Stone tools of the pre-historic people during the Old Stone Age have been excavated in Sai Kung in the New Territories; these stone tools were perhaps extracted from the ground forming the first known quarrying operations. Although quarrying is one of the oldest industries in Hong Kong; its history can only reliably be traced back to the 1840’s, when record keeping became more commonplace. Over the ensuing decades the industry has made an enormous contribution to the built environment of Hong Kong through reclamation, housing, and infrastructure. Hong Kong has an abundance of good quality rock reserve suitable for a wide range of building material products, including high strength concretes and performance asphalts. Since the development of the first mechanized quarries in the late 1960’s, the supply of aggregates to the Hong Kong construction sector has been stable and reliable. THEME The theme of the Conference is “Revelations of the Hong Kong Quarrying Industry – Yesterday, Today & Tomorrow” The development of the quarrying industry from the 1840’s to the 1960’s was limited; quarries were generally unsafe, labour intensive and suffered low productivity. The late 1960’s saw a drive towards safer quarrying techniques such as bench blasting, and improved mechanization in loading, hauling and crushing. Two decades of major construction projects from the 1970’s, including the Mass Transit Railway system, the International airport at Chek Lap Kok, and associated large infrastructure projects like the Tsing Ma Bridge, the world’s second-longest span suspension bridge at time of completion, heralded in a new era for the industry, with peak aggregate production recorded between 1990 to 1998. However the ensuing decade has seen a gradual reduction in the number of quarries in Hong Kong, with only two operational sites now remaining. The counter-balance to this gradual decline in local aggregate production has been the steady rise in influence of quarries in the neighboring Pearl River Delta region of China. Some 60% of Hong Kong’s aggregate consumption is now imported; an increasing trend that looks set to continue. For some years, the industry together with its regulators have tried to explore the possibilities of opening new or extending existing quarry reserves in Hong Kong, but the twin challenges of scarce land resources together with ever increasing pressure from the environmental lobby, continue to frustrate efforts. Should Hong Kong rely totally on aggregate imports, like the island State of Singapore for instance who do not have their own natural resources, or should we maintain a strategic balance whereby Hong Kong maintains a steady supply for its local construction works? We hope the conference will provide some indications.
