Superintendent’s Message
The 1940 US Census data documented that
approximately 240,000 people lived in the Sacramento
region 74 years ago (US Census, 2012). Today,
Sacramento County’s kindergarten through grade 12
student population of 240,216 is just slightly more than
the entire regional population in 1940.
The school population in Sacramento County has
continued to exemplify richness in diversity since
Time magazine declared Sacramento as “America’s
most integrated city” in 2002. The 2013 update from
the US Census Bureau’s American Community Survey
documented that a language other than English is spoken
by 31.6% of Sacramento County’s residents aged five
years and older. The families in our community who speak
a language other than English at home send over 76,000
students to our schools.
This report features information on various topics regarding
the 18% of all students attending Sacramento County schools
who are in the process of learning English as a new language.
Although more than half of the English learners speak Spanish
as their first language, this population as a whole is linguistically
diverse, with the 42,456 students coming from over 55 language
groups.
This document summarizes information certified by districts
during the 2013-14 school year. It is organized into two sections.
First, information about English learners at the county-wide level is
presented. Subsequently, profiles for each of the thirteen districts
within Sacramento County can be found. The data were compiled from
information submitted by local districts to the California Department of
Education (CDE) on Census Day via the California Longitudinal Pupil
Achievement Data System (CALPADS) Fall 1 report and the results
from the California English Language Development Test (CELDT)
administered in the fall of 2013.
We are pleased to publish this report again this year. It continues to
serve as a resource for educators and other interested members of
the community. It is important to be aware of the composition of our
student population as we work together to close the achievement gap,
and ensure that our English learners achieve academic success and
become proficient in the English language.

English learners (EL), also known as limited-Englishproficient (LEP) pupils, are students for whom a
primary language other than English is reported
on the Home Language Survey and assessed
to determine that they lack the clearly defined
English language skills of listening comprehension,
speaking, reading, and writing necessary to succeed
in the school’s regular instructional programs.

each of Sacramento County’s largest six
language groups. The remaining 17.52%
of the English learner population speak
more than 50 other languages and have
fewer than 985 students in each group.

have more than 2,000 ELs.
• The three largest EL enrolling school
districts have 10,479, 10,222 and 8,693
ELs respectively.

students redesignated from English learner to fluent-English-proficient
(FEP) status since the last census.

Numbers and Percentages
The percentage is calculated by dividing the number of redesignated
students by the prior year’s EL count then multiplying by 100.
On the 2013-2014 Language Census, 5,227 students were redesignated
in Sacramento County according to the locally-adopted multiple
criteria, standards, and procedures that demonstrate that the students
have an English-language proficiency comparable to that of average
native English speakers. The State Board of Education set statewide
performance criteria for the California Standards Tests (CST) and the
California English Language Development Test (CELDT) to be used for
making redesignation decisions.

Arcohe Union Elementary School District
2013-14 Demographic Profile: English Learners
In the 2013-14 school year, the Arcohe Union Elementary School District enrolled 390 students.
• 64 students (16.4%) were fluent-English-proficient.
Over one-third of the district’s students (35.6%) come
from a home where a language other than or in addition
to English is spoken at home.
Although the number of English learners in the district
has not varied much over the past eight years, there has
been a slight increase of this population since 2012. The
district now enrolls more English learners than in any
previous year.
• 251 were identified as English-only students.
• 75 students (19.2%) were identified as English
learners.

In the 2013-14 school year, the Center Joint Unified
School District enrolled 4,637students.
• 664 students (14.3%) were fluent-English-proficient.
Over one quarter of the district’s students (27.3%) come
from a home where a language other than or in addition
to English is spoken at home.
The English learner population decreased slightly last
year. Over the past decade, there have been fluctuations
in the number of English learners enrolled in the district.

District enrolled 62,499 students.

11,289 students (18.1%) were fluent-Englishproficient.

from more than 53 language groups. The most commonly spoken
languages are Spanish (43.8%), Hmong (12.2%), and Vietnamese
(10.6%), each spoken by over 1,000 students. Other language

District enrolled 49,035 students.

English is spoken at home.

39,305 were identified as English-only students.
The number of English learners in the district has nearly
doubled since the mid-1990’s, and varied slightly each
year since 2003, showing increases over the past four
years.

In the 2013-14 school year, the Twin Rivers Unified
School District enrolled 31,122 students.
The Twin Rivers Unified School District was established
in July of 2008. It represents the unification of four
former school districts: Del Paso Heights Elementary,
Rio Linda Union Elementary, North Sacramento
Elementary, and Grant Joint Union High.
Over 13,100 of the district’s students (42.3%) come from
a home where a language other than or in addition to
English is spoken at home.
• 8,693 students (27.9%) were identified as English
learners.
• 4,480 students (14.4%) were fluent-English-proficient.
• 17,949 were identified as English-only students.
The Twin Rivers Unified School District is the third
largest EL enrolling district in Sacramento County. The
number of ELs decreased in 2012 and has increased
slightly since 2013.
