CHICKEN SITUATION
Pick your poison
Industry players are being forced to pick their preferred poison;
all while knowing that no matter what they decide on, there
will be consequences. Items like small breast meat, wings, and
fronts remain wanted and as a rule, sellers continue to command
stronger values for them. At the same time though, the back
half of the bird is rated no better than barely steady. Discounted
offerings of whole legs, leg quarters, and leg meat have helped
keep product moving, but only by a little. Thighs and thigh meat
are rated mostly steady and trading levels are market related.
Jumbo boneless breast meat and tenders are still exhibiting some
weakness. Processors are entertaining discounted bids in order to
keep their inventories clean. Jumbo wings are in solid shape and
being held with varying degrees of confidence. Whole birds and
WOGs continue to trade at supported levels. Supplies are deemed
at least adequate for current needs, which are seasonal.

Looking for Options
The week of business is beginning to wind down and, when it
finally does; buyers will no doubt be left scratching their heads and
seeking alternatives to their previous game plan. For some players,
the finite number of available protein options and scheduling
choices more or less backs them into a corner. In these instances the
absence of raw materials to cook will likely produce unanticipated
down time and gaps in production schedules. In other cases
substitutions are being made but that is not a suggestion that
those players are satisfying finished goods requirements. With only
a few exceptions pending additional feedback, Urner Barry’s white
meat and trim oriented quotations move higher. Frozen thigh
meat is in a better position in terms of buying interest but supplies
remain adequate. Fresh is no more than adequate to short. Whole
body turkeys are poised to advance. A couple late morning hen
bookings were reported for immediate ship at premiums. Pending
confirmations, this will likely be further impetus for higher trending
quotations. Toms are as strong as or stronger than hens with this
true of consumer and institutional weight classes. Institutional
breasts are being pursued even more aggressively than a few days
ago and input crossing our path suggests that offerings are all but
completely unavailable. For parts we still have at least a couple
of tiers in the marketplace. In keeping with recent export trends,
wings are in demand but pressured by buyers unable to fork over
the same prices recorded through traditional domestic channels.
That said HPAI restrictions also don’t allow some sellers the same
placement options as others and some U.S. business is conducted
below yesterday’s retreating quotations. Drums vary according to
source and we rate them as steady to no better than steady overall.
Necks are experiencing similar conditions as wings. MST closes the
week supported under consistent trade patterns which favor fresh
for the moment.

The U.S. Department of Agriculture (USDA) invites offers to sell chicken
and chicken products pursuant to the AMS Master Solicitation for use in
the National School Lunch Program and other Federal food and nutrition
assistance programs. Acceptances will be announced by midnight, Tuesday,
May 19, 2015. Deliveries are to be made between July 1 and July 31, 2015.
All bulk loads on this Solicitation are No Tolerance. Fewer than 36,000
pounds will be rejected.
Offerors who intend to use more than one processing plant and shipping
point for contracts awarded under this solicitation, other than the
processing plant and shipping point entered in their bids, may submit a list
of their approved processing plants and shipping points on a separate sheet
of paper to be uploaded in WBSCM, and to be submitted with their bids.
This Solicitation may show multiple stops on some line items; however, the
number of stops will be limited to a maximum of three. To determine the
number of destinations, review the "Tendering Text" for the lot, which will
indicate the City and State for each stop. Bidders may submit different prices
for each stop. However, a price is required on all line items within the lot.
For offshore destinations (Puerto Rico, Hawaii, etc.), offerors have the
option to choose to enter their bids direct to the offshore destination or
to the port.
Purchases will be made on an f.o.b. destination basis to cities on this
Solicitation. Destination quantities listed are estimates and subject to
adjustment based on offerings, changes in recipient needs, market
conditions, and program operations.
All prime vendors are reminded that they are prohibited from
subcontracting with companies or individuals that have been suspended
or debarred.
Offers must be submitted electronically via the Web-Based Supply Chain
Management System (WBSCM). Offers submitted by any means other
than WBSCM will be deemed nonresponsive. Offerors must be active in
WBSCM and have the required bidder roles in order to submit offers under
