INTRODUCTION The North Ave corridor from 76th street on the west to 60th street on the east is a business district undergoing renewal and revitalization with new stores and restaurants, coupled with long standing merchants and establishments. The recently completed East Tosa North Ave Plan defines the neighborhood as “a progressive, walkable, urban community offering niche shopping and dining experiences interconnecting with vibrant, established neighborhoods”. As retail and restaurant activity has increased, it has put pressure on the existing parking inventory on and immediately adjacent to the North Ave Corridor. Residents in adjacent neighborhoods have complained to Police Dept., City staff, and elected officials about cars blocking their driveways, and safety concerns over exiting their driveways onto increasingly busy streets. Businesses have complained about lack of parking turnover which has led to requests for increased Police Dept. enforcement activity. Residents have requested that the City enact a neighborhood parking permit system. Currently there is no such permit system in place in Wauwatosa. The installation of a parking meter system to better enforce existing regulations, and create turnover in existing spaces has been discussed as well. To determine the costs/benefits and ultimately the feasibility of these concepts, the City of Wauwatosa is requesting proposals from qualified consultants to study two separate but interrelated issues. First, is to study the concept of installing parking meters on all, or part, of this section of North Ave. The costs/benefits should be weighed along with a discussion of best practices/options for implementation if that is the conclusion of the study. Secondly, the successful consulting firm will be asked to prepare a separate report that discusses the pros and cons of implementing a neighborhood parking permit system on a City wide basis. Again the pros and cons of adopting this methodology along with recommendations for best practices and implementation costs should the Common Council wish to implement such a plan will need to be discussed. The scope of the work as outlined in this RFP should be used as a general guideline and is not intended to be a comprehensive listing of all work necessary to complete the project. The successful consultant should: • Be aware of best practices and emerging trends regarding on-street parking technologies and best practices in municipal on-street parking management settings. Comment on best practices for the installation of parking meters, enforcement systems, and business plans for public, and private third party operation and maintenance of the meters, software and associated fiscal management issues. \\ci-data1\home\dhitt\porter rfps\north ave parking meter rfp\2016 eng north ave parking meter rfp.docx • • • • • • Be able to comment on whether or not parking meters will achieve the desired effect of increasing available parking in the North Ave corridor, or if the investment for meters is not worth the effort. If parking meters are recommended, comment of the associated rates charged for onstreet parking, including variable demand based pricing if appropriate If parking meters are recommended, prepare an annual budget, including operating expenses and revenues. Please indicate whether current staffing and staffing structure is sufficient for enforcement. Include budget estimates for any changes recommended. Be able to comment on the costs and benefits of instituting a residential permit parking system on a City-wide basis, including an estimated annual budget. Comment on what approaches will work well and which systems may not work as well. Please indicate whether current staffing and staffing structure is sufficient for enforcement. Include budget estimates of any changes recommended. Develop a template that can be used for processing these type of request. Be comfortable discussing options for all elements outlined above, and have experience in leading the public discussion while driving to a consensus based final decision. Be able to meet project deadlines. A. Scope of Services The Scope of Services is outlined below and in greater detail in Part III- Appendix. • Task One – Parking Inventory and Study Material Review o Conduct a parking inventory of available spaces in and immediately adjacent to the North Ave Corridor from 76th street east to 60th street. o Map existing parking regulations in and immediately adjacent to the North Ave Corridor from 76th street east to 60th street. o Review relevant North Ave Plan Material. o Review Ayres Study of parking in the area along North Ave bounded by 66th street to 70th street. • Task Two- Meet with City staff, elected officials and Police Dept. Staff re Parking Issues o Meet with the Police Dept. Command staff re parking enforcement policies, guidelines and hours of operation. o Meet with other City staff and elected officials regarding parking enforcement issues, problems, and policies. o Meet with the parking enforcement staff to gain their feedback and insight into parking enforcement issues in the North Ave. corridor. \\ci-data1\home\dhitt\porter rfps\north ave parking meter rfp\2016 eng north ave parking meter rfp.docx o Meet with the City’s IT Manager to review integration of any recommended parking management system with the existing City network. Please note that the City has a robust wireless network deployed that might be integrated with the parking meters. If changes are required please include budget estimates for any recommended changes (please also include budget for changes associated with hardware/software for meter management and parking permit issuance and renewals.) • Task Three- Conduct a Public Listening Session for Residents and Area Businesses. o Meet with stakeholders, the businesses, and area residents to hear their concerns prior to making any recommendations. The meeting should be in the evening at City Hall. Meeting attendance and minutes should be kept. The consultant shall prepare any necessary exhibits or hand-out materials for this meeting. o Take findings from your study, interviews, research, and information from the listening session, and prepare a draft report responsive to the RFP. • Task Four: Present findings. o Prepare a draft report and present it to City staff for review and comment. o After comments are received and any necessary changes to the report are made, present the report at an evening public open house at City Hall. o That same night, present the draft report to the Transportation Affairs Committee for their review. o Take any comments made and incorporate them into a final report and present that document to the Transportation Affairs Committee at a separate meeting. Please go into some detail about how your efforts to engage with the public in other projects of similar size and scope were successful, and what methods were used to accomplish this task. o Proposer shall provide a list of any sub-consultants (if any) to be used on this project. Please also list their relevant experience on similar projects. Provide commentary on the firm’s quality assurance/quality control practices. o Proposers are advised to detail your firm’s approach to gathering public input/ comments, and achieving consensus on complicated, often divisive issues where there are likely to be competing interests. Fee Structure: o Provide a fee schedule detailing total costs for each phase of the project and the hours necessary to accomplish each task. o Break out the costs for each task, and provide a not to exceed cost for the entire project. o Provide a fee schedule for the principals and project staff which give their hourly rate including overhead costs. o Detail estimated reimbursable expenses separately. G. Proposal Due Date: Proposals shall be submitted to the City of Wauwatosa no later than 11:01 AM on January 28th, 2016. Interested firms shall submit seven (7) bound hard copies and one (1) electronic copy of the proposal to Laurel Schleimer, Purchasing Coordinator at 7725 West North Ave. Wauwatosa Wisconsin, 53213. The envelope shall be sealed and clearly labeled “Proposal for Professional Parking Meter Study Services”. Firms that are unable to submit a response should submit an e-mail to Laurel Schleimer, Purchasing Coordinator at [email protected]. H: Consultant Qualifications and Selection: The consultant will be selected by City Staff, and recommended to the Community Development Committee, and finally approved by the Common Council. The recommendation will be based on the qualifications of the firm, the firm’s project approach, the skill of the project staff, the firm’s availability to meet project deadlines and the firm’s fee. The City of Wauwatosa reserves the right to reject any and all proposals received for this work or, at its option, may select the proposal best suited to its purposes. \\ci-data1\home\dhitt\porter rfps\north ave parking meter rfp\2016 eng north ave parking meter rfp.docx The City of Wauwatosa reserves the right to engage in discussions leading to best and final offers, negotiate specifications, terms and conditions which may be necessary or appropriate to the accomplishment of the RFP. The City will not be responsible for any and all costs incurred in the preparation of responses to this RFP. 1) Minimum Qualifications: The proposer should have completed three similar projects of similar scope within the past five years. 2) Selection Criteria: The proposals will be reviewed by City staff who will evaluate the proposals in accordance to the criteria itemized below. Up to three (3) of the firms with the highest rankings may be interviewed to determine the firm to be recommended to the Financial Affairs Committee and the Common Council for approval. It should be noted, however, that the City reserves the right to waive the interview process and select the firm best suited to accomplish the tasks outlined in this proposal. a. Experience of Firm and Sub-Consultants: i. Expertise of the firm and sub-consultants in the areas necessary to complete the RFP. ii. Quality of recently completed projects, including adherence to schedules, deadlines, and budgets. iii. Demonstrated ability to create a singular streetscape in a four season environment, adapt to multi-modal street design considerations, and design distinctive public places in an urban setting. iv. Manage an open, thorough, inclusive, and timely public participation process. b. Assigned Project Staff: i. Recent experience of staff assigned to the project and the relevance of staff’s role with each project. ii. Professional Qualifications iii. Following the evaluation of the proposals, up to three (3) firms may be invited for an interview during the week outlined. However, it is noted that the City may recommend awarding the project to a firm without conducting interviews. The interview (if required) will consist of standard questions asked of each firm and specific questions regarding the firm’s individual proposal. I. Payment of Services: The contract will be a not to exceed figure with hours broken down by task. The successful proposer will be asked to submit a standard contract to the City. The contract will be reviewed by the City and some modifications may be required. Once approved, a City purchase order will be issued and periodic, monthly payments will be based on actual hours expended, and tasks achieved. J. Insurance Requirements: The selected consultant must provide to the City a certificate of insurance showing the following limits: A. Workmen’s Compensation – as required by State Law B. B.I. and P.D.L. Bodily injury: Property Damage: C. The policy shall be endorsed to include Notice of Cancellation Endorsement Form IL-7002 1090 or equivalent endorsement language which is approved by the City Attorney. This endorsement shall be specifically reflected on the Certificate of Insurance form and a copy of said endorsement shall be provided to the City when available. \\ci-data1\home\dhitt\porter rfps\north ave parking meter rfp\2016 eng north ave parking meter rfp.docx PART TWO- PROJECT DETAILS \\ci-data1\home\dhitt\porter rfps\north ave parking meter rfp\2016 eng north ave parking meter rfp.docx Project Overview: City of Wauwatosa Parking Meter Feasibility and Residential Neighborhood Parking Permit Study: This proposal is designed to secure the services of an imaginative, innovative, experienced firm to provide a professional guidance as to the feasibility of installing meters on the referenced portion of North Ave. and to study best practices regarding implementation of a residential neighborhood parking permit program. Each firm is encouraged to review the 2011 East Tosa North Ave Plan ( especially pages 18-22). A copy of the entire plan is attached as Appendix A. Proposers are also encouraged to review the work done to date by Ayres and Associates regarding the parking issues surrounding North Ave from 66th street to 70th street. ( Copy attached as Appendix B). The major elements of the work to done by the firm selected are to guide the City in making a determination if parking meters on the selected portion of North Ave will assist in solving the parking problems in the corridor. If the answer is no, there are more cost effective means to better the problem, please states your reasons clearly, and make recommendations as to appropriate next steps. If the answer is yes, parking meters will assist in solving the problems, then make recommendations regarding certain business models for private ownership and maintenance of the meters, or public ownership. Specify best practices for this type of application. Provide estimated costs for implementation. Regarding the residential neighborhood parking permit system, make comments as to the pros and cons of such a program, its applicability to the situation of residential neighborhoods handling spillover parking from adjacent and developing commercial strips, and best practices for cost effective implementation. Comment on the perceived need for this program and be specific on the administrative and enforcement costs of enacting such a program.
