is amended Law 42.6 as above.

11. The Result
i)
Where there is no interruption after the commencement of play and both teams have had the
opportunity of batting for the same agreed number of overs, the team scoring the higher number of
runs shall be the winner.
In the event of the number of runs being tied at the end of a match in the Group Phase, the result
will be a tie and each team will receive 2 pts.
In the event of the number of runs being tied at the end of a match in the Knock-Out Phase, the
teams shall compete in a Super Over, as iii) below, to determine the winner.
ii) If, due to inclement conditions, the team batting second receives fewer overs that the team batting
first, the winner will be the team with the higher average run rate based on the number of legitimate
balls faced. In the event of the team batting first being all out in less than their full quota of overs,
the calculation of their average run-rate shall be based on the full quota of overs to which they
would have been entitled and not on the number of overs in which they were dismissed.
iii) Procedure for a Super Over:
The team batting second in the match will bat first in the Super Over.
The loss of two wickets in an over ends the team’s one over innings.
The side that scores the most runs will be the winner.
In the event of the teams having the same score at the end of the Super Over, the team whose
batsmen hit the most number of boundaries combined from its two innings in the main match and
the Super Over shall be the winner.
If the number of boundaries hit by both teams is equal, the team whose batsmen hit the most
boundaries in the main match (ignoring the Super Over) shall be the winner.
If the number of boundaries is still equal, and ground and weather conditions permit, then the Super
Over shall be repeated.
If ground or weather conditions prevent a resolution of the match then the captains shall toos a coin
to decide the winner.
12. Group Positions
12.1 Points will be avoided as follows:
Win - 4pts; Tie or Abandoned - 2 pts; Loss - 1pt; Cancellation or Concession - 0pts.
Any match not completed due to weather or ground conditions will be deemed to be abandoned.
12.2 Group Table
The winners of the Group will be the team with most match points at the completion of fixtures. In the
event of teams finishing on equal points, the final positions in the table will be decided in the following
order of priority:
a) When two teams finish with equal points, the team which was the winner of the head-to-head
played between them will be placed in the higher position;
b) When more than two teams have equal points, the team which was the winner of the most number
of matches played between those teams will be placed in the higher position;
c) If still equal, the team with the higher net run rate in matches in which a result was achieved will be
placed in the higher position.
A team’s net run rate is calculated by deducting from the average runs per over scored by that
team, the average runs per over scored against that team. The calculation of average runs shall be
total runs scored x 100 divided by legitimate balls received. In the event of a team being all out in
less than its full quota of overs, the calculation of the net run rate of both teams shall be based on
the full quota of overs to which the batting team would have been entitled and not the number of
overs in which the team was dismissed. Only those matches where results are achieved will count
for the purpose of net run rate calculations.
The best runners-up will be those 2nd placed teams with the highest Net Run Rates.
