Previous minutes where read out.
Arnie Frank:
Minutes last year talked about RPA, but not sure if we talked about it or not,
It was a quick decision. The Act is straight forward but not sure about RPA
and if it is working. We have the Act we should be looking after our money. I
want us to go back and look at the RPA.
The Chairperson asked Richard Preece to explain the RPA.
R Preece:
The government gave APY money to employ someone to talk to Anangu,
listen to what people want and the main problem we hear everywhere we go
is that people are saying they are not being listened to and government is
making decisions without talking to Anangu.
The RPA is to be delivered in two stages. Stage One is about bringing together
stakeholders who are not talking to APY and developing a contract and
demonstrating commitment. Stage Two is making government departments

accountable towards its commitment to Anangu. It’s about Anangu being the
boss not about the government or APY taking over.
Mike Williams: He is happy Chair and Director is doing a good job and Anangu are happy.
The RPA government should listen to Anangu and work through APY through
the Act. We want elders to be involved with RPA and talking to government
as the leasers and government to listen.
The elders should go to Adelaide to negotiate with government.
Mr Stevens:
We need to stop RPA it took CDEP. Should be listen and talk carefully, people
need to think more before agreement or passing a resolution as government
can change things.
Chairperson asked Richard Preece to write up on the white board how the
relations with RPA is planned to work for Anangu, asking everyone to move
to the front so they can see the diagram.
R Preece:
Explained that following the problem of APY spending too much money in
2011/2012, the Executive talked about a reform. The reform included
establishing the Regional Anangu Organisation (RAO) made up of the key
service delivery stakeholders as outline in diagram, which have met a couple
of times with the Chairperson, Director of Anangu controlled organisations.
These meetings have been successful in getting everyone talking together –
good outcome.
Richard explained that APY is also talking to government around the current
legislation (Act) and its governance structures as it is not effective, explaining
that this is different to the land rights side. They are also talking to local
government around APY getting local government authority status. As APY
needs this status to have access to local government funding and have the
ability to make real laws.

M Williams:
The Executive meeting finished yesterday now it is the AGM and everyone
needs to talk and discuss, share ideas. We need to still talk about the RPA as
not workable as something government is not putting forward for Anangu to
control. We want one (RPA) but still need to talk.
Owen Burton: We have not yet got the model we have nothing yet as still under the table.
We (Anangu) need to bring something to the table. We need to come
together and put something together to work with government. Already the
government has reviewed APY and its services, that’s why they are looking at
it. Government is the money mob and we (Anangu) need to work with them.
Adrian Intjalki: We talked about it RPA, talking a long time, now we not getting nowhere we
are going to pass resolutions till we die.
We are looking at RPA, government taking funds away, no money in
commonwealth, they won’t listen, from Indulkana, Kanpi, Pit, Mimili no
money.
Lots of people where being trained in Mimili and Indulkana but now with new
houses being built are no work for Anangu. They have certificate but no job.
Instead they a bringing in contractors to do the work.
Gary Lewis:
Other states have RPA, like NT it is the way community work with
government. Government will not fund without it. APY is a body to talk
strong with government – one voice through APY. If one person talking on
their own with government will get nothing. This is the only way through an
RPA without it no funding.
C Anytjipalya: We need to work together, I agree with G. Lewis, work together not separate,
we come together – this is what the RPA is talking about. Government,
Community and APY working together.

R Preece:
I have been here 12 months, taking with Director and Chairperson, Gary
Lewis and other Anangu. I don’t know a great deal about culture or your
family, but what I do know is government. I agree with G. Lewis, government
will listen better to community if there is one voice not as individual people. I
hear that people say government is not listening so this RPA is just a contract
with the government to help make this happen.
Willy Pompey: We have a problem, white people are talking! People in the lands have made
a mistake we did not do the right thing in our generation we are not passing
it on to our next generation. People are playing games. We miss use and miss
out.
Owen Burton: Informed people that the next agenda item is the GM Report – APY Money
Storey.
G Ingkatji:
I have learnt a little bit from school and I pray to God, I have learnt from my
family. APY go to the government in Adelaide and talk money storey. You
might say that elders need to go to Adelaide to negotiate well if you go to
Adelaide without APY you will have to look after yourselves. APY organises
hotel and food and transport to get to Adelaide.
Everyone needs to listen and work with APY. Lots of people say that Umuwa
is taking the money and spending it. But that not right, people talking wrong
way, APY are working to help community.
M George:
Is it right if we sign the RPA that the government will fund the 9 communities.
R Preece:
FaHCSIA is currently talking to APY regarding funding for community officers.
The government has not agreed to fund the communities but the RPA allows
us to talk at the table.

Gary Lewis again explains the aim of the RPA and the contract with the
government. This will get the money into the community and allow as too
have a strong future.
Owen agreed it was a good idea that elders go down to Adelaide to negotiate
with government regarding RPA and that the executive will think about it and
come back to community. Through the RPA we will ask the government to
fund communities. The RPA has to be on the table not under it.

Auditor:
Richard Preece informed Anangu that we have used Perks in Alice Springs as
APY auditor for the last three years. Copies of reports are provided for all to
look at and I will discuss the financials in my report.
Resolution 2: That the auditor Perk’s is to be engaged by APY to undertake the 2013
financial Audit.

Letter George
Kenmore:
Chairperson asked the GM to read out the letter APY received by G. Kenmore
on the 12 July 2013. During the letter being read out the Chairperson
explained that Anangu what happened under previous management and that
the cost of livestock management and additional staff made APY go into debt.
Chairperson then asked the executive to remove themselves from the panel
so that the community can discuss the letter.
M Williams:
The GM is doing wrong things the money has disappeared we have to fight,
the cattle money, royalties all disappeared.

Chairperson explained that under previous management we were in debt and
the government reduced our funding. We have now been given $106m for
road and infrastructure. Now government is looking at how we are spending
our money.
M Williams:
It’s not the problem with my brothers they are doing a good job in the office,
it is with the GM, he is not looking at where the money is going and is
spending it.
Chairperson recognised R. Preece and asked Anangu to be very grateful for all
the work he has achieved and where he has gotten APY in the last 12 months.
M Williams:
Ask the GM where the $2m has gone!
The Chairperson informed Mike Williams not to point fingers, if you do not
have any proof. Our book work is open for anyone to see we have been
through a big audit so people can look and see. Don’t criticize without facts.
M Williams:
Someone is making trouble it must be the GM as money is missing, $2m. You
(GM) better watch your back you need to pack your bags and go!
Sadie Umula: She signed the George Kenmore paper and did not know what she was
signing and wanted it noted that she is really sorry and she needs to read the
report to understand it.
Resolution 3: The letter from G. Kenmore dated 12 July 2013 was read out at the
meeting. The meeting rejects the proposal for a motion of no confidence in
the APY administration and if people have concerns it is recommended that
they work with APY to get a better understanding of what APY is doing.

Richard Preece read out the general manager’s report including the money
story.

T. Adamson: We should have our own money, TO’s money with no government
attachment to the funding!
To answer Tony Adamson’s question Richard Preece read out the pastoral
section within the General Manager’s report which discusses the need to set
up an enterprise separate to APY.
T. Adamson: We talked about the cattle (concept) in Kenmore at the meeting in August
last year – Palya! I want to talk about Andy (Dale) the Cattle Manager, he is
no good, he takes too long does not know how to do the business, he should
move on and APY should get a better cattle manager to work with Anangu.
Don’t want the money to be paid by APY with strings attached. Money should
go through APY straight to Anangu.
R Preece:
Responded to Tony Adamson comments. “I need to support my staff, it is not
Andy’s fault it is that we do not have enough resources to support Anangu
business. That is what we want to work towards getting more resources. Also
with ILC to fund a Manager and look at a separate company, so APY can do it
on their own”.
T. Adamson: He also noted that Trevor Adamson is the Chairperson for the camel
association and if anyone had any questions they should see him.
R Preece:
“Talk about camels, after I wrote the GM report we applied for funds to
FaHCSIA for camel manager, infrastructure and training, maybe we need to
consider company as well”.
Arnie Frank:
“I was there at the cattle meeting in Kenmore we need help, if money gets
put into a bucket, we can talk about what we need to do, yards, fencing, so
things can happen for our areas”.
M. George:
“My boys want to talk about cattle I want the money to come to my family. I
want to get the story a live in Mt Woodroft! I want to see who agrees? So we
want to be part of something under APY as if we go separate the tax will hurt
us”.

R. Kayipipi:
“I was doing work before with cattle, let’s look at the cattle, owing cattle, we
have lots of kids to support and need something for the future”.
R. Brumby:
“We have a problem with camels destroying our infrastructure so we are
losing out cattle they are going next door!”
Richard Preece continues to read the GM report discussing the WPA and the
APY Roads Project.
Gary Lewis:
“We should be getting someone to look after the money, so we can look after
culture. We ask a lot from the government but we are responsible for our
culture. Old people are looking after knowledge and what they know and
hold in their head! We are putting up fences for cattle and camels around our
cultural areas, which is destroying our sacred sites. We should be putting a
fence around our cultural areas”.
T. Adamson: He noted that what Gary Lewis said is really important and needs to be put to
the executive to consider.
Graham K:
“I have been listening about business and I heard and then came to the
executive to put my story to them so I can run a little business for my family.
Talking about business to Brian Dodson as the business man, and he did not
do anything and I am still waiting although the executive approved it”.
G Ingkatji:
“For 5 years I have been working with cattle and now I run my own cattle. But
lots of people have been killing my cattle and people been using my land”.
M Williams:
“I do not want any more mining in my area, not money is coming in, Andy
only musters from this area, I am getting no more money, so no more mining
or people looking around my land”.
M George:
“We need to be talking about our lore and our story which is really important
and we need to pass on our knowledge to our children to show the
government that we know what we are doing. A policeman told me I have no
authority over the road and that they can override Anangu on the roads, they
should respect our land”.

Willy Martin then asked Rosanne McInnes GBM to speak about his housing
issue.
R McInnes:
Informed the meeting that someone went into Willy Martins house with an
angle grinder and destroyed the place cutting out and removing all the
contents, including the kitchen. The house is trashed with SA Housing taking
4 weeks to fix and having to provide basic facilities so they can cook food and
make tea. “Basically it was 2 young men out of control”.
S Angatja:
“APY Land Management have come into my community talking to people
without me and the TO’s. They should not do that without permission”.
M George:
“Lots of new things happening and you all say yes. Saying yes too quickly
without listening or knowing how it will impact on our land”.
Mining Trust: Owen Burton introduced the agenda topic and talked about the mining trust
money that the trustees need to have a meeting to discuss how it is to be
spent.
Owen Burton: “It’s our money in the trust, under the current rules the money in the trust is
locked up. We need to have a meeting to talk about the money”.
Owen asked a question to Richard Preece about what is the story with the
mining money.
Trevor Adamson introduced Gary McWilliams to talk about the mining trust.
Ms Paddy:
“Police took a film at Kalka, wrong way, they should have stopped the fight
and lock them up”. Ms Paddy talked about how the police filmed a fight with
two men in Kulka instead of braking up the fight and arresting them, they
filmed it and put it on ABC News. “This is wrong way, they should have been
helping the community. In WA the police work with the community but not in
SA”.
M Williams:
‘The mining money is there and Phillip Toynes set things up the wrong way”.

R Kayipipi:
“I want to say something about the police we should help the police and the
police help Anangu. We need to stop fighting”.
Anthony Carr a policeman asked the Chairperson to respond to Ms Paddy
comments. He explained that he doesn’t know what happened at Kulka, but
the police are working really hard to improve relationships with Anangu and
he will chase it up with the boss.
Ms Paddy:
“I rang up 3 times to SA Police and was told to ring the local police. They need
to be more enforcement of the police which working on APY lands”.
M Williams:
Stated that due to misinformation he had made inaccurate statements and
apologised to the GM for being wrong about the money storey.
Resolution 4: At the meeting Anangu passes a resolution to the mining trustees that the
first lot of money associated with exploration is to be distributed to
members and that the mining activities money go into the trust.
