Sacramento County 2013-2014 Demographic Summary: English Learners Superintendent’s Message The 1940 US Census data documented that approximately 240,000 people lived in the Sacramento region 74 years ago (US Census, 2012). Today, Sacramento County’s kindergarten through grade 12 student population of 240,216 is just slightly more than the entire regional population in 1940. The school population in Sacramento County has continued to exemplify richness in diversity since Time magazine declared Sacramento as “America’s most integrated city” in 2002. The 2013 update from the US Census Bureau’s American Community Survey documented that a language other than English is spoken by 31.6% of Sacramento County’s residents aged five years and older. The families in our community who speak a language other than English at home send over 76,000 students to our schools. This report features information on various topics regarding the 18% of all students attending Sacramento County schools who are in the process of learning English as a new language. Although more than half of the English learners speak Spanish as their first language, this population as a whole is linguistically diverse, with the 42,456 students coming from over 55 language groups. This document summarizes information certified by districts during the 2013-14 school year. It is organized into two sections. First, information about English learners at the county-wide level is presented. Subsequently, profiles for each of the thirteen districts within Sacramento County can be found. The data were compiled from information submitted by local districts to the California Department of Education (CDE) on Census Day via the California Longitudinal Pupil Achievement Data System (CALPADS) Fall 1 report and the results from the California English Language Development Test (CELDT) administered in the fall of 2013. We are pleased to publish this report again this year. It continues to serve as a resource for educators and other interested members of the community. It is important to be aware of the composition of our student population as we work together to close the achievement gap, and ensure that our English learners achieve academic success and become proficient in the English language. 2013-14 Sacramento County Summary: English Learners English Learners in California......................................................................................4 Table of Contents English Learners in Sacramento County ....................................................................5 Languages Spoken by English Learners in Sacramento County ...............................6 Language Proficiency: Categories of Students in Sacramento County.......................7 California Counties: English Learners by County........................................................8 Sacramento County: English Learners by Grade Level .............................................9 Sacramento County: Six-Year Overview...................................................................10 Sacramento County: Numbers and Percentages of Students Redesignated...................................................................................11 2013-14 District Demographic Profiles: English Learners Arcohe Union Elementary School District..................................................................12 Center Joint Unified School District...........................................................................14 Elk Grove Unified School District...............................................................................16 Elverta Joint Elementary School District....................................................................18 Folsom Cordova Unified School District....................................................................20 Galt Joint Union Elementary School District..............................................................22 Galt Joint Union High School District.........................................................................24 Natomas Unified School District................................................................................26 River Delta Unified School District.............................................................................28 Robla Elementary School District..............................................................................30 Sacramento City Unified School District....................................................................32 San Juan Unified School District...............................................................................34 Twin Rivers Unified School District............................................................................36 English Learners English learners (EL), also known as limited-Englishproficient (LEP) pupils, are students for whom a primary language other than English is reported on the Home Language Survey and assessed to determine that they lack the clearly defined English language skills of listening comprehension, speaking, reading, and writing necessary to succeed in the school’s regular instructional programs. in Statewide Number of English Learners 1,591,525 1,570,424 1,600,000 1,568,738 1,553,091 1,513,233 1,475,988 1,441,387 1,387,665 1,400,000 1,346,333 1,413,549 1,200,000 1,000,000 800,000 600,000 400,000 200,000 0 2005 2006 2007 2008 2009 2010 2011 2012 2013 Year of Language Census >> English learners constitute a significant portion of public school students. 4 Demographic Summary 2014 Data presented in this document were reported by districts to the California Department of Education.
