Snow Removal Plan and Procedure Department: Established: Revised: Review Date: Estates & Facilities 16 November 2011 31 July 2015 31 July 2018 1. Responsibility The Head of Estates and Facilities is responsible for the implementation of this plan and for ensuring that suitable internal and external arrangements are in place to allow site snow clearance activities. 2. Policy The College Estates and Facilities Department will make every effort to ensure that campus roads remain passable for emergency vehicles throughout the snow removal period. This is Priority 1 work. The clearing of pathways and car parks will be undertaken as a secondary task with key areas identified on the snow removal plan. The pedestrian entrances to the three main campus buildings and the student car park are the main areas for the Priority 2 work. During the winter months the regional weather forecasts will be monitored to identify potential snow fall periods. During winter holidays Estates and Facilities staff will be placed on ‘Call-out’ the day before the end of the holiday period to allow for any snow clearance to commence prior to the College re-opening. 3. Snow Removal Plan In the event of significant snowfall during normal College operating periods the Estates and Facilities staff will be moved from all non-essential maintenance work to ensure snow clearance is given priority. If an overnight snowfall creates a situation where roads and paths become icy or snow covered then the duty Security Officer will monitor the effects on the campus. Contact will be made with the Head of Estates and Facilities to provide regular updates. Cont’d... J:estates.policies/snowremplan/31.07.15 Where the ice or snow presents concerns for the safety of site users or site access is likely to be compromised then Estates and Facilities staff will be called to attend site at the earliest opportunity which will require these staff to adjust the starting time of their shift. However, TOIL will be provided to the member of staff undertaking such adjustments. In the event of significant snow fall which Estates and Facilities Staff are unable to remove in a timely manner then the designated external contractor will be called to site to provide assistance. During periods of snowfall the St Cuthberts Avenue entrance adjacent to Blackmoor Court will remain closed. a. The Estates and Facilities Department will follow a detailed process for systematic snow removal: i. ii. iii. iv. When roads become icy, salting will begin; When the depth of snow on the road ways is approximately two inches ploughing will begin; When snow in the car parks is between two and four inches, ploughing will begin. It is not possible to clear parking spaces in the car parks while cars are parked there. Snow storms which happen during a work day are handled by keeping car park entrances and aisles open. The parking for vehicles will be cleared after cars have left the site; Once the priority car park is cleared (see b) efforts will then focus on the main walk ways eg gritting and snow clearance. b. The main campus road from Sacriston Lane to the disabled car parking area at the front of the College; The disabled car park adjacent to the main entrance; The paths from Sacriston Lane and St Cuthberts Avenue into the College as well as between the three main buildings; The student car parking adjacent to the Neville Building; Southern most ring road from the roundabout around the student car park; South student car park working west to east across the car park through the marked zones 1-4; CPU delivery area; The College will close off all other car parks in circumstances of severe weather and seek to concentrate efforts to ensure the clearance of the priority areas (i) to (vi). Cont’d… J:estates.policies/snowremplan/31.07.15 c. General Snow clearance After clearance of the priority areas other key areas around the site will be cleared: i. ii. iii. Access to and from key facilities in the Compound; Fire Exit doors; Other points of access as deemed necessary. 4. Blackmoor Court i. ii. Entrances and footpath will be cleared of snow, salted and gritted Carpark will only be cleared of snow once the main campus priority car park is cleared. 5. External Events Where external events are booked into the College out of normal working hours eg. weekends and there is a risk of the event being cancelled by adverse weather conditions/heavy snowfall. Snow clearance will be carried out to facilitate safe entry and egress to and from the site. Charges for the snow clearance operation may be levied against the original hirer’s fee in full or part if the event is to remain open and cannot be cancelled. 6. Closure of the College in Severe Weather The College will only be closed on the explicit approval of the Principal and Chief Executive. The relevant Health and Safety/Estate Manager should ensure that the Principal and Chief Executive is kept advised of any deteriorating weather situation and its impact on the College site. The College has a separate communication policy to notify staff, students and visitors of the closure of the College. 7.
