1. Application Process 1.1 Is it possible for a candidate to apply for a Gaming Hall as an individual and at the same time as a member of a consortium? Each candidate is free to choose between an individual application or an application within a consortium. However, multiple applications by the same candidate will be disregarded. 1.2 Is the age limit of 60 years absolutely binding or there may be exceptions (e.g. 64 years)? The age limits are legally defined, therefore are binding. 1.3 Must a candidate set up a company? It is not required for participation in the call, it is not also required for acquiring a Gaming Hall. 1.4 Can someone apply for a Gaming Hall without being the same person operating the Gaming Hall? The application can be submitted from any natural or legal person and will be reviewed based on the applicant details.However the applicant is obliged before the assessment process to state whether he or another person will be responsible for the Gaming Hall operation, which will also be assessed and certified before contract signature. 2. Selection process 2.1 What are the selection criteria? The applicant as well as the Gaming Hall Operator (in case they are not the same person) must comply with the regulation requirements, e.g., age, Greek resident, secondary education certificate etc. In addition, the Operator must successfully pass the qualitative assessment. 2.2 What will be the selection criteria of one interested candidate over another applying for the same location? In the selection process candidates will be ranked according to the result of the qualitative assessment. Higher-ranked candidates will have priority over lower-ranked candidates. 2.3 Which candidacy will it be preferable - consortium or single applications? The selection process is based on qualitative assessment rather than the type of applicant. Everyone is assessed with the same criteria without having priority due to the type of application. As a principle, yes, Gaming Halls must be standalone “shops” / fully isolated rooms. 3.2 Can an Operator recommend a location for a Gaming Hall? Yes and there is a process to be followed that can be found by visiting the website http://www.playopap.gr 3.3 What is the number of VLT machines to be installed in each Gaming Hall? According to legislation, Gaming Halls will have up to 25 VLT machines installed. 3.4 Can a gaming Hall owner participate in the construction of Gaming Hall if it is not yet complete? In order to ensure the consistent and high quality of all Gaming Halls, the Gaming Halls’ uniform image as approved from HGC and to take advantage of the negotiated preferential prices with the construction companies and material suppliers, the Gaming Hall onwer cannot not alter the design or participate in the construction. 3.5 Is it possible to intervene in the interior decoration of the Gaming Hall? No, the Gaming Hall’s interior design has already approved by the Hellenic Gaming Commission (HGC). 3.6 When can a candidate GH owner suggest a location for a Gaming Hall? The sooner the better, since the candidate will be given a priority in the assessment - having met ofcoursce all other criteria - due to the availability of an already owned or under a long-term lease location at his disposal. 3.7 What are the minimum space requirements, air conditioning, and ventilation of a Gaming Hall? Gaming Hall specification requirements are available on http://www.playopap.gr website. 3.8 In what region can an interested candidate apply? General rule is that anyone can apply anywhere, however, there are given extra points in the assessment for knowledge of the area where the candidate wants to run the Gaming Hall. Local knowledge is also an important factor for the success of operations and customer service, once the Gaming Hall is up-andrunning. 3.9 Is there any already defined distribution per municipality, prefecture, or any other administrative unit? OPAP has already allocated approximate number of Gaming Halls to all prefectures across Greece and to all municipalities within the prefectures of Attica and Thessaloniki. About 15% of the Gaming Halls will be allocated in a later stage of the process. The number of Gaming Halls in each area is estimated below. No, the location has to be agreed by both parties – OPAP and the GH owner. If an agreement is not reached the applicant may refuse to proceed with the investment. 4. Gaming Hall Financials 4.1 What investment is needed? 2 Around 70.000 EUR before VAT (estimated for a large, 150m Gaming Hall). If you are not subject to VAT, it will be considered as an expense and will reduce your income tax base. OPAP will cover the largest part of the total investment, such as the concession license, VLT machines, Central Information System. OPAP will also provide training to all selected Gaming Hall Operators, VLT machines’ on-site maintenance and will also negotiate special prices with the manufacturers and suppliers of materials. 4.2 Is the investment negotiable? No the investment is not negotiable, since the best possible prices are ensured in all its levels, from the Gaming Hall construction till the VLT machines supply. The payement is made in two equal installments, 1st before the construction begins and 2nd with the Gaming Hall handover. 5. Gaming Hall Operations 5.1 Who is responsible for operational issues in the Gaming Hall? OPAP will provide necessary support for or any kind of technical issues related to the VLTs operations. 5.2 Who is going to pay the damages from the use of equipment by customers? The owner will be responsible for proper care and maintenance of all equipment in the Gaming Hall. Any damage caused by customers’ improper use is the Operator’s responsibility. 5.3 Who is going to be responsible for games selection? Will all Gaming Halls have the same games at their disposal? Is it possible for Gaming Hall Operators to select games? OPAP will be monitoring the success of each game within its network and will optimize game selection for each Gaming Hall. OPAP expects from the Gaming Hall Operators to provide feedback for the selected games. 5.4 What happens if I am late with my payments towards OPAP? Gaming Hall Owners with bad debts towards OPAP or towards any other third party will run the risk of cease of their right to operate a Gaming Hall. 5.5 Will Gaming Hall Operators be provided with any training? OPAP will offer Gaming Hall Operators training and continuous support which can help improve the Gaming Hall performance. 5.6 Can a GH owner recruit staff through OAED programs? The Game Hall owners can submit corresponding applications. 5.7 Who pays for the security of a Gaming Hall? The GH owner will be solely responsible for the security of the Gaming Hall and all of its equipment. All Gaming Halls will be equipped with security cameras and alarms. It is at the discretion of the Gaming Hall owner to provide any additional security level. 5.8 Who will be responsible to answer clients’ complaints about malfunctions and handle disputes? The primary contact for customer complaints is the Gaming Hall Operator and his/her mandated employee on site. All complaints and disputes must be logged as per standard operating procedures defined by OPAP and required by law. OPAP will provide all the necessary support to address customer disputes. The player can cash out at any time as long as the player card is not currently in use in a VLT machine. According to the regulation amounts over 800 € are paid in the declared player’s bank account, while for amounts up to 800 € the cash out can be made directly into the Gaming Hall 5.10 Can the players use credit cards as well? Usage of credit cards or debit cards is not allowed by law. Players may use bank notes or available Player’s Card balance. 6. Competition 6.1 What measures are you going to take to protect OPAP Gaming Halls from illegal venues? Gaming Halls Operators may protect themselves against illegal VLT venues by using any means of the law. OPAP is providing state-of-the-art VLT machines and games giving OPAP Gaming Halls a clear competitive advantage. Also OPAP, HGC and Law enforcement agencies, will ensure that no legal VLT venue is used as a front for illegal activity taking place in a venue related with OPAP network. If OPAP discovers illegal behavior, the owner’s right to operate the Gaming Hall will be removed. 7. Contract & Regulation 7.1 What is the duration of the contract? It is equal with the duration of the concession contract between OPAP and the Greek State that is now 10 years. 7.2 What happens if the consortium structure needs to change? Any changes in the consortium structure must be approved in writing by OPAP throughout the whole term of the Gaming Hall contract. Unauthorized changes may result in the suspension of the right to operate a Gaming Hall. 7.3 When is VLTs regulation (min/max bets, daily limits and distances) going to be announced? VLT regulation is issued by the Hellenic Gaming Commission (HGC). Further details will be announced by HGC in due time, though the main points are known and based on them the design is already performed. 7.4 Why do GH owners need to have a tax and social security clearance? It is required by the legislation. 7.5 If a candidate GH owner decides to start a Gaming Hall by himself is it possible to turn the business into consortium later? Unauthorized changes may result in the cease/ suspension of the right to operate a Gaming Hall. 7.6 May the operating hours of Gaming Halls be flexible? Gaming Hall operation hours are already defined by the HGC. 7.7 What are the restrictions in terms of drinks / snacks / refreshments? HGC will determine the restrictions. OPAP expects that it will be possible to provide free and/or sell (soft) drinks, snacks and refreshments through vending machines. Serving of alcohol is subject to regulation. 7.8 Do people working in Gaming Halls require the same level of certification as the Gaming Hall Operator? The Operator is certified together with the Gaming Hall and bears the full responsibility for complying with the law towards the Authorities and towards OPAP irrespective of who was on site during an incident. Other employees do not need to be certified, however, may be subject to a mandatory training by OPAP. The Gaming Hall Operator might be the same person with the owner or different, if approved by OPAP. In this case the Gaming Hall Operator must be certified and go through the assessment process. 7.9 What information is required for Player Card? According to the VLT regulation, the Player Card must include as a minimum name and surname, ID number, address of residence and any restriction selected by the player. TAX ID number will not be required. 7.10Will be possible for OPAP to end the partnership in case of underperformance? OPAP will always strive jointly with the GH Owner to improve the performance of the Gaming Hall. However, OPAP reserves the right to terminate the VLT Partner Contract in case of serious and continuous underperformance of the GH Owner.
