157.1 ANNUAL BUSINESS PLAN PROGRESS REPORT

Purpose
To provide Council with the progress report against the 2015-16 Annual Business Plan for the
2015/16 financial year.
Background
Council adopted its 2015-16 Annual Business Plan on 7 July 2015. The Annual Business Plan
sets out the priorities for Council for the coming year and details the programs and projects
to be delivered in 2015-16.
The Fourth Quarter Progress Report (Attachment 1) presents the Business Plan actions for
2015-16 and is provided to update Council on the progress achieved to the end of the
2015-16 financial year.
Proposal
The Annual Business Plan 2015-16 report includes 29 actions specifically identified as key
objectives of the Annual Business Plan 2015-16 including the CEO’s Key Performance
Indicators.
These include:
• Economic Development Strategy
• Stormwater Harvesting and Re-use Scheme
• Monarto Five Ways Intersection
• Murray Bridge B-Double and OD Bypass Route (Stage 1)
• Riverfront Strategy
• Comprehensive Review of the Community and Strategic Plans
• Long Term Financial Plan Review
• Asset Management Plans
• Communication and Engagement Framework
Of the total 29 actions, 26 (89%) have been completed, with the remaining three to be
continued into 2016-17.
These are:
• Strategic Property Review – this project will continue into 2016-17. Briefings have been
held with Elected Members in November 2015, February 2016 and June 2016.
• Develop plans for the development of the Cultural Precinct – this project will continue
into 2016-17. A briefing was held with Elected Members in January 2016.
• Facilitate Discussions to develop an Education Hub – this project commenced in 2015
and will continue into 2016-17 as the Murray Bridge Adult Learning Campus Project.
Discussions are continuing with Renewal SA and consultants to further the project.
Legislative Requirements
Section 123 (2)(b) requires that the Annual Business Plan includes an outline of the Council’s
objectives for the financial year.

Financial Implications
Quarterly reporting on the progress of projects:

enables the Council to monitor activities to ensure that projects stay on track
Projects are being delivered within the current budget (refer to the Financial Report).
Risk
Quarterly monitoring and reporting on the progress of projects and financial position
provides a vigorous business process to mitigate identified strategic risks.

The Annual Business Plan progress report will be posted on Council’s website following the

Recommendation
1. That item number 157.1 on Council agenda of 8 August 2016 be received.
2. That Council note the progress for the year against the 2015-16 Annual Business Plan
