Doug Walters, First Church of God, Tallmadge. PLEDGE OF ALLEGIANCE. ROLL CALL: Mr. Donovan, Mrs. Ray, Mr. Rensel, Mr. Sisak, Mr. Stalnaker – present. Also present were Mayor Kline, Dir. of Finance Gilbride, Dir. of Law Raber and Deputy Clerk of Council Conti. Mrs. Kilway, Ms. Tricaso and Mr. Stalnaker were excused. Dir. of Pub. Service Esler was on vacation and Economic Developer Weinberg was excused. MINUTES: 5-26-16 Regular Council meeting minutes. Mrs. Ray moved to approve the 5-26-16 Regular Council meeting minutes. Seconded Mr. Sisak. Voice vote 4-0. The 5-26-16 Regular Council meeting minutes were approved by a vote of 4-0. FINANCIAL REPORTS: 5. 6. June 9, Fire Transfer in the amount of $200,000 to Council on 3-31-16. Bond Retirement Transfer in the amount of $100,000 to Council on 3-31-16. SMR Transfer in the amount of $150,000 to Council on 3-31-16. Appropriation Report, Fund Report, Revenue Report, and Encumber Report for the period ending 5-31-16 to Council on 6-1-16. The Financial Reports submitted by Dir. of Finance Gilbride were accepted by a vote of 4-0. PUBLIC HEARINGS: None. COMMUNITY INPUT: Pres. of Council: We have a guest this evening. Mr. Mike Carter, President of Rotary. If you could state your name and address for the record. Mike Carter, President of the Tallmadge Rotary Club. I am here today to present the final check. The Tallmadge Rotary made a commitment 10 years ago to commit to $30,000 to the Maca Rotary Park and at this time we have completed the 10 years and I am here today to present to you the final check for $3,000 to complete our commitment. Mrs. Ray: Thank you. I was wondering if you were going to get a picture Megan. Mayor: We have quite a few Rotarians here this evening. Mrs. Ray: Oh, I wondered what that was. (the Mayor was showing a picture on the screen). Mayor: If you look up on the screen there, that is Rotary Park. It is hard to really tell by how high the elevation is from space, but that whole circle there and all that equipment was helped to be put in by Tallmadge Rotary back ten years ago. They committed $30,000 to the park and that is actually the location where the old pool was located and when you pan out, you will see the whole park itself. Pretty neat. It was a neat thing from Rotary. Mrs. Ray: It’s a great park. It gets a lot of use too. That’s the great thing about it. I mean, even without the pool, it gets a lot of use. Mayor: So, thank you Mr. Carter and thank you for being the President of Tallmadge Rotary; how many more days? We actually had . . . for Rotary we meet every Thursday morning at 7:15 a.m. for anybody who might want to come. This morning we were in that pavilion right there and it was a little chilly out, but we had our breakfast there at Rotary Park and we do that at least once or maybe twice a year we try to meet out at Rotary Park. So Mike; thanks. Mrs. Ray: Thank you Mike. Pres. of Council: Is there anybody else who would like to address Council this evening? No one responded. ANNOUNCEMENTS: There will be a Board of Control meeting along with an Investment Board meeting following the Council meeting. REPORTS OF SPECIAL COMMITTEES: None. AGENDA ADDITIONS: None. REPORTS OF ADMINISTRATIVE OFFICERS: MAYOR, DIR. OF PUBLIC SERVICE, DIRECTOR OF FINANCE, DIRECTOR OF LAW AND ECONOMIC DEVELOPER Mayor: Thank you Mr. Chairman. I will start off with the North Avenue Project. As you can see, it has been very busy out on North Avenue. We are having some issues with utilities in trying to get the electric company to get out of the way with the telephone poles and so it is starting to slow down the contractor a little bit. The contractor actually threatened to pull off a while until Edison gets out of their way. I think they are just putting us on notice of possible time delays, but it is way too early to tell that. So, we have a meeting on Monday, which is the every other week meeting with all of the contractors and with the utility companies to talk about what to do. I think there is still plenty of work to do for the contractor to be working out there with all of the detention ponds and that, but I think they are moving along pretty well. REGULAR MEETING in Council Chambers @ 7:00 p.m. June 9, 16 Mayor (Cont’d.) Traffic control on the side streets I think is being handled extremely well by the Tallmadge Police Department and so hats off to them. The sign trailers are out and about. They are doing radar on the side streets, so be careful when you drive down there or at least abide by the speed limit. So, all in all, I think that is going along extremely well. The Testa property right next door to us; next Tuesday at 11:00 a.m. is the groundbreaking ceremony for the Phase I building and I think Council was invited to all of that and so you should have a note. You are more than welcome to come to it. It will be a tent setup and there will probably be parking at City Hall parking lot and walking over or trying to walk over. We haven’t worked out those logistics yet, but it is easier to park here and walk over. That is Tuesday at 11:00 a.m. and that was set up by the Testa Company. That same day at 2:00 p.m. Danny Boys at the Circle is having their grand opening even though they have been open for a while. So that is pretty exciting. If you haven’t had a meal there yet; I encourage you to swing by there and welcome Danny Boys to the City of Tallmadge. Today, myself, Megan and Mollie met with the City of Stow and Cuyahoga Falls about a dispatch center and there are preliminary talks at this point to do a joint dispatch center for all three communities as a COG (Council of Governments) and it is still preliminary, but I wanted to at least bring Council up to speed. They are asking for a joint Council meeting between Tallmadge, Cuyahoga Falls and Stow sometime in July. I know Council goes on summer break, but it would be a joint . . . and it has to be in the City of Stow because part of Stow’s Charter specifies that all Stow Council meetings must be held in Stow Council Chambers. Unlike us, we could schedule another meeting somewhere else, but . . . so I will work with them to see about having a joint meeting. If you are around . . . I’m sure there will be multiple meetings. I’m not sure where it is going to be. What benefit would Tallmadge have as a COG? It would be located at a different location than Stow dispatch. So, I just wanted to bring you guys up to speed on that. Maca Pool is going along real well. It was a little chilly the last couple days and I saw the swim team today at the Rotary meeting running laps in the driveway and parking lot so they weren’t doing laps in the pool. They were doing it in the parking lot. The pool is really in good shape and doing well. Outside of that; I think that is the end of the report. Mr. Rensel: Yes, thank you. There are a lot of things going on Mr. Mayor. This business with the joint Council meeting; will there be any forwarded information to us? Are we going there for information only? What is the purpose for putting all the Council members together? Mayor: So everybody is in one room can hear what it is all about because Council has to vote on it; do we really want to do this? Mr. Rensel: Right. Mayor: Financially; is it worthwhile to us; do we have different options; what are the options and instead of me trying to explain it to you; I think they want to pull everybody together into one room; both Cuyahoga Falls City Council, Stow City Council and Tallmadge City Council. Mr. Rensel: OK, so it is really; it is really Stow and the Falls that are pushing this and they have invited Tallmadge because we are part of Stow? Mayor: We are a part of Stow as a contractor but they are asking us to be a partnership into the COG. Mr. Rensel: Regarding other communities; how are we doing with the negotiations on water with the City of Akron? Mayor: Sanitary sewer. We are continuing talks . . . Mr. Rensel: Sanitary sewer; I’m sorry. Mayor: I have a meeting on the 28th of this month, which is in a couple of weeks with the Mayor of Akron and Russ Pry and probably the Mayor of Cuyahoga Falls will be there also and the Mayor of Lakemore. That is all part of the master meter group. We are back and forth. We have some good and some bad and so we are trying to work out all of those details. Mr. Rensel: OK. We are not . . . we are not going to hit the residents with a . . . Mayor: Rate increase? Mr. Rensel: Well, the rate increase we have stated all along will come, but going . . . predating it; going backwards. Mayor: No one is going to get a past retroactive bill saying that you must pay $500 . . . the City of Tallmadge bill; we are paying some of the stuff in arrears going back a ways, but that will be part of the rate increase to the residents going forward. Mr. Rensel: OK. The Planning Director announced that the golf course; Maplecrest, had been sold. Mayor: There is an option on Maplecrest Golf Course. Mr. Rensel: Just an option? Mayor: An option that is strictly an option. We have talked to that developer, but it is . . . it is in Brimfield and even though it is in the JEDD, Brimfield has total control of that and so they are also setting up meetings with Brimfield. Mr. Rensel: If that goes through; do we get any of the JEDD monies from that? Mayor: If it is commercial or industrial; anything but residential; yes. 2 REGULAR MEETING in Council Chambers @ 7:00 p.m. June 9, 16 Mr. Rensel: The reason I ask is that the newspaper report, and it may have been the Beacon Journal, that said that Cuyahoga Falls; their development up there on Graham Road was for Menards and Menards has held off and the Planning Director said that Menards was the party that was interested in Maplecrest. So, we know that they are not going to do both. Mayor: Until anything is signed and inked on paper; just like Menards said they moved from Cuyahoga Falls and they are moving somewhere else; they are shopping and they are looking; there is nothing set in stone. We have no concrete information that Menards will be on Maplecrest Golf Course. They have to go through zoning and it is a lot of . . . it doesn’t meet the zoning at this date and so there are a lot of things that have to make that option work. Mr. Rensel: Absolutely, but my questions was regarding Menards in the Falls versus another option here. It sounds like the old Rubbermaid deal where they had another option on the old West golf course and then they came up to Tallmadge and they took the Tallmadge option. Mayor: Right. Tallmadge has never had any contact with Menards. Mr. Rensel: OK. That’s very helpful. Thank you Mr. Mayor. Thank you sir. Pres. of Council: Are there any further questions? No one responded. Rita; I just told her since it is such a small agenda tonight; I told her she didn’t have to come back into town. Bryan is on vacation and will be back to work on Monday. Dir. of Finance: Thank you. We are wrapping up the audit and every Council person should have received an e-mail with a draft of the financial report and the audit report. Just a reminder that that is confidential until the Auditor of State’s office does release the report, but you do have that for review and so if anybody has any questions, they can feel free to contact me. Everybody did receive their May financial reports. Everything is going really well actually and I am glad to report that our income tax right now is 7% ahead of where we were last year and so everything in Finance is going great right now. Amending Ordinance 63-2015 approving and granting a conditional zoning certificate to owner/applicant Plumbers and Pipefitters Local 219 for use as offices and educational institution for Local Union 219 offices, union hall and apprentice training at 1655 Brittain Road. Amending and supplementing Ordinance 107-2005 approving and granting a conditional zoning certificate to applicant/owner K. Hovnanian Woodridge LLC for development of a 65-unit single-family detached planned residential development east of Dunbar Road and south of Eastwood Avenue. Authorizing the Mayor to enter into a new management agreement with the Ohio History Connection for the Tallmadge Church State Memorial and providing for immediate enactment.
