PROGRAM DESCRIPTION RECOGNITION NOMINATION PROCESS Equal Employment Opportunity Award Recognizes an individual or organization that has done the most to advance the principle of Equal Opportunity in the Department for women and minorities. Awardees receive an engraved plaque and/or certificate. Bureaus may submit one nomination when requested by the Department. Bureau personnel and EEO officers must approve nominations. Nominations are reviewed by a committee and the selection is approved by the Assistant Secretary for Management and Chief Financial Officer. Small Business Management Awards Recognizes the Department’s procurement offices and/or program offices which have made outstanding contributions in support of the Department’s Small Business Program. Small Business Advocate of the Year Award Recognizes an employee who has made an outstanding contribution in support of the Department's Small Business Program. Awardees receive an engraved plaque. Law Enforcement Employee of the Year Award Highlights outstanding individual accomplishments and excellence in the field of law enforcement. All employees in law enforcement occupations are eligible. Awardees receive an engraved plaque. Law Enforcement bureaus may submit no more than three nominations when requested by the Department. Nominations are reviewed by a committee and the selection is approved by the Assistant Secretary for Management and Chief Financial Officer. Outstanding Employee with a Disability of the Year Award Recognizes and publicizes the contributions and achievements made by employees with physical or mental disabilities. Awardees receive an engraved plaque. Bureaus may submit one nomination (IRS may submit up to three) each year when requested by the Department. Bureau personnel and EEO officers must approve nominations. PROGRAM DESCRIPTION RECOGNITION NOMINATION PROCESS Miklos L. Lonkay Award Recognizes GS-14 or 15 attorneys who are: committed to excellence in legal scholarship, analysis, and writing ability; skillful in the reconciliation of viewpoints and creation of workable solutions; able to inspire confidence; and are of the highest caliber of integrity. Awardees receive an engraved plaque, a certificate, and a lump sum cash payment. Nominations, signed by the bureau Chief Counsel, will be reviewed by a committee headed by the Deputy General Counsel. Selection approved by the General Counsel. Albert Gallatin Award Conferred upon retirement to employees who have served twenty or more years in Treasury, and whose record reflects fidelity to duty. Awardees receive a certificate bearing the likeness of Albert Gallatin and a biographical sketch. PROGRAM DESCRIPTION RECOGNITION Distinguished Executive - Presidential Rank Award Recognizes “sustained extraordinary accomplishment” by members of the Senior Executive Service. Limited to one percent of the career SES Governmentwide. Lump sum payment of 35% of base pay, a distinctive gold pin and a framed certificate signed by the President. Bureaus submit nominations to the Department, annually in November. Nominations reviewed by Performance Review Board, the Assistant Secretary for Management and Chief Financial Officer and submitted to OPM for approval by the White House. SES Bonus Provided to career SES appointees for sustained superior performance, generally over the entire rating period. Lump sum payment with a minimum amount of 5% and a maximum amount of 20% of base pay. Total bonuses limited by bonus pool determination. May include a certificate. Bureaus set individual bonuses. Top officials’ bonuses approved by Deputy Secretary. Bonuses paid annually, to coincide with end of rating cycle. Performance Award Provided to individual employees, except those in the SES, for highlevel performance of duties as reflected in the most recent rating of record. Lump sum cash payment. May include a certificate. Bureaus set funding levels. Bureaus determine procedures for nomination. Given at end of the rating period. Special Act Award A one-time award provided to employees who contribute to meeting organizational goals or improving the efficiency, effectiveness, and economy of the Government. SES awards reviewed by Performance Review Board and approved by Assistant Secretary for Management and Chief Financial Officer. Gainsharing Award Provided as an incentive to improve productivity and to achieve more efficient and effective use of resources. Lump sum cash payment. Gains resulting from improvements are shared with the employees. Bureaus determine procedures for measuring gains, assessing value and determining distribution of awards. -3- NOMINATION PROCESS INCENTIVE AWARDS Governmentwide awards authorized by Office of Personnel Management regulations. PROGRAM DESCRIPTION RECOGNITION NOMINATION PROCESS Time Off Award Provided to increase employee productivity and creativity by rewarding their contributions to the quality, efficiency, or economy of Government operations. Excludes Presidential appointees, SES and Schedule C employees. Time off from duty. Employees can receive no more than 40 hours of time off for a single award and no more than 80 hours of time off in a leave year. May include a certificate. Bureaus determine procedures for nominating, granting, scheduling, controlling, and accounting for awards. Suggestion Award Provided to recognize employees for their ideas and suggestions which, when put into effect, will contribute to the economy and efficiency of Government programs or missions, or achieve a significant reduction in paperwork. A certificate and/or lump sum cash award based on an evaluation in terms of a tangible benefits scale, an intangible scale, or a combination of the two. Suggestions are submitted to bureau coordinators for processing. May be referred directly to other bureaus or agencies as appropriate for evaluation. Invention Award Provided to employees for an invention or patent that contributes to the efficiency, economy, or other improvement in Government operations or is in the public interest. Normally a lump sum cash payment. May include a certificate. Bureaus determine procedures for nomination and for methods of determining award amounts. Foreign Language Proficiency Award Provided to law enforcement and customs officers for possession and substantial use of foreign language skills in their official duties. Lump sum cash payment not to exceed 5% of basic salary received in a calendar year. Bureaus determine procedures for testing, rating, granting and determining award amounts. On-the-Spot Award Provided to employee for immediate recognition of one-time and shortterm efforts that result in service of an exceptionally high quality or quantity. Lump sum cash payment (of limited value) or non-monetary recognition. Bureaus set funding levels. Awards should be presented in close proximity to the act(s) being recognized.
