Apologies were received from Bob Noakes, Donald Burton, David O'Farrell and Andy Stevenson. Keith Field and Peter Clay were welcomed to the meeting. David O'Farrell has reduced his working hours and will find attendance at meetings more difficult in the future. NOTE 16/24 A) Accuracy Minutes of the SMDs meeting held on 2nd March 2016. Minutes of the 2nd March 2016 were accepted as correct subject to:16/08 - Second paragraph final sentence delete "an" and replace with "a presentation". 16/21 - Second sentence delete "MADS" and replace with "MARS". B) Matters Arising from Previous Minutes 16/07 - The Chairman will talk further with John McRobert about the simplified assessment of Scopes Project. 16/15 - Action is awaited from the BBA 16/25 Chairman NOTE 16/16 - The Secretary has yet to compile the list of ADEPT representatives on British Standards and Associated Committees Secretary 16/20 - The Secretary will write to Donald Barton for details of Highways England (HE) research projects and revisions to HE documents. Secretary SMDS Meetings Parvis Khansari has agreed to write to Directors in ADEPT about membership of SMDS and Regional Groups. Parvis Khansari The Chairman agreed to contact Alan Fergerson regarding Scottish representation on SMDS. Chairman John McRobert announced his resignation from SMDS. John was thanked for his support and contributions to the Group over many years. John hopes a replacement Northern Ireland representative will attend in future. It was also reported a corresponding member from Wales is being sought. Chairman Chairman It was agreed a letter should go to ADEPT Directors to encourage membership of the Regional Soils and Materials Engineer Groups. NOTE The Chairman explained ADEPT new Corporate Membership. Discussion ensued about corporate members attending SMDS and other similar groups. It was agreed any such corporate attendees would be expected to make informed contributions to such groups. Chairman The Chairman agreed to write to Hampshire County Council about Colin Morris's replacement. NOTE Discussions also included consideration of improved liaison with such organisations as CIHT, TAG various contractors associations and the like. 16/26 ADEPT Annual Workshop The Workshop Event will be held on 5th July 2016. Themes considered for this workshop were:1) The Midland Highway Alliance. 2) Innovation 3) RSTA Treatment Workshop 4) Road Note 39 update 5) Water and Highways 6) Skid resistance policies Attendance was expected to be about twenty. 16/27 16/28 ADEPT/MPA Joint Meeting The Secretary agreed to contact Malcolm Simms to establish if there are particular topic MPA members would like to discuss. Secretary The next meeting is at 14:00 on 5th October 2016 at the MPA's offices, Victoria, London. NOTE Research Projects The UK Roads Liaison Group (UKRLG) is now organizing research rather than ADEPT. This group is considering a proposal for a Highway Deterioration Model. The Chairman agreed to e-mail information about a footway research project to the Secretary. NOTE Chairman / Secretary 16/29 ADEPT/RSTA Joint Meeting A joint meeting with the RSTA had taken place earlier in the day. Topics discussed included: Sonny Singh is now RSTA Chairman with Dave Stannard as Vice Chairman. NOTE The acceptance of corporate members by ADEPT. Secretary The need for new members of ADEPT Groups. Presentations were given on Ironwork Installation and Asphalt Preservation. A Code of Practice on Grouted Macadam is being produced. The Signing of Surface Dressing Sites Code has been rewritten. SMDS will discuss the RSTA Codes of Practice at their next meeting. 16/30 Secretary UK PLG John Booth reported UKPLG is concerned about the delays in republishing revised HE documents. Series 800 is being rewritten to align with the revised HD25 with the emphasis on end product requirements. The need for guidance to ADEPT members on the use of light weight deflectometers was supported. NOTE Donna James is leaving HE and will be replaced, at least temporarily by Arash Khojinian. It was also reported: HD38 should now be available. HD37 is some way from publication HD51 should be published in 2016 Roller compacted concrete is to be included in 1000 Series The use of Mastic Asphalt is undergoing a resurgence UKPLG next meets on 29th September 2016 16/31 ADEPT Engineering Committee The DfT is seeking a robust methodology to quantify the backlog of highway maintenance. NOTE A fund of £185 million has been made available to flood affected NOTE authorities. Consideration is being given to adding footway and cycleway lengths to the highway length formula. NOTE Version 3 of Well Maintained Highways is nearly ready. NOTE Cumbrian CC is using a video method of deterioration modeling. The Chairman agreed to ask Andy Stevenson about the views of the Pavement Assessment Group members on deterioration modeling. Chairman The HE Area 7 has moved to the revised network management approach of client delivery with more direct management of works. Mark Stevens of Suffolk gave a presentation on their defects matrix process. The Chairman agreed to send the Engineering Board's and SMDS's terms of reference for the Secretary. 16/32 ADEPT Highway Sustainable Group No meetings have taken place recently. 16/33 Chairman NOTE High PSV Tack Group This is on hold pending further work by the HE and MPA on PV and Friction After Polishing. 16/34 Friction after Polishing See 16/33 above. 16/35 BBA / HAPAS High Friction Surfacing - The BBA website reports typical service lines for HFS of 8 to 12 years. PTS is seeking conduct accreditation some techniques currently conducted by BBA. 16/36 Members were advised to check the dates of BBA certification as they are revised every 5 years, without the revision being advertised. This could result in contractual issues. Feedback from ADEPT Representatives on:- NOTE B 510/1 - Asphalt Products BS 594987 and PD 6691 are being reviewed to accommodate elements of Sector Scheme 14, which is now defunct. Additionally some amendments are required to the documents. BS7533 – Pavements constructed with clay, natural stone or concrete pavers. The Draft of BS7533-102 Installations is complete and awaits completion of BS7533-101 Design. Part 101 is taking longer than expected to be signed off by committee members . The two documents should then be published concurrently. NOTE B510/2 – Surface treatments. PD6689 Surface Treatments is being revised. BS1707 – Surface Dressing Sprayers is being re-formatted as the Depot Tray Test. B510/1a and B434 – Part 2 – Catonic Emulsions is being rewritten. The Secretary is compiling a list of ADEPT members services on BSi Committees. 16/37 Secretary Geotechnical Asset Group Forum The last meeting was at BGS, Kegworth. The meeting included a presentation of a paper on the identification of third parties that can affect geotechnical infrastructure. NOTE NOTE The PRIME ground sensing programme was demonstrated, including a site visit to illustrate its potential. 16/38 Sam Wells of Lincolnshire County Council is attending the Group as the Northern representative. Newsletter The following articles were suggested:Local Highway Authority use of the Light Weight Deflectometer - Steve Betteridge. Updated ADEPT/RSTA Codes of Practice - Stephen Child and RSTA. BS7533 – Pavements Constructed with Clay, Natural Stone or concrete Pavers and Sector Scheme 13 - Things that go wrong. - Ian Walsh. DfT/HE contribution - Donald Barton / Arash Khojinian. Road Note 39 - Steve Betteridge. In addition it was suggested articles on the following topics would be beneficial: Skid Resistance. Guidance on the use of Geosynthetics. The value of good site and "as built" records. Guidance on the use of the Deflectograph and Light Weight Deflecometer for pavement evaluation. 16/39 HMEP The HMEP Specification and Standard Contract documents are being updated. Hampshire CC is working on these. The Chairman agreed to write to Hampshire to establish the details of this update. 16/40 Chairman Highways Agency Issues / updates / IAN's In the absence of Donald Barton topics under the this item were discussed under other agenda items, where possible. The Secretary will write to Donald requesting details of revisions to HA documents and information about any HA research projects. 16/41 Information Exchange Pavement evaluation by use of deflectograph and falling weight deflectometer was raised. It was agreed Andy Stevenson would be asked to provide guidance on the Local Highway Authority pavement evaluations. 16/42 Secretary Chairman It was suggested the Methylene Blue Test should be able to identify the presence of weak aggregates. NOTE It was agreed production of the SMDS paper on Network Resilience be held until the revised Well Maintained Highways Guidance is published when the contents of the paper will be reviewed. NOTE With the retirement of a number of key individuals from TRL it was agreed our next meeting would review membership of SMDS, including further consideration of corporate members and any individuals proposed for membership. SMDS Members were asked if clients were conducting quality control on works. The pattern was reported to be variable with few exercising this discipline. NOTE A.O.B Members were asked to check their libraries files and other reporting documents to identify those County Surveyors Society and ADEPT documents they have.
