ARGYLE MUNICIPAL RECREATION COMMISSION MEETING MINUTES THURSDAY, APRIL 17TH, 2014 5:00 P.M. – 6:30 P.M. Present: Kathy Bourque, Basile d’Entremont, Vernon Pothier, Nicole Albright, Mariette d’Entremont, Scott Surette, Natalie Surette d’Entremont, Ginette d’Entremont Regrets: Roderick Murphy Jr., Peter Hansen, Lorelei Doucette, Aldéric Boudreau, Maurice Babin Call to Order: The meeting was called to order by Nicole Albright at 5:07 pm. Welcome: Nicole Albright welcomed the members of the ARC. Review & Acceptance of Agenda/ Conflict of Interest Declaration: On motion by Basile d’Entrmont and seconded by Kathy Bourque that the agenda is approved as circulated. Motion Carried Presentation: There was a presentation done by Ghislaine d’Eon and Angela d’Entremont on the West Pubnico Health Club. The group wishes to move from the existing facility to the Legion in Pubnico. They will be paying a monthly rent for the new location which is cleaner and larger than their existence space. This is a win/win situation for both groups. They have submitted an application for funding to Council in the amount of $33,000. The money would be for new equipment along with a flooring system made of rubber mats that is necessary to protect the existing floor and is required with fitness facilities. Scott Surette made a motion that the ARC committee is in support of the application to Council from the West Pubnico Health Club. It was seconded by Mariette d’Entremont. Motion carried. Approval of February 20, 2014 minutes: On motion by Kathy Bourque and seconded by Vernon Pothier that the minutes are approved as circulated. Motion Carried Business arising from the Minutes of February 20, 2014: Active Start – This program will be offered on Wednesdays from 5:30-6:15pm at École Belleville starting on June 4th. The maximum amount of children we can take is 25 and we are already at the halfway mark. East Side Community needs assessment – There will be a community session in East Pubnico on May 6 at the East Side Community Centre to have a discussion on the potential uses of the East Pubnico field. Canadian Sport for Life (CS4L) – There is an application in the process for adaptive equipment. Ballfield score boards – There are two score boards at the Surette’s Island ball field and the Amirault’s Hill ball field that are still in good condition and could be removed and brought to the Tusket ball field for use. Financial Report: Ginette read through her financial report. After the year end there was a surplus of $83,043.72 which was mainly due to the tennis court project that has not started yet. It was moved by Ginette d’Entremont and seconded by Kathy Bourque to accept the financial report as discussed. Motion Carried Director’s Report/Information Items: Ginette went through her director’s report. A discussion was had on the events listed. It was moved by Ginette d’Entremont and seconded by Basile d’Entremont to approve the Recreation Director’s Report. Motion Carried Active Living Coordinator Report: Natalie read through her Active Living Coordinator’s report. A discussion was had on the events listed. It was moved by Natalie d’Entremont and seconded by Kathy Bourque to approve the Active Living Coordinator’s Report. Motion Carried Area Reports: Kathy Bourque: The walking and running group has started up again in East Pubnico. They meet on Mondays and Wednesdays at 6:30pm on the trails. The trails are in good shape. Nicole Albright: École Belleville will be having a Spring Fling on April 26 from 10am to 1pm as a fundraiser for the school. Scott: Yarmouth Area Minor Baseball will be having their registration on April 26 from 1-3pm at the Mariner’s Field in Yarmouth. Afterwards participants may register at Yarmouth Recreation in Hebron. Mariette: Adult Fitness classes have started at the Lions Club in Pubnico Head on Tuesdays from 10:15-11:15am. Mariette has walked on the trail in Pubnico Point and it is in very good condition however noticed that there are no signs up yet. Basile: The West Pubnico ball field dries very fast and we will soon be able to have the loam and crusher dust delivered so that the work on the ball field can be completed. New Business: Rally cap (baseball): The baseball program will once again be offered this summer with a focus on the 5-7 year olds and 8-10 year olds. The Rally cap system will be put in place where children can obtain a new colored cap depending on their progress throughout the summer. Interview process: Beginning in May we will be starting the interview process by doing a practical interview with the applicants and those who qualify will be brought in to have a follow up office interview. Glenwood Park: Council has approved a 2 year pilot project of providing lifeguards on the weekends of the summer beginning the last weekend on June and ending the second to last weekend on August. The lifeguards will be trained and supervised by Nova Scotia Lifeguard Services. The Municipality will be hiring them on a contractual basis. Ball field rentals: There has been a request regarding the ball fields and what we charge. It was decided that since we cannot ensure the maintenance of the field at all games, that the teams wanting to use the fields will be required to pay a deposit fee of $50, given a key for access to the field, and will be required to ensure the lines and bases are set up themselves. The deposit will be refunded provided that the field and equipment are still in good condition. Other Business: An update was given on the Tusket ball field. The old dugouts have been removed. The new dugouts constructed by NSCC carpentry students are ready to be installed. The old cement pads have been removed and a new base of gravel and rocks has been prepared. The new concrete slab will be poured within the week.
