Portal objectives
Introduction
If geographical mobility in the EU is presently relatively low, the European
Commission expects that it markedly rises over the 10 to 20 years.
One of the measures proposed by the Commission's New strategy on building New
European Labour Markets by 2005 is a European Mobility Information site
(previously referred as the "Mobility Portal" now referred as "Your Europe Portal")
which will improve information and transparency.

Objective
The portal would network and develop information from Community and national
sources to provide comprehensive and easily accessible information to

citizens on key aspects of jobs, mobility and learning opportunities in Internal

enterprises on business development opportunities and practices in the
Internal Market
The portal should also improve and facilitate the mobility of the EU citizens and
businesses within the European Internal market.

Following use cases analysed by CSC Denmark in their Requirements Analysis, the
present analysis considers that citizens navigate on "Your Europe" portal to find all

After country selection, the selection should remain valid allowing the users to see

General considerations
Linguistic
considerations
The current approach of the IPG recommends having one folder structure per site.
A folder contains sub-folders or all translations of a page. The linguistic versions of
a page are differentiated by a filename suffix (e.g. index_en, index_fr...).
If the WCM tool (Documentum) provides a translation mechanism based on one
folder structure per language, WCM starter kit indicates however that the current
approach developed by the IPG will be maintained (See WCM Starter Kit Logical
Architecture Version 2.1 of 4/3/2004).
The web structure proposed in the study conforms to the IPG recommendations.
Multilingual
index page
As recommended by IPG, each folder will contain a multilingual index page
providing access to any linguistic version of the page available in the folder
(index.html).
Filename
In the detailed structure, linguistic versions of HTML files are referenced by
"Index" as base-name.
If, for any reason, the filename must be modified indicating the page content (ex:
search_en, search_fr), it should however conform to the naming conventions
recommended by the IPG (see Guidelines for structure extension and naming
convention / Naming conventions at page 146).
Printable
version
Each content page should have a printable version correspondent in each
language. The filename of the printable will be composed of the prefix "print_"
followed by the file base-name and the linguistic suffix.
E.g. print_index_en, print_index_nl
Additional files
and folders
The files or folders necessary for navigation mechanisms or page layout are not
included in this document which only describes the elements necessary for
presenting the site contents.
Such additional files should be described by an implementation analysis (not in
the scope of this study).
Document
readability
To improve readability, only multilingual files, English file and, when necessary,
English printable version files are listed. Other language versions should be
provided in function of portal linguistic policy described in the "Linguistic and links
identification guide" that will be realised later in this study.
In the folders column of the tables describing the structure, text indents indicate
the folders dependency.

Guidelines for structure extension and naming convention
Folders creation
If a folder must be added to the structure, the following guidelines will be applied:

Naming
conventions
One new folder must be created for each new page. It will contain one
multilingual index page and all language versions.
Folder name must be written in English
Underscore (_) is used to separate the “base-name” (e.g. index) from the
language suffix (e.g. _fr, _en, _da…).
Hyphen (-) is used to separate words in the “base-name” (e.g. linksaddresses, events-publications).
All folder names must be in lower case to avoid problems of incompatibility
between platforms which are case-sensitive (e.g. UNIX) and those which are
not (e.g. DOS, Windows...). The size of the folder name must not be larger
than 255k.
Filenames for different language versions of the same Web document are assigned
as following:

Filename must be written in English (even for linguistic versions).
Unless there is a specific reason, “base-name” of all files will be “index”.
The 'base-name' for each version is exactly the same, and expressed in
English.
A suffix is added to the 'base-name', preceded by an underscore character '_',
indicating the language of the document.
The 'standard suffix' uses the ISO (see official list of ISO 639) abbreviation for
the language in question (_da, _de, _el, _en, _es, _fi, _fr, _it, _nl, _pt, _sv).
The multilingual index page used as default has to be named without any
language suffix.
All filenames must be in lower case to avoid problems of compatibility
between platforms which are case-sensitive (e.g. UNIX) and those which are
not (e.g. DOS/Windows).
