Writer Tom Tate gets the latest on BARC’s
broadband project from CEO Mike Keyser.

I
n late August, BARC announced it was
moving forward with its groundbreaking
fiber-to-the-home project, which brings
ultra-high-speed fiber-based internet
directly to the customer’s doorstep. Tom
Tate recently sat down with Mike Keyser,
BARC’s CEO, to find out more about the
project and learn about the next steps.
Q: Back in August 2015, BARC announced
it had reached its goal of 1,550 pre-registrations
on barc.crowdfiber.com (BARC now has
1,668 as of this writing). So what took you
so long to make the announcement you’re
moving forward to construction?
A: Believe it or not, it was all financing
related. We had several starts and stops with
various lenders. At times it was discouraging,
but we just kept grinding. It was a long
but necessary journey for all of us. Our
business plan is much stronger than it was
a year ago. And we have a very supportive
partner in the lender we are using.

The project’s success or

Q: BARC is building the project in phases,
with Phase 1 encompassing areas of
Rockbridge and the city of Lexington. How
can members learn more about this phase of
the project?
A: The project has a website —
barc.crowdfiber.com — where customers
can read updates and see a rough idea of
the packages we will offer. It also has an
interactive map where customers can see
the eligible area for Phase 1 and even
pre-register for service without any
financial commitment.
Q: What about Phase 2 and beyond?
A: The plan is to build out substation by
substation over the next 7 to 8 years. If all
goes as planned, it will take two more
phases to completely build out the system
with fiber. Obviously, each subsequent
phase is predicated on the success of the
prior phase. As a cooperative, our
customers are our owners, so we’re all in
this together. The project’s success or
failure — including expansion — is
predicated on the support of our members.
In total, approximately $66 million will be
invested in 1,500 miles of fiber, enabling
us to connect more than 13,000 customers
to the network.
Q: Back to Phase 1 — I understand you’re
providing free fiber service drops to the first
1,850 customers who pre-register at
barc.crowdfiber.com. Can you tell me more
about that?
A: Phase 1 encompasses 400 miles of
fiber, providing direct fiber access to more
than 4,100 homes and businesses. We
wouldn’t have a business case if we

connected everybody for free. So for Phase
1, we baked into the business plan as
many free service connections as possible
while still making a business case.
That number is 1,850. To be eligible, a
customer must pre-register for service at
barc.crowdfiber.com and ultimately
become a subscriber when the time comes.
If we don’t have 1,850 confirmed
customers by the time of construction,
those free connections expire. After
construction, everyone will pay a yet-tobe-determined connection fee.
Q: Are non-BARC members eligible
for service?
A: Yes. Because we are doing this
through a subsidiary (BARConnects), we
are able to offer service to non-BARC
customers as well as BARC members. In
fact, because the non-BARC customers live
in the more densely populated areas, it
actually helps us serve more BARC
members. And those revenues from nonBARC customers accrue to the benefit of
BARC member-owners as well.
Q: What services is BARConnects offering?
A: We’re planning to offer triple-play.
That is fiber-based internet, phone and
television. By bundling those services
together, customers should be able to save
a lot of money against what they are
paying now, and get faster internet speeds.
And I may be biased, but I also think they
will get better, more personalized service.

Q: All the services come over the fiber?
A: Yes, that’s correct. We bring the fiber
all the way into the customer’s home. We
provide the modem/router as well. It
should be a completely seamless “worryfree” transition for customers, to borrow a
phrase we use on the electric side.
Q: When do customers select packages?
When will you have pricing?
A: Among other things, over the next
several months, we will be working to find
the very best partners and vendors for the
project. As you can imagine, it will be a
major undertaking to acquire all the
materials, equipment, software and
services needed for us to build and operate
the network. Once we have locked all that
down, we will finalize our packages and
pricing and begin contacting pre-registered
customers to sign them up for service. I
imagine that will happen in the next six
months or so.
Q: Let’s step back for a moment. The
parallel between broadband internet today
and electricity in the 1930s is strikingly
similar. In the 1930s, large, for-profit
investor-owned electric companies cherrypicked the densely populated areas, and
much of rural America was without
electricity. In response, rural Americans
banded together to form not-for-profit
customer-owned cooperatives to provide
electricity. Today, large, for-profit
corporations provide high-speed internet to
the cities and densely populated areas,
causing a “digital divide” between rural and
urban America. It would seem that electric
cooperatives like BARC are perfectly situated
to serve this unmet need.
A: The thing that makes us uniquely
positioned for this is, not only do we have
the bucket trucks, the poles, and the linemen,
but we also have the need ourselves. We
suffer from the same communication woes
as our members, and yet it has become
vital that we have robust communications
with our system devices and meters.
Customer expectations around electric
service are not what they were 15 or 20
years ago. They expect the same level of
reliability as they would get in a city. In
order to provide that, we must modernize,
and that starts with communications.
Q: BARC has been modernizing in many
different ways over the last few years. It seems
like this is just the next logical progression.
A: I would agree with that. It’s amazing
to think about how far we’ve come in the

six years I’ve been at BARC. Replacing our
outdated metering system and installing
our new OMS (outage management
system) are two huge advances. We’re in
the process of replacing our outdated
SCADA system. We own the first and only
community solar project in Virginia. We
have a base of operations in Rockbridge
now. But that is just the beginning. Our
fiber network will open up a world of
possibilities for both BARC and our
customers — and hopefully will lead to
economic development for our service
territory as well.
Q: Well, this has been very educational.
Thank you for taking the time to sit down
with me. Any final words?
A: What makes this project special for
me is that we’re bringing members a
service that they would likely never get if
we don’t take it upon ourselves to provide
it. That is our core mission, plain and
simple. It’s why our forefathers built
BARC’s electric system in the first place. It’s
as close as we will ever come to knowing
what it felt like to electrify a home. I can’t
wait to experience that feeling.

Announcing: ‘Power From The Heart’
For less than a $1/month you can help someone avoid the loss of power at their home.
W
e are pleased to announce a new program called Power From The Heart. It seems fitting to announce this
program in October, which is National Cooperative Month. It is during this month that we celebrate the
benefits and values of cooperatives. Power From The Heart is built upon the foundation of membershelping-members. Please read on and learn about this important new program.
The program relies on members volunteering to have their bills rounded-up. Rounded-up funds are deposited
in a special account and used to help qualified members facing financial hardships. For less than $1/month you
can begin helping fellow members avoid the loss of power at their home.
FUNDING PURPOSE:
KEEPING THE “POWER” ON
The program helps BARC members that
are facing a financial hardship pay their
electric bills. It is meant as a last resort
where no other source of help remains
available, and can only be used in
emergency situations — it is not a fund to
rely upon regularly. We are especially
interested in helping the elderly and those
facing unique and difficult hardships.
Power From The Heart will be administered
by well-established social service
organizations already serving our members.
FUNDING IS “FROM THE HEART”
Funding for the program comes by
voluntary member participation. If you
choose to participate, your monthly bill
will be rounded up to the next whole
dollar. For example, if your actual bill is
$50.40, you would be billed $51. This
additional 60 cents, along with amounts
from other participating members, will be
set aside for the program.
SUMMARY COMMENTS
While 60 cents may seem insignificant,
if all BARC members participated, the
Vampire Loads
T
here are lots of things drawing power
around the average home. While
most are noticeable such as lights
and appliances, some are surreptitious,
draining electricity from the grid
unnoticed by the homeowner. These have
come to be called vampire loads. So, what
are these malicious denizens of electric
consumption? In a word, power adapters
and instant-on appliances. Research
indicates that these can account for 4 to 5
percent of total household energy use.
It seems like every digital device we buy
these days is obliged to arrive with a power
adapter. That makes sense because most
electronic devices run on voltages way
below the household standard of 120.
They seem innocuous enough, just
clinging to the wall at the outlet. Some
don’t even feel warm when their device is
not connected to them. But don’t be

deceived! They are slowly and quietly
sipping electricity.
Then there are appliances, generally of
the entertainment variety, that have
instant-on or always-on settings. Take the
television for one example. It you can hit
the power button and your TV comes on
instantly, it is using the instant-on setting.
Manufacturers heard complaints about
televisions taking so long to get to the
picture that they built in this function. In
essence, your TV is drawing substantial
power even when it looks like it is off.
The other culprit is gaming consoles.
Even when you hit the power button,
many remain on so they can receive
software updates and perform other
functions. When you consider some
consoles can consume as much electricity
as a refrigerator, you really do want them
turned all the way off.
So, how can you tackle these vampires?
A wooden stake through the television is
going to create viewing issues and hanging
garlic wreaths around power adapters is
going to raise a stink, literally. Here are
some options.

• For your TV, browse its menu to turn
off the instant-on feature.
• For consoles and other AV equipment
associated with a TV, purchase a
smart strip. These are power strips
with one active or master outlet. The
device plugged in here receives
power all the time and when the strip
sees that it is turned on, power to the
rest of the outlets is also turned on.
• Simply unplug the adapters when
not in use. This works well for those
out in the open but not so well for
those behind furniture or otherwise
hard to reach. For those, go with the
smart strip.
• Unplug any appliance with an electronic
display that you don’t use regularly.

National Cooperative Month

E
very October, BARC Electric joins
more than 40,000 cooperatives
worldwide to celebrate National
Cooperative Month. These cooperatives
serve more than 120 million people and
make a real difference in their communities
as well as in the lives of their members.
So, besides electric co-ops, what other
types of businesses follow the cooperative
business model? Some notable ones here
in the U.S. include:
Nationwide Insurance,
Ace and True Value Hardware,
REI,
Land O’Lakes,
Cabot Creamery,
Blue Diamond Growers, and
Ocean Spray.
You will find the co-op model in
agriculture, finance, brew pubs (one in
Austin, Texas, anyway), housing, student
and worker services, and so on. These
organizations are organized in a manner
where the members take precedence over
providing financial returns to stockholders,
which makes them much more responsive
to their members.
Let me walk you through some of the
history and statistics of electric
cooperatives here in the United States.
The rural electric co-op movement was
researched at the turn of the 20th century
but made it no further than a study
document. Then, when President Franklin
D. Roosevelt went on vacation to a rural
locale and discovered they had no power,
he determined that his administration
would find a way to remedy that situation.
Having grown up in an area with
electricity, he realized the benefits having
reliable power could bring to the populace.
For one thing, there were the labor-saving
devices of washing machines and stoves
along with electrified farm equipment like
milkers. But more importantly, electricity
meant that rural areas could attract larger
businesses and build their economies
beyond a total reliance on agriculture.
So, the study paper was dusted off and
the Rural Electrification Administration
was set up by executive order in May of
1935. A year later, the Rural Electrification
Act was passed allowing money to be
provided to electric cooperatives for the
purpose of bringing electric service to all
rural Americans. BARC Electric was
founded in 1938 and the rest, as they say,
is history.
Covering approximately 60 percent of
the land mass of the lower 48 states,
electric co-ops are a powerful force in the
electric industry of the United States as the
following facts and figures indicate:
• 18.5 million businesses, homes,
schools, churches, farms, irrigation
systems and other establishments in
2,500 of 3,141 counties in the U.S.;
• More than 12 percent of the
nation’s meters are customers of
rural electric co-ops.
Cooperatives continue to evolve and
grow with the changing needs of their
members. BARC Electric has tackled the
issue of making solar power available to
members who otherwise cannot access it,
is providing as many advanced tools as
possible to help members personalize and
automate their experience with their
cooperative, and is constantly working to
make the electric service experience
worry-free.
If you haven’t read the CEO’s column
yet, I encourage you to do so. Once more,
rural Americans are being faced with an
economic and quality-of-life issue brought
about by the lack of reliable, affordable,
high-speed Internet service. Without
electricity, rural America was not attractive
to big employers. So today, without highspeed internet, these employers cannot
locate in rural areas because of the
importance of data and worldwide access
to modern business operations. History is
on the verge of repeating itself and
cooperatives will be there to fill the gap.

Balance Raw Eggs
on the Equinox

T
his is a myth I encountered while
living in a small town north of Raleigh.
While visiting with some neighbors on
the first day of the spring equinox, we were
asked if we knew you could stand a raw egg on
its end on the first day of each equinox. Having
never heard of this practice, we were immediately
intrigued and asked for a demonstration. Much to our surprise, our neighbor
proceeded to stand a couple of raw eggs on end. I have to admit that seeing eggs in
this position is a touch unsettling.
The theory behind this phenomenon is that Earth’s axis is perpendicular to the
sun during the equinoxes, allowing for this uncanny balancing act. Of course, I
had to research this and it turns out that you should be able to do the balancing act
on any day of the year. While the internet is great for many things, bursting
harmless and quaint myths like this seems callous at times.
Since that first demonstration, I have balanced eggs on a couple of equinoxes
with great success. I have included a picture of two eggs happily upright from one
such effort. Yes, there is a thin towel that gave the eggs a grippy surface, but it is
still fun. I have also failed to have success on any other days. Perhaps it is
subconscious on my part but I like this myth the way it was explained to me. I use
the internet to validate so many other things I think just this once I will ignore
what I learned.
Give it a try and see what you can come up with. Just do it in a location well
away from table and counter edges unless scrambled eggs are on the menu.

CHICKEN CROQUETTES

Sauce
2
⁄3 cup soup
10-oz. can condensed cream of chicken soup, divided
1½ cups finely chopped, canned chicken meat
¾ cup Italian dry bread crumbs, divided
2 Tablespoons minced celery
1 Tablespoon minced onion
¼ teaspoon poultry seasoning
½ cup milk
⁄8 teaspoon poultry seasoning
1
Combine 1⁄3 cup of soup, chicken, ¼ cup bread crumbs, celery, onion and
¼ teaspoon poultry seasoning. Mix well and shape into 4 to 6 croquettes or
patties. Chill for 1 hour. Then, roll in ½ cup bread crumbs. In large skillet,
heat 1 or 2 Tablespoons oil or butter. Brown croquettes. Meanwhile, make
sauce by combining the rest of the soup, milk and 1⁄8 teaspoon poultry
seasoning in a saucepan. Heat over low heat, stirring occasionally. Serve
sauce over croquettes or patties. Makes 4-6 servings.
