BID NOTICE UNDER OPEN BIDDING

REFURBISHMENT AND EQUIPPING OF KAWOLO GENERAL
HOSPITAL
PROCUREMENT No. MHU-SPSW/WORKS/2015-16/00001
1. The Government of the Republic of Uganda (GoU) and the Kingdom of Spain have
signed a Debt Swap Agreement on 2nd July 2008 that involves the creation of a Trust
Fund. The resources of the Trust Fund will be used to finance the cost of a contract for
the refurbishing and equipping Kawolo General Hospital (KGH).
2. The Ministry of Health of Uganda invites sealed bids from eligible bidders for the
provision of the above works.
3. Bidding will be conducted in accordance with the open international bidding method
contained in the Government of Uganda’s Public Procurement and Disposal of Public
Assets Act, 2003 and is open to all bidders from Uganda and Spain.
4. Interested eligible bidders may obtain further information and inspect the bidding
documents at the address given below at 8(a) from: 9:00 am to 5:00 pm Ugandan Time.
5. The Bidding documents in English may be purchased by interested bidders on the
submission of a written application to the address below at 8(b) and upon payment of a
non-refundable fee of Uganda Shillings six hundred thousand only (UGX 600,000) or
equivalent. The method of payment will be through direct deposit to the Uganda
Revenue Authority Account in any authorized Commercial Bank in Uganda. The
bidders shall then present the receipt of payment before they are issued with a Bid
Document.
6. This Bidding Process is open to Spanish and Ugandan companies and Non-government
organizations for development, legally registered in Spain or Uganda, constituted and
operated in consistency with the provisions of the Spanish or Ugandan laws and
regulations that affect the Spain-Uganda Debt Swap Agreement. The Companies and
Non-government organizations for development shall have their legal Head Office
located either in Spain or Uganda.
7. Bidders that collect the BD shall send a copy of the Letter of Registration and evidence
of payment (bank receipt) to the Head of the Spanish Economic and Commercial Office

8. Bids must be delivered to the address below at 8(c) at or before 10:00 on 12th July
2016. All bids must be accompanied by a bid security of USD 200,000 (United States
Dollars two hundred thousand only). Bid securities must be valid until 17th March
2017. No liability will be accepted for loss or late delivery. Late bids shall be rejected.

at the address below at 8(d) at 10:30 am on 12th July 2016
9. There shall be a pre-bid meeting/site visit at Kawolo Hospital, along Kampala-Jinja
Highway at 10:00am on the dates indicated in the proposed schedule in this notice.
