An introduction
to the NDTi
The National Development Team for Inclusion is a not-for-profit
organisation which promotes inclusion and equality for people who are
at risk of exclusion from any part of society – and who may need support
to lead a full life. Formed in April 2009 by the integration of the National
Development Team (NDT) and The Older People’s Programme (OPP),
our main work is centred on issues around age, disability and health.
We particularly aim to:
• Shape and influence policy and public debate
• Ensure that the voices of excluded people are central to our work
• Support services to work differently so that they promote
inclusive lives
• Support communities to be welcoming and inclusive
We have nationally recognised expertise in learning disability, older
people and mental health. However, an important focus of our work is to
help people to get beyond traditional client group based thinking and to
promote community and citizen based ways forward.

Principal programmes of work
There are five major NDTi work programmes:
Community inclusion
Supporting communities to be more inclusive and
service organisations to adopt outward looking
strategies and practice.
Personalisation and person centred
approaches
Placing the individual, with their family, friends and
networks, at the centre of decision making – with the
aim of people having choice and control over how they
live and the support they have to do this.
Jobs and paid work
Examples of programmes in action:
• The Social Inclusion Planner – providing a menu of over
100 strategies to promote inclusion
• A framework for reviewing how Local Authorities and
Strategic Partnerships are promoting community inclusion
through their policy and commissioning
• An audit tool to assess the impact of investment in
person centred approaches
• Strategies to develop independent living
• Workshops to develop plans in response to the PSA16
Indicator in England
• Reviews of investment in promoting employment
opportunities for people with disabilities and mental health
problems
Real work being a valued option for all citizens.
Housing and home
Ensuring people have choice and control over where
they live, and seeing an end to institutional service
design.
Transitions and life chances
Strategies for maximising people’s life chances at
times of major life changes/events, or when people
move between services on the basis of their age (e.g.
child to adulthood to older age).
• Making the move from residential care to supported
housing in order to promote community inclusion
• Developing a wide and creative range of housing options
and opportunities for people at all ages and stages of life
– particularly as an alternative to institutional housing and
support
• Delivering on the Transition Support Programme for
disabled young people
• Undertaking the national evaluation of the Pre-Retirement
Health Initiative focusing on strategies for improving
healthier lifestyle choices for people in mid life

Working with us
The NDTi exists to help make change happen –
change that leads to people having better lives.
Most of this is done through contracts or grants
from organisations – varying from central and
regional government, through local authorities and
the NHS to the voluntary and independent sector.
We work in five main ways:
Policy development and advice
• Developing good practice guidance on personalisation
for Government – in both the older people and mental
health fields
• Demonstration projects on topics such as institutional reprovision and housing re-design to inform national policy
development
• Developing a toolkit to help local authorities and the NHS
work together to end age discrimination in health and
social care
Supporting organisations to develop, understand and
implement policy.
Development consultancy
Our current work includes:
Working with organisations to help them understand
complex situations, then plan and implement change.
• Whole system change strategies to deliver on the
learning disability agenda
• Delivering change in mental health day services, in
particular to support people into paid work
• The introduction and development of person centred
approaches within older people’s services
• A range of training programmes to implement person
centred approaches and brokerage
Training and development
Training staff and managers in leading edge practice and
supporting and mentoring leaders to achieve change.
Research and evaluation
Undertaking structured evaluations to provide an
evidence base on how and why different approaches
are or are not working.
Events
Conferences, workshops, seminars and learning sets to
share and promote knowledge about best practice.
• Social inclusion training to change staff and team
practices
• The Next Generation Leadership programme for aspiring
senior managers
• Working with the Department for Children, Schools and
Families to evaluate the Short Break Pathfinder Initiative
• Evaluation of local POPP pilots (Partnership for Older
People Projects)
• Using the Inclusion Web to assess whether service
change results in people leading more inclusive lives
• Major conferences on subjects like community inclusion,
brokerage and paid work
• Regional workshops to help deliver key policies such as
personalisation and independent living
• Local creative learning sets to support local managers
understand and implement new policies
We see our work with organisations as a partnership, where
we work together to achieve clear outcomes. Projects can
range from one-off assignments over a few days, to long-term relationships lasting several years.
