I am honored and humbled to be able to serve this wonderful community. I will do my very best to continue the excellent leadership and steady guidance our past supervisors have so effectively provided for our residents. Effective, responsive government demands accountability and open communication, so I welcome any questions or suggestions you may have regarding town issues. I want to offer a sincere thank you to our previous Supervisor, Robert Ottley, for his 25 years of public service to our community. For a bit of information about myself, I have served as Councilman for the past six years, and as Deputy Supervisor for the most recent two years. I am proud to have called Riga my home for 16 years. The Town Board has graciously granted me permission to submit this article to our newsletter to express my sincere thanks to all of my fellow residents who allowed me the honor of serving our town in various roles for the past 25 years. each and every day to be sure that our residents get the best services which our town offers. I also thank my fellow elected officials, both present and past, who always worked to do what was best for our town. Your highway Clearing snow from department fire hydrants has installed 5 miles of snow fence, readied plowing and salting equipment for the coming winter, and remains vigilant, around the clock, watching weather forecasts and radar to be ready for the next weather event. The late arrival of winter has allowed us to work o n the removal of hazardous, dead, or declining trees, and trimming of branches hanging over our roads. Planned work - summer of 2016 Town Roads: Jenkins Road and North Johnson will be surface-treated this summer. Bovee Road is scheduled for true and leveling. On South Sanford Road we plan to mill edges and add base to the edges to widen. Tree work, drainage work, ditch cleaning, and culvert repair will commence prior to any paving to drain water away from road shoulders and road beds. County Roads: I have been told that decisions and commitments by the county for work on county roads will not be made until early spring. As we continually maintain town equipm ent t hr oug hout t he seasons, please remember we also need to be diligent with our personal vehicles. Please check the tread your on tires, tire pressure, antifreeze, wipers, belts hoses, and lights on your vehicles. It is hard to believe with the warm sunny November and December that winter is actually here. We all know that variable conditions are likely in our region. Good tread depth is required for starting as well as stopping. All season tires are sold as adequate for winter, but good aggressive winter snow tires will always provide highly superior traction for starting, stopping, and holding the road. Proper footwear with good tread is also a good idea as icy spots can be encountered on walkways, driveways and many parking areas. In every case, whether walking, driving, or approaching intersections, please slow down. The big thing I would like our community to be aware of with snow removal is that there are real people performing a real service, often under unrelenting conditions. Their work is done during all hours of the day and night, including being away from families on holidays. Snow plowing and salting can be long, tiring, and often thankless work. Complaints and frustration can be common when snow is frequent. As we monitor how we provide service, and listen to residents and our highway employees, we consistently look to make improvements where necessary. Please remember to keep your headlights on, even when it is snowing lightly, and even after sunrise. Your vehicle is much more visible to other drivers and our snow plow drivers who might be turning the trucks around in intersections to make the return trip down the other side of the road. While our goal is to make sure no one is inconvenienced due to winter weather, it is simply not always possible. Our staff will continue to work diligently to make our roads as safe as possible. Your hig h wa y de par t m ent maintains 150 lane miles of road in the winter. Our highest attention is always given to highly traveled state highways; secondly to county roads; and lastly our many town roads. Each of our 4 plow drivers and trucks need at least 3 hours to complete the assigned routes of 35 to 40 miles, with an average 2 to 4 inch snowfall. When heavy snow is falling and wind is blowing, times will be extended as travel is slower and cleaning intersections takes multiple passes. One of our frustrations is when snow begins falling after 4 or 5 am, when normal call in time is 3 am. It is impossible to cover the entire town by 7 or 8 am when routes are started at 5 or 6 am. Our goal is to provide save passable roads, but timing and variables of temperature, wind, rate of precipitation, lake effect, make each snow or ice event somewhat unique. As you may be aware, the Town Board has passed a local law allowing a Cold War Veterans Exemption. This is for those who served during a non-war period on active duty -- not just for training purposes – and were honorably discharged. There is also an exemption for disabled persons with lower incomes. The law was changed to make it possible for disabled veterans to qualify for this exemption, if their income so allows. If you are a disabled veteran and think you may qualify, please contact me. We had a successful annual Christmas Music Celebration on December 4th at the Raymond C. Adams Cobblestone Hall under the leadership of Mr. Frank Perry and the “Just 4 Fun” group. Santa and his Elves sleighed out into the Riga community in search of wonderfully decorated households and handed out “SECRET SANTA” gift certificates from local businesses. Looking ahead, we have a few NEW PROGRAMS (as of this date) for 2016 including: Youth Archery, Wednesday ZUMBA, and Girl’s Little League Softball. from noon to 3:00pm.
