MEMORANDUM FOR Arriving NSCC Recruits
SUBJECT: RTC Information Letter
1. Welcome and congratulations on your decision to attend Recruit Basic Training at Florence, Arizona.
As you will discover, this school will be fast-paced and demanding. Training will be conducted wholly in
a military environment with opportunities for recruits to excel beyond their own expectations. Be
prepared to be placed in challenging training environments and field scenarios. ALL TRAINING

2. REPORTING INSTRUCTIONS:
a. Arrival by POV: Report to Florence Military reservation, 25181 N Highway 79 Florence, AZ 85132
no Earlier than 1300 hrs. Driving directions to Papago Military Reservation are attached to this
information letter.
b. Arrival by Public or Military Transportation: Arrival at a Phoenix Sky Harbor should be no later
than 1200 hours. Personnel arriving via this method of transportation are required to complete
UTRACOM Transportation Form, attached to this letter. Those arriving for RTC will be provided
transportation to and from their point of arrival and departure.
Public air service is available through Phoenix Sky Harbor Airport (PHX)
c. Security: Because of heightened security measures, you must present a current NSCC ID to enter
Florence Military Reservation.
c. Firearms and Pyrotechnics: Privately owned firearms, ammunition, and pyrotechnics are not allowed
on Florence Military reservation.
3. ENROLLMENT REQUIREMENTS:
a. Request for Training Authority: You should have submitted request for registration in Magellan and
uploaded the NSCTNG001, rev. 09/08 (cadet), no later than 20 Dec 15. No registrations will be accepted
after this date.
b. Physical Fitness: All recruits should be able to pass the NSCC PFT prior to entry at RTC. Failure to
pass the PFT on arrival does not disqualify attendance, but passing a NSCC PFT is required to graduate
from RTC..
c. Medical Requirements: A current Medical History (NSCADM001 Page 3 and 4) that was filled out
and signed within 30 days of the beginning of training.
d. Medications – OTC & Prescription: All medicines will be secured with the Medical staff, and
recruits will be given the opportunity to take their medication during scheduled sick call. The Medical
History Supplemental, Authorization, Consent, and Release (NSCADM001 Page 7-8) must be completed
and submitted with the initial training request. All medication is administered by Medical Department
staff in compliance with instructions contained on NSCADM001 Page 7-8, or if OTC, according to
printed label found on the product. At no time shall recruits be allowed to self-medicate.

d. Obligation: RTC is a nine day evolution; early departures are not authorized. Under certain
circumstances, early dismissal without training credit may occur.
4. ADDITIONAL INFORMATION:
a. Uniforms and Packing list: You must bring all uniforms and personal items on the required clothing
and equipment (Seabag list) enclosed with this letter. UTRACOM and RTC is not a supply source for
clothing and equipment. Uniform wear will be in accordance with Navy and NSCC standards. Units
sending personnel in BDU will be authorized as an alternate uniform in lieu of NWU during FY2015.
Recruits are authorized to have one Seabag and one garment bag in their possession. An inspection will
be conducted during in-processing to ensure compliance with the Seabag list.
b. Service Record: Must be provided to RTC by the recruit during in-processing.
c. Haircut Standards: Male recruits should arrive at RTC with their hair fully cropped to a length no
longer than 1/8”, without exception. DO NOT SHAVE YOUR HEAD.
Male recruits arriving without a regulation haircut will receive a 1/8” cut during receiving and processing.
Females should arrive with either with hair cut to collar length or the necessary hair products to put their
hair up to meet regulations.
d. Rating: All personnel attending basic training are considered seaman recruits (E-1). If you enter RTC
as an E-2T, you are authorized to wear E-2 rate upon your Service Dress Blue uniform at graduation.
e. Graduation: Will be held at the Florence Military reservation at 1100 on 3 Jan 16. Relatives and
guests should plan to arrive no later than 1015. Directions and parking will be provided at or before
Check in.
f. Departure: Recruits will be processed out for departure after graduation, which should be
approximately 1200. Those requiring transport to public transportation should not make departure
arrangements prior to 1400. Transportation will be available to the departure point from Florence
Military reservation.
5. Mail: Mail will be distributed daily, which must be received electronically. You can receive mail at
[email protected]. Your name and training you are attending is to be placed in the subject line.
Letters may be attached as a Word or PDF document or simply written in the body of the email. The letter
will be printed and delivered during mail call. You are encouraged to write letters during personal time,
and these will be mailed daily.
6. EMERGENCY LEAVE AND LIBERTY:
a. Emergency Leave: Emergency leave may be granted in special cases. NOTE: Recruits missing more
than eight training hours may be dismissed from RTC.
b. Liberty: At the discretion of RTC command, recruits may be granted limited on-base liberty the day
before graduation. No visitors are allowed, and recruits are not authorized to leave the base.
c. Visitation: Recruits are not allowed visits from relatives or their unit staff during training.
7. ALCOHOL AND CONTROLLED SUBSTANCES:
a. Alcohol: Use of alcohol will not be tolerated. Recruits found with alcohol will be dismissed
b. Controlled Substances: Use of controlled substances must be done in accordance with Utah State
Law, Navy, Army, and USNSCC Regulations. Personnel found to be in violation may become subject to
prosecution under applicable State Law, and/or the Utah Code of Military Justice, and the Uniform Code
of Military Justice.
8. HARASSMENT: All personnel should feel safe in their training environment. There will be no
hazing, acts of sexual harassment, or harassment that singles out any individual of any kind by any
recruit, company commander, officer or other staff member. An individual violating this rule is subject to
counseling and discipline. If deemed appropriate by the Commanding Officer, violators will be
discharged from training. All personnel are required to report via the chain of command any incidents
where they believe their personal safety, or the personal safety of others, was jeopardized.

9. OFF LIMITS: Female billets/barracks/heads are off limits to male personnel. Male
billets/barracks/heads are off limits to female personnel.
10. OPEN DOOR POLICY: The Commanding Officer has an Open Door Policy for all recruits.
Recruits should always use the Chain of Command as a first resort.
11. MISCELLANEOUS INFORMATION: Careful consideration is placed in ensuring all topic areas
are covered and the recruit is notified prior to arrival of this information. Please utilize sound judgment in
determining your own individual needs prior to arrival.
12. TELEPHONE CALLS: Recruits arriving via public or military transportation will be allowed one,
five (5) minute telephone call to inform their family of a safe arrival.
