Section 1: Overview
I)
Introduction
This resource was compiled to assist prospective adult English as an Additional Language (EAL) instructors in
Manitoba with their job search. Information contained within is current as of June 2011.
Please note that the terms ‘teacher’ and ‘instructor’ are used interchangeably throughout this document as
are ‘student’ and ‘learner’.
Prospective teachers are encouraged to apply directly to the programs listed on the following pages for
positions.
In addition, teachers can email resumes to the Adult Language Training Branch (ALT), [email protected].
Resumes are kept for a year and are used to identify appropriate contractors for special initiatives, such as,
resource development, pilot or demonstration projects. The resumes are also shared with programs upon
request. Prospective teachers can be placed on an email distribution list to receive related job postings
circulated throughout the Manitoba immigrant serving agencies.
Volunteer Adult EAL opportunities are also listed in this resource. TESL students or teachers exploring a career
change often volunteer in the field to gain experience.
Professional development and networking opportunities are available through:
A) Teachers of English as an Additional Language, Manitoba (TEAL MB); and
B) Teaching English as an Additional Language to Adults in Manitoba (TEAM).
Private and fee payer programs are listed at the end of the resource. Information about their hiring practises
must be obtained directly from them as they are not part of the Manitoba Adult EAL System coordinated
through Labour and Immigration.
II)
Adult EAL in Manitoba
Adult EAL is an area of educational expertise. Generally, Manitoba Adult EAL programs are looking for adult
educators who have a combination of training and experience in teaching Adult EAL. Information about the
Adult EAL system in Manitoba can be found on the Immigration Division’s website at
www.immigratemanitoba.com in the Learn English section.
The Canada Manitoba Immigration Agreement between Citizenship and Immigration Canada and Manitoba
Labour and Immigration shifted the responsibility to the Province for the development, delivery, funding,
administration, coordination, and support of settlement programming (including Adult EAL). As a result,
Manitoba created the Manitoba Immigrant Integration Program (MIIP) to fund and coordinate all settlement
programming and replace the federally funded Language Instruction for Newcomers to Canada (LINC) program
in Manitoba.
Adult English as an Additional Language (EAL) teaching in Manitoba is coordinated through the Adult Language
Training (ALT) Branch of Manitoba Labour and Immigration. Most ALT Branch staff are field experts, able to
provide professional support and expertise to projects and instructors.

Manitoba Adult EAL program funding requirements state that programs hire instructors who meet the
requirements to obtain TESL Canada certification. For more information, visit the TESL Canada website at
www.tesl.ca.
The Manitoba Adult EAL system includes two distinct areas of adult language training programming (EAL and
EAL Literacy). There is a continuum of Adult EAL programming that offers many options for adult immigrants.
Teaching may be settlement, academic or work focused, and there are classes for beginner to advanced
students. There is a variety of program model types, such as, part-time, full-time, continuous intake, set
terms, self directed, online, volunteer-supported, community-based, school and college-based, and workplacebased. Government-funded programs are open to immigrants to Manitoba and citizens who were born
outside of Canada and are free of charge to the learners.
There are Adult EAL programs throughout Winnipeg, as well as other regions of Manitoba including: Westman
(Brandon and area), Portage la Prairie and area, Norman (Thompson), Parkland (Roblin/Russell and area),
Pembina Valley (Winkler/Morden and area), Southeast (Steinbach and area) and Interlake (Gimli and area).
The curriculum delivered in government-funded Adult EAL programs is developed by teachers using the
Manitoba Adult EAL Curriculum Framework.
In Winnipeg, adult learners who need language training make an appointment with WELARC, the Winnipeg
English Language Assessment and Referral Centre for a Canadian Language Benchmarks assessment.
Following the assessment, the learner and assessor discuss the goals and needs of the learner, and a referral to
an appropriate program is made.
Outside of Winnipeg, students usually register directly with the language training provider (see website for all
providers in Manitoba). There are Language Assessment and Referrals Centers in Brandon, Winkler and
Steinbach.
III)
Adult EAL Teacher Responsibilities
The teacher works with the students to identify specific language learning needs and goals and incorporates
those concerns into curriculum development and lesson planning. The Manitoba Adult EAL Framework
emphasizes the importance of identifying learner needs, task-based teaching, Canadian Language
Benchmarks, and collaborative language portfolio assessment (CLPA) protocols.
Teachers in government-funded programs are expected to provide their learners with feedback on their
progress in learning English. A CLPA approach is used in which evidence of learners’ proficiency is collected
throughout the term and reviewed by the teacher and learner to discuss progress and issue a learner progress
report. The use of a standard report facilitates movement of learners from one program to another.
The Labour and Immigration website under “For EAL Teachers” has resources for teachers, including the
Teachers’ Handbook, the Manitoba Adult EAL Curriculum Framework, Best Practices for Collaborative
Language Portfolio Assessment, plus Module Plans and Rubrics for Reading and Writing.
