thoughts on the length of time for many of the existing parking spots
in the downtown area……..group recommended fine amount increase
for violators…… all agree utilization of the current parking facility
needs to increase….. various methodologies to affect such a change
were discussed
2. Attended Riley County Mental Health Task Force meeting…….foster
care numbers in the state are increasing rapidly……mental health
facilities are at capacity……

ill….soldiered on with alternatives and prep for garden show.

Sunday Oct. 5th - Cheryl Collins ( 3 minutes)
C. Collins said she will lead a tour of "Manhattan's Movers and
Shakers 1917-1963" at 2:00 p.m. at the Manhattan Sunset Cemetery.

Riley County Council on Aging update - Mary Jo Harbour (3-5
minutes)
Harbour discussed the Riley County Council on Aging's activities.
Harbour encouraged the residents to contact the federal legislators to
support the "Older American's Act". Harbour thanked the Board for
their support.

Present Manufacturing Day Proclamation - Robert Boyd and Stacy
Kohlmeier
Boyd presented the Proclamation for Manufacturing Day to Stacy
Kohlmeier of Auth Florence Manufacturing.
Kohlmeier thanked Riley County for the recognition of Manufacturing
in Riley County.

Riley County Flood Insurance Rate Increase Summit
Boyd welcomed the attendees.
Boyd discussed the June 8, 2013 notification of the proposed modified
flood hazard determinations affecting the Flood Insurance Rate Map,
and Flood Insurance Study report for the Riley County Unincorporated
Areas. Boyd stated the proposed flood maps have been determined
final by the Federal Emergency Management Agency (FEMA). Boyd
stated this may increase homeowner’s insurance rates up to 18%
annually. Boyd stated the Riley County Commission would like the

Federal legislators to consider delaying the implementation of the new
regulations, reducing the impact or eliminating the proposed changes.
Boyd stated 850 parcels of property are impacted in Riley County.
Lewis said his house is in the flood area adopted by FEMA. Lewis said
he is concerned for his district's residents’ financial impact and
economic impact to the community.
Wells said due to all the possible negative impacts to residents,
especially retiring residents, he would hope the federal legislators will
change this legislation.
Holeman said the hope for the community is the federal legislators will
find a way to reduce or eliminate the impact due to this federal law.
Stones stated he is here to listen, learn, and report his findings to
Senator Roberts. Stones said this is an issue in other areas of Kansas as
well. Stones asked if the Riley County Commission is working on
building coalitions on the issue with the Kansas Association of
Counties and the League of Municipalities.
Howe asked for a breakdown of those residents who were in the
floodplain previously and who recently were placed in the floodplain.
Boyd stated there are 63 residents in Riley County that are in the
floodplain map that were previously not. Boyd said some of the
properties are in the floodplain but the residence is not in the
floodplain.
Burson stated he received a letter stating his basement is six feet under
the flood plain. Stated his property was not previously in the
floodplain. Stated he is also required to pay for a survey to contest the
findings. Stated the flood insurance could cost him $4,000 per year.
Stated he is a veteran on a fixed income who cannot afford 18%
increases a year.
Butler said the maps are developed through land elevations. Butler
stated there is an appeal process, which requires the property owner to
have an elevation survey completed.
Burson said at the FEMA floodplain meeting the FEMA representative
told him to alleviate the six feet his basement is in the floodplain by
filling in his basement. Burson asked how much will that reduce the
value of his house loosing 2 bedrooms, a bathroom and additional
space. Burson said this is wrong of our government.
Sachse said he appreciates hearing the stories will help him relay the
message to Senator Moran.

Morse said previously her property was not in the floodplain, but is
now in due to the changes. Morse asked interested parties to take a tour
of the area and asked them to see how they would place a structure to
implement the law. Morse stated it is a concern for the future as well
with current and future land development. Morse suggested when
federal legislators see bills impacting Riley County they contact the
Riley County Board about potential impacts.
Mosher stated all the runoff created by development has impacted their
land and will now increase their flood insurance rates.
Madsen said her house flooded in 1993 and she pays $1,500/year for
flood insurance and her neighbor only pays $400/year.
Jankovich said people who had flood insurance prior to 1993 may get
better rates because they had insurance prior to a flood event.
Butler said the law states flood insurance will increase at 18%/year
until the residence reaches the full flood rate risk amount.
Stones said it is obvious there is a problem, which demands a solution.
Stone said it is a matter of finding a solution and putting it in place.
Sachse stated being here to listen to the conversations paints a better
picture for him to relay back to Senator Moran.
Cox said the personal stories are very helpful to convey to
representatives.
Howe said being a resident and helping sandbag in 1993 stated there
are unintended consequences of the federal laws residents are dealing
with. Howe stated in reporting back to Congressman Huelskamp he
will relay our issues are very similar to issues he has heard from other
areas of the State.
Stones said he will see Senator Roberts tonight he will discuss the
matter and also with contacts in Washington. Stones discussed the
change in 1968 from privatized insurance to a federally run insurance
system. Stones said there has to be a solution. Stone said the Kansas
delegation will be anxious to find a solution.
Wells stated he hopes some in roads were made today. Wells said he
believes FEMA is low on money and the issue is the flood insurance
rate. Wells said we do not want vacant homes here. Wells said we do
need to form coalitions on the issue.
Jankovich said the City and County will work with our Kansas

associations to work on the issues with Washington. Jankovich said the
City is also working on the levee issue. Jankovich stated the City has
changed the manner in which it considers new developments to
consider flooding.
Lewis thanked the delegation representatives for their participation.
Lewis said he hopes they understand the impact to individuals.
Boyd said Riley County needs to do a better job of educating our
federal representative about local impact of federal legislation. Boyd
said we need to provide guidance and solutions for our federal
representatives.
