FOREWORD
In the course of 1959, the Secretariat made a survey of the length and organization of the academic year
(schools and universities) bearing mainly upon the number of school days per week, the number of hours
of teaching per day, the average length of lessons and recreation periods, holidays or vacations, etc. Owing
to keen interest taken in these questions both b y the administrative authorities and the teaching profession
as a whole, w e are now publishing the results of this survey.
There are many different reasons foi this growing interest, and an analysis of the requests for information addressed to Unesco's Education Clearing House over the past few years has m a d e it possible to
shed light on s o m e of them. First of all, there are those of a purely pedagogical order. Over-burdened curricula and time-tables and the resultant mental and physical strain force teachers and administrators alike
to consider not only a serious revision of the curricula, but also of the actual organization of teaching.
T h e rearrangement of daily working hours and recreation and of yearly terms and holidays is a common preoccupation today and many countries are studying these questions. T h e authorities in charge are thercfore
understandably anxious to know as far as possible what is being done elsewhere. This desire is, moreover,
particularly strong on account of the tremendous development of exchanges of information throughout the
modern world. O n e o/ the consequences o/ this need for information is that it has multiplied the number of
study trips abroad, which must be made at the most auspicious times. These various reasons are enough to
explain the interest taken in the questions covered by our survey.
This survey w a s conducted with the help of a questionnaire in the form of a table, with seven headings
for each of the types and levels of education :I) duration of school year; 2) number of school days a n d
holidays per week; 3) number of hours of teaching per day or per w e e k for each grade; 4) duration of a lesson;
5) number and duration of recreation periods between lessons; 6) beginning and end of school semesters or
terms; 7) annual holidays or vacations.
T h e survey covered the 81 Member States belonging to Unesco at that time; 52 sent in replies. AI1 parts
of the world were thus reached, but Africa and Central America supplied less information than others.
In publishing the information gathered, the Unesco Secretariat hopes to return periodically to matters
relating to the organization of the academic year, in order to supplement the data already collected, bring them
up to date and improve upon their layout and analysis.
A few remarks are called for here. it should first of all be noted that the information supplied b y each
country is very seldom complete. There are several reasons for this. In s o m e Member States, certain types
of education are either non-existent or do not exist as separate types. Vocational education, for example,
is often included in secondary education. In other countries, where the organization of education c o m e s under
the local authoriíies, the central administration has been unable to supply precise information applicable to
the entire country. T h e data concerning these countries are, therefore, to s o m e extent approximate only.
Sometimes, there are even apparent contradictions in !he figures, and it would have required a second survey to clarify them. W e decided, however, to take the risk of producing incomplete data, rather than delay
the publication of information which, on the whole, is very widely applicable. W e trust that in a revised
edition the occasional shortcomings of the present study will be eliminated.

PART I
1. NUMBER OF SCHOOL DAYS PER YEAR
Primary Schools
Three of the M e m b e r States which answered the
questionnaire did not indicate the number of school
days per year. Luxembourg, for example, gave only
the number of school w e e k s per year (411,and
N o r w a y the m i n i m u m number of hours per year (570
for the first, second and third years and 684 for the
four remaining years). T h e other 49 countries can
be divided u p as follows:

Secondary Schools
In 30 countries, the number of school days per year
is the s a m e , or virtually the s a m e , in both primary
and secondary schools. In 10 countries (Brazil,
Chile, Republic of China, Finland, Greece, L u x e m bourg, Paraguay, Spain, Switzerland and Republic of
Viet-Nam), the figure is lower for secondary schools.
O n the other hand, it is higher in 6 countries
(Bulgaria, Byelorussian Soviet Socialist Republic,
India, Peru, Russian Socialist Federal Soviet
Republic and United Arab Republic (Egyptian
Region)). For 6 other countries, n o such comparisons
between primary and secondary education could be
established on the basis of the data furnished. T h e
number of school days per year in secondary schools
can be broken d o w n as s h o w n in the following table.
Five countries, however, gave the number of w e e k s
only and consequently their data could not be
included.

Vocational Education
It did not s e e m worth while to m a k e comparative
tables for vocational education for the following
reasons:
1) Over 25% of the countries which replied to the
questionnaire gave n o information under this
heading. In certain countries, vocational
education is not separate, but forms an integral
part of general secondary education;
2) In a number of countries, there are t w o levels of
vocational education, whereas, in others, there
is but one level, which m a k e s it practically
impossible to draw up comparative tables;
3) T h e data vary widely according to types of
establishment and branches of vocational
education.
Teacher Training Establishments (Primary School
Teachers)
Of the fifty-two countries which replied to the
questionnaire, ten gave n o specific information about
the annual number of school days in training
establishments for primary school teachers. F o u r
countries gave only the number of school w e e k s p e r
year. It is therefore unsafe to risk comparing the
number of days on the one hand with the number of
w e e k s on the other. Thirty-eight countries did,
however, give information on the number of school
days per year in their teacher training establishments,
as follows:

in 8 countries, the figure is higher;

Higher Educaiion
T h e information received about che number of days
of instruction at the higher education level is the
least complete. Twenty-one out of 52 countries gave
n o figures or at least n o specific ones s o m e
merely stating w h e n the university year began and
ended. Of the others, 11 countries gave the n u m b e r
of w e e k s of instruction and 20 the number of days
of instruction per year.

A s will be seen from the tables for each country,

the information given sometimes refers only to one
branch of higher education or to a few institutions
at this level. T h i s is due to the wide variety of
s y s t e m s followed in the different institutions and
e v e n within the s a m e institution, according to
faculties, sections, etc.
Since several countries gave the m a x i m u m and minim u m n u m b e r of days or w e e k s of instruction, with
s o m e t i m e s a considerable disparity between the t w o
figures, it would have been difficult to draw u p
comparative tables. €Ience it s e e m e d more useful to
give individual country tables.

In m a n y countries, the number of hours of teaching
per w e e k is not identical even within the s a m e
educational bracket. T h e number m a y vary in
different cases according to school year, type of
educational establishment, region, or streams within
a particular establishment. Account must also be
taken of the fact that the lesson period is not the
s a m e for all levels or types of education in any
given country.
In a certain number of countries, the duration of a
lesson (or lecture period) is 20 to 30 minutes long
in the lower classes of primary schools and 45 or
50 minutes long in the upper classes of primary
schools and in secondary and vocational schools.
