Ackeret, Ph.D., P.E., PTOE Discipline Director, Chair Discipline Director, Immediate Past Chair Michael K. Park, P.E., PTOE is the city traffic engineer for the City of Lee’s Summit, MO, USA. He has been with the city of Lee’s Summit for 10 years and spent the previous 7 years as a traffic engineering and transportation planning consultant. Michael was instrumental in the development of Lee’s Summit’s Livable Streets policy and manages the city’s transportation system. He holds a bachelor of science in civil engineering from the University of Missouri. He is a member of the Institute of Transportation Engineers and American Public Works Association. He is currently the chair and discipline director of the Transportation Professional Certification Board. Kenneth (Ken) W. Ackeret, P.E., Ph.D., PTOE is an Institute of Transportation Engineers (ITE) Fellow with more than 35 years of experience in the field of transportation engineering and planning. He is a principal with Kimley-Horn and Associates, working in their Las Vegas, NV, USA office. He has served in variety of management capacities throughout his career. His experience and expertise with major hotel and casino developments, retail centers, arterial streets, shared use parking guidelines, and master planned communities has helped to enable significant and positive growth in Southern Nevada. Ken is a recognized expert in casino planning and an author of key ITE Journal publications for hotel and casino trip generation. He has been a Nevada resident since 1978 and has worked on dozens of developments through the state including many along the Las Vegas strip. From 2009 to 2011 he provided his service as an ITE International Director for the Western District. Ken is currently serving as immediate past chair of the Transportation Professional Certification Board and discipline director. He is an ITE 2017 International Vice President candidate. Diane W. Morabito, P.E., PTOE Discipline Director, Vice Chair Diane W. Morabito, P.E., PTOE is president of Maine Traffic Resources. She is responsible for the technical and administrative management of the firm’s transportation projects, including traffic and parking studies. She has more than 30 years of experience and has performed hundreds of traffic impact studies, as well as downtown studies, corridor studies, and parking studies. In addition, she has experience in highway, intersection and traffic signal design. She has provided review services to numerous Maine municipalities and has significant public sector work experience. Diane has a bachelor of science and master of science in civil engineering from the University of Massachusetts—Amherst. She currently serves as vice chair of the Transportation Professional Certification Board. Diane is a member of the Institute of Transportation Engineers. Gordon E. Meth, P.E., PTP, PTOE Organizational Director (PTP) Gordon E. Meth, P.E., PTP, PTOE is director of traffic engineering at NV5, managing projects and staff in New Jersey. He serves as the traffic engineer for land-use boards in 20 municipalities in New Jersey. Gordon holds a master of business administration from Montclair State University in NJ, USA, and a master and bachelor of applied science in civil engineering from the University of Waterloo in Ontario, Canada. He currently serves as organizational director (PTP) of the Transportation Professional Certification Board. Gordon is a member of the Institute of Transportation Engineers and is presently the Northeastern District Chair. Robert E. Bollinger, P.E., PTOE Organizational Director (National or State) Robert (Bob) E. Bollinger, P.E., PTOE is a traffic operations engineer at New Hampshire Department of Transportation. He leads the Traffic Research group, which is primarily responsible for overseeing/administering the New Hampshire Traffic Monitoring Program; providing in-house traffic analyses; and reviewing traffic impact and access studies as part of the NHDOT Driveway Permit Process. Bob’s previous experience in the private sector included work for consulting firms Vanasse and Associates and Stephen G. Pernaw & Company, Inc., as well as his own firm, Robert E. Bollinger Engineering, PLLC, focusing on traffic analysis for private site development. He is an active member of the New Hampshire Chapter of the Institute of Transportation Engineers, where he served two terms as President. He currently serves as organizational director (national or state) of the Transportation Professional Certification Board. Bob holds a bachelor of arts from St. Anselm College and a bachelor of science in civil engineering from the University of Massachusetts—Lowell. Alfred A. Guebert, P.Eng, PTOE Organizational Director (Canada) Alfred (Alf) A. Guebert, P.Eng, PTOE is manager of the Transportation Division at Watt Consulting Group, responsible for driving business development as well as mentoring and leading the transportation team. With more than 36 years of experience in traffic engineering and transportation planning, he has provided planning and design of key transportation infrastructure projects for municipalities throughout Western Canada. Alf earned a master of science in civil engineering (transportation) and a bachelor of science in electrical engineering from the University of Saskatchewan. In 2012, he received the H. Robert Burton Distinguished Service Award for service to the transportation profession in Canada. He is a Past International President of the Institute of Transportation Engineers. Alf currently serves as organizational director (Canada) of the Transportation Professional Certification Board. Dennis Randolph, P.E., PTOE, PTP, ENV SP Organizational Director–Local Government Dennis Randolph, P.E., PTOE, PTP is an Institute of Transportation Engineers (ITE) Fellow and Life member with more than 44 years of experience in transportation engineering. Having worked for a variety of agencies in Michigan and Virginia, he currently is the director of public works for the City of Grandview, MO, USA. He also has experience with several private firms including Transcore and Goodell-Grivas. He serves as an adjunct instructor at the University of Missouri— Kansas City and has 25 years of classroom instruction experience. He has been recognized as Urban County Engineer of the Year by the County Road Association of Michigan and has authored key American Public Works Association (APWA) publications such as PROJECT DELIVERY – A Guidebook for Public Works Officials. He has a bachelor of science and master of science in civil engineering from Wayne State University and a master of public administration from Western Michigan. He is a Public Works Leadership Fellow (APWA) and an EnvisionTM Sustainability Professional (ENV SP). He currently serves as organizational director–local government for the Transportation Professional Certification Board. Jennifer A. Rosales, P.E., T.E., PTOE Discipline Director Jennifer Rosales is a senior transportation engineer at the City of San Clemente, California, USA. She has more than 20 years of extensive experience in traffic engineering, transportation planning, and public transportation. Jennifer specializes in developing multimodal transportation design solutions that improve traffic flow, transit accessibility, and enhance corridors for all modes including walking, cycling, and transit to enrich quality of life and advance economic prosperity. Jennifer is a registered professional engineer and holds a bachelor of science degree in civil engineering from Oregon State University. She is a Fellow of ITE and has served as ITE Western District International Director, ITE Western District President, Oregon Section President, Student Chapter President at Oregon State University, and past chair of ITE’s Standing Committee on Ethics. John McFadden, Ph.D., P.E., PTOE Discipline Director John McFadden, Ph.D., P.E., PTOE works as a safety and geometric design engineer for the Federal Highway Administration (FHWA) Resource Center Safety and Design Technical Service Team. Primary duties of this position include delivering technical expertise in support of FHWA Division offices and state departments of transportation. Prior to joining FHWA in 2001, he served as an assistant professor in civil and environmental engineering at the University of Alabama, specializing in the interaction of geometric design of highways, traffic operations, and safety. John received his doctorate of philosophy in civil engineering with a minor in statistics from The Pennsylvania State University. He received a bachelor and master of science in civil engineering from Villanova University. John currently serves as discipline director of the Transportation Professional Certification Board. Lloyd Brown Timothy P. Harpst, P.E., PTOE Public Agency Director Organizational Director Lloyd Brown is the director of communications for the American Association of State Highway and Transportation Officials (AASHTO). He is responsible for all facets of agency communications including strategic messaging, crisis communication, agency branding, and website administration. Before joining AASHTO in August 2010, Lloyd served as the Washington State Department of Transportation (WSDOT) communication director, overseeing the administration of WSDOT’s public information and involvement activities throughout Washington. Under Lloyd’s leadership, WSDOT was recognized as a national leader in the development and implementation of social media tools, redefining the agency’s relationship with the public. In 2005, Lloyd was among a handful of communications experts who responded to a federal government request to assist with post-Hurricane Katrina Recovery, spending two weeks supporting FEMA external affairs at the joint regional headquarters in Baton Rouge, Louisiana. He currently serves as public agency director of the Transportation Professional Certification Board. He earned a bachelor of arts in communications from Washington State University and a master of arts in communications and leadership from Gonzaga University in Spokane, WA. Timothy P. Harpst, P.E., PTOE is a Senior Traffic Engineer for Horrocks Engineers in Salt Lake City, UT, USA. He was the transportation director for Salt Lake City from 1987 to 2012, having worked for the City for 33 years. Prior to that he worked at the Pennsylvania Department of Transportation. He has a master of science in civil engineering from Virginia Tech and a bachelor of science in civil engineering from Penn State. He currently is serving as a Transportation Certification Board organizational director following his term as chair. Tim has served in nearly every leadership role within the Institute of Transportation Engineers leading up to being its International President in 2005. He also serves as an instructor for the Northwestern University Center for Public Safety. Earl E. Newman, P.E., PTOE, PTP, PWLF Discipline Director Earl E. Newman, P.E., PTOE, PTP, PWLF is the owner and principal of Earl Newman Associates providing Transportation Engineering, Planning, and Expert Witness Services. As the assistant director of public works/traffic engineering for the City of Springfield, MO, USA from 1998 to 2010, he assisted the director of public works and served as head of the traffic engineering division. From 1974 to 1992, he served as Springfield’s city traffic engineer. Earl was responsible for the planning, design, installation, regulation, operation and maintenance of traffic control devices. His private sector experience includes traffic engineering and transportation planning for the consulting firms HNTB, Wilbur Smith & Associates, George Butler Associates, and CJW, LLC. Earl obtained his bachelor of science in civil engineering from the University of Missouri at Columbia and a master’s degree in civil engineering from Pennsylvania State University. From 2011 to present, he teaches transportation engineering as an adjunct professor for Missouri Science and Technology. He is a Past International President of the Institute of Transportation Engineers. Earl currently serves as discipline director of the Transportation Professional Certification Board. Jeffrey F. Paniati, P.E. Executive Director and CEO Jeffrey (Jeff) F. Paniati, P.E. is the executive director and CEO of the Transportation Professional Certification Board Inc. and the Institute of Transportation Engineers (ITE). Prior to joining ITE in October 2015, Jeff had a 32-year career with the Federal Highway Administration, including serving as executive director from 2008–2015. As executive director he was responsible for the day-to-day operations of the agency, overseeing 2,900 transportation professionals and a $400 million operating budget. He assisted the FHWA Administrator on establishing programs, policies, and priorities for the $40 billion annual federal-aid highway program. Under Jeff ’s leadership, FHWA was recognized as a Best Place to Work by the Partnership for Public Service. Previously, Jeff held senior leadership positions with FHWA in the areas of system management and operations, intelligent transportation systems, and highway safety. Jeff has received numerous honor awards, including the prestigious Presidential Rank Award of Distinguished Executive. He has been inducted into the University of Connecticut Academy of Distinguished Engineers and the ITS America Hall of Fame. He has a bachelor’s degree in civil engineering from the University of Connecticut and a master’s degree in civil engineering from the University of Maryland. Jeff is a Fellow of ITE and a registered professional engineer.
