Major Customer Connection Detailed Response
You must submit a valid Detailed Response. Where the Applicant has obtained a Detailed
Response, it must attach the Detailed Response to the Application to Connect Form.
Yes
No
The Detailed Response should contain information specified under clause 5.4B of the NER.
The Detailed Response should also include any relevant information pertaining to the
Network Assets of which Ergon Energy will have final ownership i.e. :
 Network Assets which Ergon Energy is to Design, Build and Own; or
SECTION K
 Network Assets which the Customer will Design, Build and Transfer (Gift Ownership to
Ergon Energy).
AEMO Modelling Requirements
For generating installations > 5 MW, information is required for the AEMO assessment of the
modelling of the power system plan for load flow and dynamic assessments of the power
system.
In order for AEMO to commence their technical assessment of a proposed plant’s access
standards and performance standards under Chapter 5 of the NER, information on the
performance modelling is required to be provided to Ergon Energy for submission to the
AEMO as part of your Application to Connect.
Yes
No
The model must represent the physical arrangement of the generating system, its control
systems and its connection to the network. The software models should be sufficiently
accurate to demonstrate the performance of the proposed pant under all expected operating
conditions.
AEMO requires a simulation model package, as outlined the Detailed Enquiry Response.
Attach any additional information, preliminary system planning data and technical data
outlined in the Detailed Response deemed necessary by Ergon Energy to process an
Application to Connect - note that Ergon Energy will advise if further information is required to
assess the technical performance and costs of the connection to enable Ergon Energy to
prepare an offer to connect.
Major Customer Connection - Negotiated Access Standards
For each such technical requirement where the proposed arrangement will not meet the
access standards previously nominated by Ergon Energy in the Detailed Enquiry Response,
the Applicant must submit a proposal for a negotiated access standard for such a
requirement to be determined in accordance with clause 5.3.4A of the NER.

NOTES
Within 5 working days of receiving your Application to Connect, Ergon Energy will send you a written response confirming receipt of
your Application and whether any further information is required to finalise the application.
Please note that failure to provide any additional information requested will result in your application being placed “on hold”, such that
it will not be progressed until sufficient information has been received to form a complete Application to Connect.
Your application will be processed under Rule 5.3A of the NER, you should take some time to understand your responsibilities under
this process. The NER, which is regularly updated, can be found at the Australian Energy Market Commission website http://
www.aemc.gov.au/Energy-Rules/National-electricity-rules/Current-Rules.
MANAGEMENT OF NETWORK CAPACITY
Consistent with the national electricity objective, Ergon Energy has a network management policy in place to manage the connection
of generating systems to its distribution network. This policy aims, in general, to maximise the network capacity available to
proponents and minimise the costs to proponents associated with network augmentation.
Ergon Energy processes enquiries and/or applications to connect in line with the negotiated connection process prescribed in the
NER. Each enquiry and/or application is assessed as a standalone project, having regard to the circumstances existing at the
relevant date (including committed projects but not earlier enquiries and applications).
However, you should note that where Ergon Energy is concurrently processing two or more connection enquiries or connection applications relevant to the same portion of distribution network, the commitment by one proponent to proceed with its project (typically
demonstrated through execution of the relevant connection contracts and consistent progress with the connection establishment
works under those contracts) may result in a material physical, technical or financial impact on the works required for subsequent
proponents to proceed with their projects.
Relevant impacts could include, for example:
· the progression of one project impacting upon the relevant performance standards or other technical requirements with which a
subsequent project may have to comply; and
· in certain circumstances, imposing a requirement for the subsequent proponent to fund an augmentation of the network, which will
be likely to involve increased costs and also delay the expected timeframe for the works.
