7.11.16 MANIFEST Welcome to the Manifest; a weekly summary that cares more about brevity than grammar, and what is about to or could happen in Seaside than what did or didn’t. Contributions to future editions are welcome at [email protected] prior to noon on Fridays. The Week That Was Negativity Bias In The Age Of Unreason – I’m honestly not in the mood for the typical, happy go lucky collection of observations and municipal tidbits. The flags are flying at half-staff out front. Two Americans are dead from what appears to be bad police work and five police officers are dead because some guy … wait a second, I’m not going to give the guy a reason. There’s no reason for civilian snipers. If you’ve never had to watch unedited police videos, or listen to audio recordings of officer-involved shootings as part of your job, it’s hard to describe their impact. I’ll try anyway. You know someone’s life is coming to an end. You have to watch it and / or listen to it, and then make some sense of it. After the fact. Not on scene. In a way that both upholds the public trust we’re all sworn to, and honors the work of brave men and women who stand where we won’t; on the divide of a civil society and all the carnage that could be unleashed given all the guns coursing through the veins of America. There’s no sensible reason for any of it. There is mental illness, and anger, and fear, and racism. All weaponized, with safeties off. Bless each of our officers, each day they serve. May they bring professionalism, empathy, justice and peace to our community. May they come home each day to their loved ones, heartened by a thankful citizenry. A bit of a long lead-in to a new weekly summary of police service in the Manifest (attached). Stay safe. Fire Report – The other branch of the municipal hero brigade (attached). The Show Goes On Econ Dev Manager Starts – Kurt Overmeyer begins his tenure as Economic Development Program Manager today. Sustainability includes fiscal viability. Let’s get to it. Community Water Forum – The Monterey Peninsula Chamber of Commerce is hosting a community forum on upcoming state decisions on peninsula water supply on Tuesday, July 12 at 6:00 pm. At the Monterey Plaza Hotel. I’ll Take Door #3 Monty (ask your parents) – Rec Director Towne sends a Saturday memo my way (attached), asking for guidance on City Hall’s 50th Birthday shindig. First and foremost, thanks for working over the weekend. The part of the memo I enjoy most is “weather is unpredictable, and some departments are not enthusiastic about it”. Two things. #1 – Of all the words I’d use to describe the weather round these parts, “unpredictable” would be the last. That’s not a criticism, it’s just a bemusement (watch, October 22 will now feature a blizzard). #2 – We’ll have a nice chat about the 50th birthday of the best City Hall on the peninsula. I’m just guessing enthusiasm will follow. Have a good weekend. MEMORANDUM Date: July 9, 2016 To: Craig Malin, City Manager City of Seaside Recreation Services From: Nancy Towne, Recreation Director Subject: City of Seaside’s 62nd Birthday and City Hall’s 50th Staff is working on plans for the October 22, 2016 event. The last big birthday event for the 60th was on the lawn with fireworks, City department representation etc... The city decided to only have larger outdoor parties every five years. The next large event will be the 65th birthday (2019). In light of City Hall's 50th, the A&H Commission wants to have an Open House that focuses on the history of City Hall; highlighting and promoting the upcoming renovations of the building. They are also researching to see if the architect’s son can attend. He attended the plaque dedication several years ago so we are looking at the budget to see if it is feasible; costs associated with bringing him out from the East Coast may be prohibitive. Last year Councilman Ogelsby and the Mayor requested an element of the birthday to be "family/kid friendly" so we included some minor activities inside the building. The following are options that are all viable: 1. Focus only on the Art and History component to include honoring the 50th anniversary and highlighting the renovations of the building with no other kid friendly activity inside or outside of the building. Pros: It is easier and less expensive to provide. Cons: It’s has a more subdued esthetic and generally may not have as many people in attendance so it doesn’t have the feel of a celebration. 2. Add the kid friendly component indoors with minor activities such as the face painting/picture booth, balloons etc… Pros: Attracts more attendance by a different demographic and has a more festive feel to it. Cons: City Hall is small and gets easily crowded. Kid’s activities in small spaces are not the best combination. 3. Add the kid friendly component outdoors; setting up a “kid/family zone” on the lawn; include representation from all departments. Pros: Outside activities give it a festive feel to and it brings in more people Cons: It’s more expensive, requires more staff time, weather is unpredictable, and some departments are not enthusiastic about it. Please let me know if you need any further information or the City’s preference so we can prepare accordingly.
