Marshall Parks and Recreation T-Ball Rules
1. There will be NO ARGUING of any kind. Each coach is responsible for the
conduct of his/her players and parents.
2. Regulation game shall consist of 5 innings. Games shortened by reasons
of rain or other act of nature shall be regulation games.
3. The time limit shall be 45-minutes. No new inning shall begin after 45minutes from the designated starting time.
4. Each batter gets 5 swings to hit the ball off the “T” into play. The batter
shall be called out after 5 swings.
5. Offensive players may take as many bases as they can. A play becomes
dead when an infielder has possession of the ball in the infield area.
6. We will always bat through entire line-up.
7. No game score is kept. Both teams must line players up at the end of
each game and shake hands.
8. Batting helmets must be worn by the batter and all base runners. There
are no on deck batters.
9. No metal spiked shoes allowed.
10. If a batter “slings” the bat, the offensive coach will warn the player.
11. There is no leading off the base. Runner cannot leave the base before the
ball is hit. There is no stealing. Sliding is allowed. The infield FLY rule
does not apply.
12. A ball thrown to the side fence or outside the side fence becomes a
“DEAD BALL,” and each runner is entitled to the approaching base. A ball
that is thrown into the outfield is still a live ball.
13. All offensive players, except the batter, and all defensive players not on
the field, must sit in the dugout.
14. A ball that is hit in front of home plate but not outside the 5-foot arc is a
dead ball.
15. Offensive coaches are in the 1st base and 3rd base coach’s box. There is
also one at home plate to put the ball on the T. Game times are for
playing, not for taking a long time for instructional purposes.
16. Defensive coaches are in the outfield, outside the right and left field foul
lines—not on the field. One will also be behind the pitcher who will be the
umpire.
17. All teams must play a regular baseball infield, including pitcher, but no
catcher. The remaining players will be outfielders.
18. All players must play at least 3 full innings in the field defensively. All
players bat continuously and consecutively in the batting order rotation.
19. There is a non-smoking policy for any coach or adult on or near the
playing fields.
20. Each coach is responsible for cleaning the dugout.
21. Pitcher must start on pitching mound.

Playing rules not specifically covered herein shall follow the Official National Federation of
High School (www.MSHSAA.org) Baseball Playing Rules.
1. All coaches, parents and players are required to sign a Code of Conduct to participate.
2. Players must be age 8 or under on January 1 of the current year.
3. Each game will be 55 minutes long. The game will end immediately when time expires.
4. Score will not be kept. Only batting orders.
5. All players will bat and play the field every inning. The four infielders, pitcher and
catcher will play in the normal positions and the rest of the team will be in the outfield
grass.
6. All players will bat each half inning and keep the same order throughout the game. If a
player arrives after the lineup has been turned in, their name must be added following
the last name in the batting order. Coaches must make the umpire and defensive team
aware of the “Last Batter”.
7. Once the last batter of any half inning has put the ball in play, the fielding team can stop
play by tagging the lead runner or any base ahead of the lead runner. If the lead runner
stops, that half inning is over.
8. Batting helmets will be worn at all times by batters, base runners and on deck batter.
Runner(s) will be called out if they intentionally take helmet off while running the
bases. Helmets must remain on until player is in the dugout. This is a safety issue and
coaches we must enforce this!
9. The catcher must wear all protective equipment and plays the regular catchers position.
10. Batters will hit from a pitching machine. Players will be given five (5) good pitches, as
determined by the umpire, at which to swing and put the ball in play. If the batter does
not put the ball in play after five (5) pitches his time at bat is completed. There are no
strikeouts or walks.
11. Infield fly rule is not in effect
12. Bunting will be allowed.
13. There will be no lead-offs and the base runner may not leave the base until the ball is
hit. Violation shall result in an immediate dead ball with a warning; second time will
result in an immediate dead ball and removal of the offending base runner.

14. Stealing will not be permitted. Base runners may only advance one base on an
overthrow.
15. No earrings or jewelry of any kind can be worn. Medical bracelet/necklace must be
taped to the players’ body.
16. The batter cannot advance to first on a dropped third strike.
17. Metal cleats or spikes are not allowed.
18. There is NO warm-up between innings.
19. Umpires will call strikes on all pitches that pass through the strike zone, whether the
batter swings or not.
20. The Marshall Optimist Club will provide one volunteer umpire. They will be positioned
at the pitching machine and be responsible for feeding balls into the machine. Only the
umpire may adjust and feed the pitching machine.
21. The ball used is a RIF (Reduced Injury Factor) Level 10 balls that is regulation size and
weight but is softer than a baseball.
22. If a batted ball hits the pitching machine it remains in play unless it comes to rest near or
beneath the machine so that the umpire considers its retrieval dangerous. In that case
the play will be declared dead with the batter awarded a single and all base runners that
are forced to advance doing so. If an untouched batted ball hits the machine and goes
into foul territory before passing first or third base it is foul (if touched in fair territory
by a fielder it is a fair ball).
23. No throwing of bats. First time, player will receive a warning; second time, the player
will be called out; third time, the player will be benched for the remainder of the game
plus be called out when it is her time to bat. Players that continue throwing bats in
future games will be called out on the first occurrence.
24. All players and coaches not playing defense or batter, on deck batter, base runners and
base coaches shall remain in the dugout.
25. Pre-game infield practice will be permitted only if the previous game was completed
early and time is available prior to the scheduled starting time. In which time will be
equally divided between both teams. Again, GAME TIME means GAME TIME.
26. The team at bat is responsible for retrieving all balls that leave the playing field and
return them to the Umpires. Each manager should assign this task to a player or parent.

27. No smoking or any use of tobacco is allowed on the field or in the dugouts during
games and/or practices. This also includes alcohol and drugs. Your compliance and
cooperation are expected.
28. Absolutely no profanity will be tolerated by any person on the field, in the dugouts or in
the bleachers at any time!
29. Runners must avoid contact with the fielder and slide when a tag play is evident.
Likewise a fielder shall not stand in the base-path unless the fielder has the ball and
making a play on the runner. In all cases the Umpire will make the final ruling and may
eject the player from the game for malicious contact.
30. Derogatory, offensive or uncomplimentary remarks are not allowed and will not be
tolerated by coaches, players, parents and spectators. Violation of the Code of Conduct
or unsportsmanlike conduct by the above mentioned will result in order of severity: (1)
warning, (2) ejection and (3) suspension.

each league team.

3. Game time is forfeit time. If the scheduled time is delayed due to the previous game,
then the new start time will be 15 minutes from the end of the previous game. A team
must have at least 8 players to begin a game.
4. A minimum of eight (8) players is needed to play. If a team plays with less than nine
(9) players, each time the ninth (9th) player would have batted shall be recorded as an
out.
5. Games will be 6 innings and have a time limit of 1 hour 40 minutes. Time begins once
the umpire/coaches pre-game conference ends. When the time limit expires, the game
will immediately end unless the team currently at bat is behind in the score. If the home
team is at bat and ahead in score the game will end. No new inning will begin with 5
minutes or less remaining.
6. Games that are tied at the end of the time limit and/or six innings will end as a tie.
7. Six runs maximum can be scored per half inning. Once six runs have scored the half
inning is over! No exceptions!
8. The mercy rule will be in effect – 15 run lead after 3 innings, 12 run lead after 4 innings
and 10 run lead after 5 innings. If the mercy rule prevents the entire roster from batting,
additional batters will be allowed so that everyone has the opportunity to bat once
during the game.
9. Pitching distance will be set at 46’. Bases will be set at 60’. A regulation baseball will
be used.
10. Pitchers are allowed to pitch six (6) innings per week. One pitch in an inning is
considered an inning. Pitchers must have two (2) calendar days rest between pitching
assignments if they pitch in more than two (2) innings in any one game.
11. The batter is out when a third strike is caught or not by the catcher.
12. Any player, warming up a pitcher shall wear a mask and it is recommended anyone,
coach or adult, warming up a pitcher wear a mask. Any player that refuses to wear
proper equipment during warm ups shall be removed form the game.

13. There will be unlimited substitution in the field. Each player must play at least two (2)
innings in the field each game.
14. All players will bat and keep the same order throughout the game. If a player arrives
after the lineup has been turned in, their name must be added following the last name in
the batting order.
15. A courtesy runner may replace the pitcher or catcher at any time. When there are two
outs, it is mandatory to use a courtesy runner for the catcher. This rule is designed to
speed play. The courtesy runner would be the batter who made the last out.
16. Metal cleats or spikes are not permitted.
17. Batting helmets will be worn at all times by batters, base runners and on deck batter.
Runner(s) will be called out if they intentionally take helmet off while running the
bases. Helmets must remain on until player is in the dugout. This is a safety issue and
coaches we must enforce this!

of swinging, or is hit while in the strike zone.
23. When a team is charged with its second trip to the mound in the same inning to the same
pitcher, the pitcher must be removed from the pitching position for the remainder of the
game. The pitcher may be moved to another defensive position.
24. The Home team will keep the official scorebook and scoreboard. The Home team will
be the second team on the schedule.

12. There will be no more than (2) walks per half inning. Once the second walk occurs the
coach pitch rule is enforced. After 4 balls, the batter will be given two (2) additional
pitches by the offensive team’s coach to put the ball in play, after which the batter will
be out, unless a foul ball(s) allows the batter another pitch. All defensive players shall
remain in their original positions.
13. Bunting is permitted.
14. Infield fly rule is not in effect.
15. Metal cleats or spikes are not permitted.
16. Batting helmets with facemasks will be worn at all times by batters, base runners and on
deck batter. Runner will be called out if they intentionally take helmet off while

be the second team on the schedule.
21. No throwing of bats. First time, player will receive a warning; second time, the player
will be called out; third time, the player will be benched for the remainder of the game
plus be called out when it is her time to bat. Players that continue throwing bats in
future games will be called out on the first occurrence.
22. All players and coaches not playing defense or batter, on deck batter, base runners and
base coaches shall remain in the dugout.
23. MPRD will provide two Umpires for each game.
24. Only coaches and players on the team roster will be permitted in the dugout.
25. Pre-game infield practice will be permitted only if the previous game was completed
early and time is available prior to the scheduled starting time. In which time will be
equally divided between both teams. Again, GAME TIME means GAME TIME.

26. The team at bat is responsible for retrieving all balls that leave the playing field and
return them to the Umpires. Each manager should assign this task to a player or parent.
27. No smoking or any use of tobacco is allowed on the field or in the dugouts during
games and/or practices. This also includes alcohol and drugs. Your compliance and
cooperation are expected.
28. Absolutely no profanity will be tolerated by any person on the field, in the dugouts or in
the bleachers at any time!
29. Runners must avoid contact with the fielder and slide when a tag play is evident.
Likewise a fielder shall not stand in the base-path unless the fielder has the ball and
making a play on the runner. In all cases the Umpire will make the final ruling and may
eject the player from the game for malicious contact.
30. Derogatory, offensive or uncomplimentary remarks are not allowed and will not be
tolerated by coaches, players, parents and spectators. Violation of the Code of Conduct
or unsportsmanlike conduct by the above mentioned will result in order of severity: (1)
warning, (2) ejection and (3) suspension.

Girls 14 & Under
Playing rules not specifically covered herein shall follow the Official National Federation of
High School (MSHSAA) Fast Pitch Playing Rules. One Official Rule Book will be provided for
each league team.
1. All coaches, parents and players are required to sign a Code of Conduct to participate.
2. Players must be age 14 or under on January 1 of the current year
3. Game time is forfeit time. If the scheduled time is delayed due to the previous game,
then the new start time will be 15 minutes from the end of the previous game. A team
must have at least 8 players to begin a game.
4. A minimum of eight (8) players is needed to play. If a team plays with less than nine
(9) players, each time the ninth (9th) player would have batted shall be recorded as an
out.
5. Games will be 7 innings and have a time limit of 1 hour 15 minutes (75 minutes). Time
begins once the umpire/coaches pre-game conference ends. When the time limit
expires, the game will immediately end unless the team currently at bat is behind in the
score. If the home team is at bat and ahead in score the game will end. No new inning
will begin with 5 minutes or less remaining.
6. Games that are tied at the end of the time limit and seven innings will end as a tie.
7. Six runs maximum can be scored per half inning. Once six runs have scored the half
inning is over! No exceptions!
8. The mercy rule will be in effect – 15 run lead after 3 innings, 12 run lead after 4 innings
and 10 run lead after 5 innings.
9. Pitching distance will be set at 43’. Bases will be set at 60’. 12” optic yellow fast pitch
softball will be used.
10. There will be unlimited substitution in the field.
11. All players will bat and keep the same order throughout the game. If a player arrives
after the lineup has been turned in, their name must be added following the last name in
the batting order.
12. A courtesy runner may replace the pitcher or catcher at any time. When there are two
outs, it is mandatory to use a courtesy runner for the catcher. This rule is designed to
speed play. The courtesy runner would be the batter who made the last out.
13. Metal cleats or spikes are not permitted.

14. Batting helmets with facemasks will be worn at all times by batters, base runners and on
deck batter. Runner will be called out if they intentionally take helmet off while
running the bases. Helmets must remain on until player is in the dugout. This is a
safety issue and coaches we must enforce this!
15. The catcher must wear all protective equipment.
16. No earrings or jewelry of any kind can be worn. Medical bracelet/necklace must be
taped to the players’ body.
17. Base runners may leave the base when the ball leaves the pitchers hand. Leading off is
not permitted. Leaving the base early results in the runner(s) being called out and the
pitch is dead.
18. No player may sit on the bench when her team is in the field for more than two (2)
innings, unless that player is under disciplinary action.
