The Mission of Head Start of Shawnee Mission is to provide quality early childhood learning
experiences and comprehensive family services that empower low-income families and their children
to maximize their successes.

A Word From Our Leadership…
Fifty years of serving low-income children right here in Johnson County is right around the corner!
Head Start of Shawnee Mission began serving low-income Johnson County children and their parents
in 1965. A newspaper story in The Scout on June 4, 1965 made reference to an organization of
charitable ladies lead by Mrs. Robert Olsen called Children’s Educational Enrichment Services of
Johnson County. They were working on a project to “help provide
educational facilities for underprivileged children.” The article
referenced, “there just so happened to be a pocket or two of
poverty in Johnson County down in the South Park area, and the
good ladies are trying to relieve the situation there.”
Today, we have more than a pocket or two of poverty. One in 17
persons, or nearly 33,000 people had income below the federal
poverty level in 2013. Living at 100% of poverty means a family of
three may earn no more than $19,790. In comparison, a family of
three needs $48,686 to achieve a living wage in Johnson County.
Poverty can be a barrier to a child’s ability to learn, grow, and be
healthy. Access to a quality early childhood education is critical to breaking the cycle of poverty.
Participation in a quality early childhood education program provides children with the necessary
social, emotional, and cognitive skills that will continue to develop throughout their school years and
life.
What sets Head Start of Shawnee Mission apart from other community early education programs is
the combination of a high quality early childhood education - both in the family home and at our
center - and services to the whole family which include: nutrition, services to children with disabilities,
an onsite medical and dental clinic, social services, parent education, parent governance and
engagement. Our mission, to nurture children and strengthen families to enrich our community, drives
our program services.
Investing in quality early learning programs is an efficient way to affect school and life success and to
reduce social costs later. According to Professor James Heckman, a Nobel laureate in economics
from the University of Chicago, research shows early interventions for disadvantaged children “raise
the quality of the workforce, enhance the productivity of schools and reduce crime, teenage
pregnancy, and welfare dependency.”
We are honored to have the opportunity to help children become school ready, to help families attain
self-sufficiency and to be a part of workforce development in our community. Please take a moment

Who We Are…
Head Start of Shawnee Mission, Inc. provides early childhood education and comprehensive family
services to low-income families residing within the Shawnee Mission School District boundaries in
Johnson County, Kansas. Families must meet or make less than federal poverty income guidelines
currently $23,550 for a family of four. Although we partner extensively with the District, we are an
independent 501(c)(3) not-for-profit organization and not part of School District funding.
Head Start of Shawnee Mission began in 1965 as a summer enrichment program for 17 preschool
aged children. In 2013-14, we served 310 low-income pregnant women, infants, toddlers,
preschoolers up to age 5 and their families. We also provided services to 23 additional children
whose families were seeking affordable, comprehensive early childhood education. Altogether, we
served 333 children, with all families having access to services that include health, mental health,
disability, nutrition, parent involvement and social services. Approximately 13.8% of the children
served have a diagnosed disability. They are given individualized attention and progress is monitored
carefuly. The families we serve are diverse. In the 2013-14 program year, they identified themselves

About Our Programs…
Early Head Start serves infants and toddlers, birth to three years of age, and pregnant
mothers. Enrolled families receive regular home visits by educators certified through Parents As
Teachers using the Born to Learn™ curriculum. Child care for working parents or those who are in
school is provided at no cost to the parent. For the 2013-2014 fiscal year, the Early Head Start
population of 157 children and pregnant women included:
17 children diagnosed with disabilities
3 children living with foster parents
At the end of the 2013-2014 program year, Early Head Start had a waiting list of 40 pregnant women
and children.
Head Start serves children from three to five years of age in a preschool program with two
program options. The Part Day/Part Year education program serves children 3 ½ hours per day, four
days per week, nine months per year. The Full Day/Full Year education program, also called Wrap
Around Care, serves children five days per week, 8-10 hours per day, 12 months per year. The preschool children need to enter kindergarten successfully and is staffed by teachers with early
childhood degrees. For the 2013-2014 fiscal year, the Head Start population of 153 children included:
26 children diagnosed with disabilities
11 children living with foster parents
At the end of the 2013-2014 program year, Head Start had a waiting list of 79 children.
Services Provided…
Early Head Start and Head Start programs offer more than early education and child care. We
provide health, mental health, nutrition, disabilities, and parent involvement events and trainings.
Addressing the needs of the family as a whole is what sets Head Start of Shawnee Mission apart
from other early childhood education programs.
Health
All families are connected with a primary health care provider. Immunizations are tracked, with
physician referrals as needed. Growth assessments occur regularly and children receive screenings
for hearing, vision, verbal, lead and TB. Parents receive health-related trainings.
Mental Health
We provide mental health and behavioral screenings, counseling, and play therapy. We also provide
consultations and parent trainings on depression, anxiety, anger management, behavioral issues,
physical and sexual abuse, attachment and bonding, and family dynamics.
Nutrition
In 2013-2014, we served over 48,335 meals, including breakfast, lunch and a healthy snack.
Modifications were made to accommodate special needs and results from body mass index and
height/weight screens.
Disabilities
We oversee developmental screenings, conduct observations and planning meetings, facilitate
referrals, and coordinate disabilities services.
Parent Involvemnt and Trainings
Parent Involvement activities enhance family engagement and, depending on the activity, are held
once or twice monthly. Events include Positive Parenting, WATCH D.O.G.S. (Dads of Great
Students), and play groups, which promote developmental, educational and social involvement.
Policy Council, comprised of elected parent and community members, in tandem with the Board of
Directors, reviews financial/program reports and approves budgets, policy changes, program direction
and staffing. Parent Committee offers trainings on such topics as tax preparation, budgeting, and
nutrition. The Positive Parenting discussion group addresses parenting, relationships and stress
issues. In addition, Literacy Events promote reading and related activities. Parent/teacher
conferences and home visits round out the parent involvement activities.
Services Provided…
Social Services and Collaborative Partnerships
Head Start of Shawnee Mission is a member of the United Community Services of Johnson County
Children’s Coordinating Council, which fosters a comprehensive, interconnected service network to
achieve better outcomes for Johnson County’s low-income children and families. The Council
enhances existing and establishes new partnerships to provide high-quality services to low-income
children and families without duplication. Members include representatives of public child-serving
institutions, private child-serving organizations with a public mission, parent representatives, public
school districts, Johnson County Corrections, 10th Judicial Services, Kansas Department for Children
and Families (DCF), Court Appointed Special Advocates, Johnson County Monitors Chief’s
Association, Johnson County Mental Health Center, Sunflower House, Johnson County Health and
Environment and Johnson County Developmental Supports.
Head Start of Shawnee Mission regularly partners with multiple education-based organizations
and health and human service providers to ensure that at-risk families have access to a full
continuum of care. Those partners include: the Shawnee Mission School District, Parents as
Teachers, Infant Toddler Services of Johnson County, the Kansas Department of Children and
Family Services (DCF), SAFEHOME, Sunflower House, and The Family Conservancy. In 2013,
with a grant from the Health Care Foundation of Greater Kansas City, Head Start of Shawnee
Mission initiated a new partnership with the Health Partnership Clinic of Johnson County to deliver
on-site medical and dental services for enrolled children and their families (as well as those on our
wait list) including regular check-ups and immunizations.
Kindergarten Readiness…
Information from enrolled children’s ongoing assessments let us know how each child is progressing
along the 11 domains of the Head Start Child Development and Early Learning Framework. Across all
areas of learning for school age children, the percent of children who achieved an assessment level
associated with being ready for kindergarten within each domain are:

The following information is provided as required by the U.S.Department of Health and Human Services,
Administration for Children and Families, Office of Head Start:
Note regarding financial audit: Our audit was conducted in accordance with auditing standards generally
accepted in the United States of America; the standards applicable to financial audits contained in Government
Auditing Standards, issued by the Comptroller General of the United States; and OMB Circular A-133, Audits
of States, Local Governments, and Non-Profit Organizations. Head Start of Shawnee Mission, Inc. was in
compliance with all materials and was issued an unqualified opinion.
Note regarding most recent review by the Secretary: The Office of Head Start, OHS implemented a new
monitoring system, called Aligned Monitoring in the fall of 2014. Previously, grantees operated under an
indefinite grant period with a review every three years to ensure compliance with Head Start Program
Performance Standards. Now, the OHS is transitioning to a 5-year grant cycle with individual review events
carried out over the first three years of a grant. Each review event will focus on one content area at a time. At
the end of year 4 of the 5 year grant cycle, a grantee will receive a report that summarizes findings and or
concerns for specific content areas.
The new system focus is a multi-year perspective on grantee performance rather than depending upon the
success or failure of one review event. The Aligned Monitoring System is designed to help the Office of Head
Start and grantees to look beyond compliance and focus on program quality.
Head Start of Shawnee Mission received a 5-year grant award in July 2013, therefore we are in the second
year of our five year grant. In December 2014, we received a week long monitoring visit focusing on Eligibility,
Recruitment, Selection, Enrollment and Attendance (ERSEA) and Fiscal Integrity. We are waiting for our
monitoring report from this review event. We will also receive an Environmental Health and Safety and
Classroom Assessment Scoring System (CLASSTM) review during FY 2015.
Numbers served: Total number of children below 100% of poverty served in 2013-2014 is 297, with 100%
average monthly enrollment.
