This preliminary research report relates to the application for an urgent hearing by
Ramari Porter and Moehau Smith, on 8 March 2006, into the sale of the Turiroa School
site near the town ofWairoa in northern Hawkes Bay.
A point of contention between the claimants and the Crown is whether the school land is
located in the Turiroa block or the neighbouring Huramua block. Preliminary research
indicates that the Turiroa School site is located within the boundaries of the Turiroa
block. Nine accompanying maps illustrate the basis for this preliminary conclusion.

Map 1 is a composite map created by the Tribunal to reflect an interpretation of the
infonnation contained in Maps 3-9. Map 2 shows the location of the school site and the
block boundaries on sections of Maps 3, 7, and 8. The Turiroa School site is marked as
lot 4 on Map 3, as lot 1 on Map 4, and as lot 3 on Map 5. These maps show that the
school block adjoins the Wairoa River, and is located to the west of the Huramua Stream.
Maps 6 and 7 show the boundaries of the Turiroa block. Map 7 illustrates the relative
location ofthe Huramua Stream and the Wairoa River to the boundaries of the Turiroa
Block, and a comparison with the location of the school site in maps 3-5 shows that the
school was located within the boundaries of the Turiroa block. Maps 8 and 9 show that
the Huramua block is situated on the eastern side ofthe Huramua Stream.

Context:
The Turiroa block was purchased by the Crown in 1865 (purchase deeds HWB 141 and
142). Details of this purchase are included in Joy Hippolite's Rangahaua Whanui report,
Wairoa, pp.28-29.
The school site was declared an educational reserve on 12 June 1878 (NZ Gazette, 1878,
pp.829-830). It was gazetted as a school site on 11 December 1923 (NZ Gazette, 1923,
p.2990).
