Scope
The API Monogram Program is a voluntary licensing program designed to facilitate the consistent
manufacturing of product that conforms to API standards. In order to assure that only qualified and
competent organizations possess the API monogram license, licensees provide a statement of their
capabilities both during the application process and whenever changes to those capabilities occur. The
program requires that manufacturers maintain these capabilities, including the resources, processes and
technology, to manufacture products that fall within the scope of licensing. These capabilities are verified
during on the site audits.
The program gives licensed manufacturers the opportunity to mark conforming product with the API
Monogram so that it is easily recognizable and identifiable in the field. The licensee must implement,
maintain, and continually improve their quality management system to meet the oil and gas industry’s
quality management system specification, API Spec Q1. The API Monogram Licenses are issued only
after an on-site audit has verified that the facility meets program requirements. Licensees are required to
maintain continued management system conformity to API Spec Q1 as well as the product standard and
program requirements. In order for a license to remain active, the licensee must go through a renewal
audit after each 3 year period. All licensees, licensing information and licensing statuses are identified on
the API Composite list, an on-line directory. The program requirements and obligations, including the use
of the mark, reporting on nonconforming equipment, QMS conformity with API Spec Q1, and product
conformity with the product specification, are enforced through a legally binding agreement between API
and the Licensee.
The scope of this technical report is to provide the definition of a “manufacturer” as applicable to the API
Monogram program. This is accomplished by establishing categories of licensees. The categories are
based on the activities needed to produce the product within the scope of their applicable API Licenses.
In the development of the categories, considerations were given to the various processes needed for
production, the types and criticality of the products produced, and the technical requirements contained in
the applicable API product standards.
In order to more clearly define the eligibility requirements for receiving monogram licensing, this technical
report identifies the key manufacturing and/or production activities that are to be performed by licensees
at the licensed addresses (on-site) or at facilities related to the licensed organizations (off-site). These
minimum activities shall not be outsourced.
In the determination of the minimum activities that must be performed by the licensed organization,
consideration was given to the extent of the controls needed by the licensed organization to assure that
monogrammed products identified in the API Licensing Information Forms were produced in accordance
with the API Monogram license agreement, under a quality management system conforming to API
Specification Q1 and in full conformance to the applicable API Product standards.
Annex A provides a matrix for easier navigation through this Technical Report. The annex identifies the
API Product specification, the monogrammable equipment contained within each specification, the
corresponding activities table, and the page location of each table.

3.1 Terms and Definitions
For the purposes of this technical report, the following definitions apply:

AMA
Contractual arrangement between an API Licensee and a Marking Party to allow the API Monogram to be
applied by a party other than the original API Licensee, or at a facility not identified on the original API
License.
NOTE The marking party obtains an API Monogram Alternative Marking Agreement prior to marking any product
with the API Monogram.

Categories of Licensees
4.1 General
This Technical Report establishes categories of API Monogram licensees based on the products
produced and the production activities required. Organizations that perform multiple types of activities
such as machining and assembly of components may be assigned multiple categories.
Licensees under each of the following Categories shall have equipment and personnel and shall perform
the required processes needed to produce the products under the scope of the license and the category
of the licensee.
4.2 Mill/Processor
A Mill/Processor is an organization that transforms material into finished product through cold or hot
forming, extruding, seam welding, blending, molding, heat treating, upsetting, casting, forging, etc.
4.3 Assembler
An assembler is an organization that assembles components into finished products through welding,
brazing, soldering, bolting, joining, braiding, weaving, etc.
NOTE: This does not include disassembly and reassembly of purchased assembled products.
4.4 Test Agency

A test agency is a third party organization that verifies the capabilities of finished products to meet
specified requirements of API 6AV1 and/or API 14A.
4.5 Machiner
A machiner is an organization that changes the physical dimensions of material and/or product through
mechanical processing (cutting, grinding, honing, drilling, milling, turning, threading, etc.)
5 Categories of Organizations Ineligible for Licensing
5.1 General
The following categories of organizations do not manufacture or produce products and/or components
that are within the scope of the API Monogram Program and therefore are not eligible to receive a
monogram license:
5.2 Distributor
A distributor is an organization that buys and sells finished products and materials.
5.3 Designer
A designer is an organization that performs engineering design activities.
5.4 Remanufacturer/Repairer
A remanufacturer and/or repairer is an organization that repairs and/or remanufactures an existing used,
worn, or damaged product through machining, welding, replacement of parts, other than bodies, to return
the product to its original capability.
5.5 Plating/Coating Provider
A plating/coating provider is an organization that applies surface finishes through chemical processing or
through the application of protective coating(s).

Minimum Activities
6.1 General
The following tables identify the categories of the licensees and the minimum activities that shall be
performed by an organization in order to obtain and/or maintain an API license. The monogrammable
products contained in each API product specification listed below are identified as either assembled
equipment or components.
The tables are first divided by product standard, types of products contained (assembly or component),
the categories of licensees, and the minimum activities to be performed by the licensees.
