MEETING # TWENTY-FIVE
Minutes, Anglewood Estate Executive Committee Meeting,
Wednesday, 16th September 2015, 2.20pm

1)
The minutes of the previous Executive Committee meeting dated 22 April 15 were accepted.
2) Damage to Heritage Garden/Roads by builders Steve Wright will draft a letter of demand to Benny Forte, to be sent
under Simply Strata letterhead, stating clearly that the damage done by his builders to the southern side of the brick
road edge and the heritage garden near Lot 3 on Anglewood Drive is be restored to its former state within 30 days or a
contractor will be employed to do the work and the bill sent to Mr Forte’s company. The letter will also demand that
similar damage done by his builders to the road edge at the intersection of Arthur Smith Avenue and Kings Crescent be
restored before construction of the last Lot 16 villas is completed. The first draft of this letter is to be vetted by Simply
Strata to ensure it complies with legal requirements and the Community Statement by-laws.
Action item: Steve Wright to draft and forward the letter to Simply Strata for onforwarding.
3) Mr and Mrs Lloyd (Lot 7) requested committee approval of their choice or render colour for their house currently under
construction. They have chosen the same colour render as that used on the Lot 16 townhouses.
Action item: Secretary Chris Young to inform the Lloyds that the committee approves of this render colour selection.
4) Lot 8 request for variation Mr and Mrs Staroselsky submitted plans for their house to be built on Lot 8 that the
committee felt did not comply completely with the Community Statement in that two small gable rooves over their
entrances were at 30 degree pitch rather than the 40 degree pitch demanded by paragraph 2.0 of Appendix A of the
Anglewood Community Statement. The committee contracted Stewart Buck, (the heritage architect who drew up the
Community Statement and established the Anglewood Estate), for his opinion on these reduced pitch porch rooves. His
answer, in part, was as follows: “I have reviewed the PDF Files and note the two roofs at 30 deg pitch. The main roof is at
40 deg roof pitch and the integrity of the Architectural Guidelines I originally wrote have been met here, so it is an
acceptable variation for the verandah roofs to have the 30 deg pitch.” Mr and Mrs Staroselsky were informed on 15th
September of this decision. At Terry Rice’s suggestion, any future request for a variation by a resident building on the
estate will be dealt with formally at a committee meeting rather than by an exchange of emails, as this variation was.
5) Cracks in bitumen on estate roads. Steve Wright informed the committee that he had not received replies from either of
the contractors he had contacted asking for quotes for repairs to the cracks in the estate roads. Taking the weather into
consideration, the committee decided at the last meeting on 22 April that this work should be delayed until
September/October.
Action item: Steve Wright to contact contractors without delay to attempt to get quotes so that this work can be
completed with minimum delay in the coming warmer months.
6) Re-aligning cherry trees at intersection of Arthur Smith Avenue and Kings Crescent In July/August, Daniel Corry (Lot 12)
had sought and was given committee approval to employ a contractor to dig a ditch allowing the badly misaligned cherry
trees beside the road to be straightened. Daniel informed Chris Young that the contractor he had organised to do this
work never tuned up and that now, with the trees in bud, it was too late in the season to do this work without risking
serious damage to the trees. The committee decided that this work should be held off until next Winter, the optimum
season for any such work to be done.
Action item: Chris Young to get two quotes from local arborists for the work to be done next Winter.
7) Road edge, left side, to exit onto Yean Street between Lot 2 and Anglewood House boundary. A working bee earlier in
the year removed the course of bricks 900mm in from the road edge (many of which were broken) and those bricks from
that course that were whole were sufficient for a contractor to replace the broken bricks in the course on the road edge.
In a second working bee, topsoil and grass seed were laid in the area between the removed brick course and the road
edge. The grass seed has germinated successfully and the appearance of this area has improved markedly. The trip
hazard as mentioned in the 22nd April minutes from the broken bricks has thus also been removed. Terry Rice spread
the last of the soil last week to fill the wheel ruts left in the new work on at least four occasions by unidentified drivers
who were unable to keep their vehicles on the paved road, in some cases, for almost the whole length of the road.

8) Alternative addresses. Secretary Chris Young reported that Jan Giblin from Wingecarribee Council informed him on 21st
August that the Department of Lands has confirmed the Alternative Address numbers for Lots 2 to 15 as follows:

notified to the Australian Electoral commission on 12/6/2015.
National address registers should be able to hold both primary and secondary addresses. Please let me know
if any property owners encounter issues with any agency.

Secretary Chris Young informed the committee that all residents of Lots 2 to 15 were informed of this by email on 21 st
August.
9)
Exterior Paintwork of some homes in the estate In the minutes of the last meeting (22 April 15) it was noted that the
exterior paintwork of some homes in the estate was poor. The owners, after being contacted, agreed to have the
affected parts of their homes re-painted, but because exterior painting was impractical during the Winter months, said
they would delay the work until Spring. Steve Wright informed the committee that this re-painting was currently being
done. The committee wishes to thank the owners involved for having this work done.
10) Heritage Gate The gate at the entrance to the estate between Lots 9 and 10 requires maintenance. It would appear this
can be completed in situ. Chris Young to check to see if this is so. If the work can be completed without removing the
gate, a working bee will be scheduled to re-paint the gate after the repairs have been completed.
11) Yean St nature strip Steve Wright informed the committee that at the Strata Executive Committee meeting of 3 Aug 15
concern was expressed about the Community Association paying for the lawn maintenance contractor to mow the grass
on the nature strip along Yean Street (outside the boundaries of Lots 2 to 5), which is Council land. It was suggested that
it should be the responsibility of the owners of Lot 2 to 5. The CA committee discussed the issue and felt that, in effect
this nature-strip area is common property, and that the value of the estate would be adversely affected if some of this
area was allowed to become overgrown and unkempt. The poor state of other areas of the nature strip along Yean St,
indicate that the Council would be unlikely to mow these areas more than annually. The committee also felt that the
time the gardening contractor takes to do this mowing is small and that it adds minimal cost to the association.

12) Anglewood Estate website. Secretary Chris Young informed the committee that despite the Anglewood Estate website
being established with a private page for Lot 16 owners as a result of complaints from some Lot 16 owners that they
could not gain access to information regarding Anglewood Estate finances, nine of the Lot 16 owners had yet to register
on the site to gain access to this page. Steve Wright replied that he would again give each of these owners the log in
details and individual passwords required to register.
13) Budget At the last meeting on 22nd April, a Lot 16 owner suggested that a joint meeting of Strata Association and
Community Association committee members be held in September/October each year to discuss and agree upon major
outlays for the coming year. Steve Wright informed the committee that the Strata Association will be holding its next
meeting on 1st October. Treasurer Terry Rice and Secretary Chris Young asked Steve Wright to inform the Strata
Association that they were willing to attend that meeting if the Strata Association wishes them to to discuss the budget
for next year.
Action item: Steve Wright in inform Terry Rice and Chris Young if this is acceptable to the Strata Association before 1st
October.
14) Safety concerns from several residents regarding soil which has on several occasions been deposited and stored on the
road on the corner of Arthur Smith Avenue and Kings Crescent. As noted in the minutes of the last meeting on 22 April
15, the committee received a letter from BCS Strata Management stating concern that had been expressed by two
residents about the soil pile that had been left on the King’s Crescent road for a considerable period of time. This
problem has been ongoing since April, with considerable interaction between the owner who has dumped the soil and
the committee having occurred since then, eventually resulting in the committee informing the owner that any future
deliveries of soil must be deposited within his own property and not on the common road. Unfortunately, the owner
indicated he will not comply and has verbally informed Steve Wright that he intends to deposit a future delivery of soil
on the road. With regret, the committee felt that the next option required if the owner does go ahead with dumping soil
on the common road is a formal serving of a notice of a failure to comply. (See Step 3 in NSW Fair Trading Community

15) Fountain Pool The ongoing problem of cleaning the fountain pool, particularly with the inability to keep the ducks at
bay, has not been resolved. Terry Rice has spent considerable time and effort in maintaining and cleaning the pool, but
with limited success using the equipment the committee has made available to him. The committee felt that only a
electric pump with a proper filter would be successful in keeping the pump clean.
Action item: Chris Young to investigate what is available commercially and report back to the committee on costs.
16) Secretary’s float: Secretary Chris Young informed the committee that the secretary’s float is currently $51.40.
The meeting was declared closed at 3.20 pm and the date of the next committee meeting will be advised.
