QUALIFICATIONS:
Dr. Yong Bai is currently tenured Associate Professor and Director of Emerging Technologies
for Sustainable Infrastructure Laboratory at the University of Kansas. His selection as Chair of
Construction Management and Engineering in the College of Engineering and Architecture at
North Dakota State University, with an offer of tenure as Full Professor, is based on his
exemplary record in teaching, research, and service. Dr. Bai is scheduled to begin his service at
NDSU on July 1, 2012.

INSTRUCTION:
Background includes teaching construction engineering and construction management courses at
undergraduate and graduate level. Dr. Bai has taught introductory courses as well as capstone
courses for undergraduate students. All instructional evaluations are acceptable for both course
averages and instructor averages. Recently he developed a course on International Construction
Management, which blends ideally with the CM&E department goals for globalization
knowledge for students. Overall his teaching performance meets expectations for tenure.
RESEARCH/CREATIVE ACTIVITY:
Dr. Bai has successfully been awarded over $900,000 as a PI and more than $850,000 in funding
as a Co-PI. His funding is primarily from state departments of transportation (Minnesota, Texas,
Kansas, Iowa) and he has also been successful in the private sector with funding from ELECTRI
International (research in the electrical construction contracting field). On major competitive
grants he has been funded through National Science Foundation and the Mid-America
Transportation Center/Federal Highway Administration (similar to Upper Great Plains
Transportation Center). He is the author/co-author of 5 books and co-editor of the selected
papers from the Asia-Pacific Transportation Development Conference. Dr. Bai has published 20

journal articles in leading journals nationally and internationally. Dr. Bai has more than 40
conference papers published, 18 research reports, and has presented more than 40 times at
national and international conferences. In addition to his research grant activity, Dr. Bai has
been successful in obtaining approximately $295,000 in software and equipment
donations/grants. Dr. Bai has completed 4 Ph.D. students and 17 Master's students.
SERVICE:
Dr. Bai is a Fellow ofthe American Society of Civil Engineers and serves in variety ofroles in
ASCE. He is a Specialty Editor for the Journal of Construction Engineering and Management
and serves on 5 committee/institutes within ASCE. He is an active member of the
Transportation Research Board Emerging Technology Committee and AFH10 Information
Systems in Construction Management. He has served on 11 technical and organizing committees
for national and international conferences. Dr. Bai is an active reviewer for ten journals. His
service at the University of Kansas includes: faculty search committees, faculty advisor for the
Associated General Contractors Student Chapter, Chair of the Research Committee, member of
the Scholarship Committee and IT committee. For the School of Engineering he has been on the
Engineering Library Committee, Computer Committee, and Academic Standards Committee.
He has served on the University International Affairs Committee, Academic Procedures and
Policies Committee, Foreign Language Area Studies Fellowships Committee, and University
Senate Task Force on Tuition Assistance for Employees, Pminers and Dependents. He has
additional service documented at Texas Tech University.

Based on the College of Engineering and Architecture tenure requirements, Dr. Bai's teaching

QUALIFICATIONS: Dr. Sumathy Krishnan came to NDSU with 3 years of tenure credit, and
is in her 4th year. The request for tenure for Dr. Krishnan to Full Professor is based on her
"exceptional record of outstanding achievement and consistent excellence" in teaching, research,
and service. Dr. Krishnan joined the Department of Mechanical Engineering with the rank of
Associate Professor in 2008. She received her PhD in Mechanical Engineering in 1995 from the
Indian Institute of Technology-Madras, one of the preeminent engineering institutes in the world.
She came to NDSU with extensive postdoctoral and professional experiences, including 9 years
service as assistant and associate professor at the University of Hong Kong.
INSTRUCTION: There has been a continuous improvement in SROI of upper division courses
to a strong current level in the 4.1-4.35 range. She serves as academic advisor for 25
undergraduates each term; has advised two Masters students to completion and is advising one
PhD and two Masters students at present, an adequate level.
RESEARCH/CREATIVE ACTIVITY: Dr. Krishnan has published seven journal articles
since coming to NDSU, along with three book chapters, as well as a number of refereed
conference papers-three of which were presented as keynote speeches. She has received nearly
$300K of sponsored funding as PI. This is an adequate level. She has also served as the
reviewer for nine journals, a significant accomplishment.
SERVICE: She has served on a large number of department, college and university
committees, and is a member of the CEA Strategic Planning Committee. Her service to the
NDSU Association of Students from India and the NDSU FIRE program are especially
noteworthy.
REVIEW: Dr. Krishnan has fully established her teaching, research, and service at NDSU,
with an ever-upward trajectory that merits promotion and tenure.
RECOMMENDATION:

Dr. Keith Murphy is currently a tenured Professor and Chair of Genetics and Biochemistry at
Clemson University, and Director of Clemson University Genomics Institute. His long and
distinguished record in teaching, research, and service, is the catalyst for his selection to serve as
Professor of Biological Sciences and Associate Vice President for Research, Creative Activities and
Technology Transfer/Biologics and Biomedical Outreach. This offer also includes the title of
Founding Director of the North Dakota Genomics Institute at North Dakota State University, a new
initiative currently co-sponsored by the VPRCATT and the Provost's Office. Cognizant of his
record, Dr. Murphy has been extended an offer of tenure as Full Professor, subject to the approval
by the State Board of Higher Education. Dr. Murphy's start date is to be on or before July 1, 2012.
K~eith Murphy earned his Bachelor of Science in Microbiology from Indiana University in 1982, his
Master of Science in Molecular Genetics from the University of Cincinnati College of Medicine in
1986, and his doctorate in Genetics from Louisiana State University in 1989. He carried out
postdoctoral work in cell biology at Northwestern University Medical School and in molecular
virology and molecular entomology for the USDA Arthropod-borne Animal Disease Research
Laboratory.
He has been a professor at The Citadel, the University of Memphis and the Texas A&M University
College of Veterinary Medicine and Biomedical Sciences. He is currently chair of the Department
of Genetics and Biochemistry of Clemson University and is also Director ofthe Clemson University
Genomics Institute.
His research concerns the genetics of hereditary diseases of the dog. He has authored ~70
manuscripts/book chapters, trained ~two dozen predoctoral and postdoctoral scientists, consulted
for ~one dozen companies and been the Science Officer for the Canine Health Foundation. He has
won numerous awards for his research including the Pfizer award for achievement in veterinary
medical research. His research has been highlighted on the cover of numerous journals. He holds
patents for his work on canine hereditary nephropathy and genetic testing for the merle trait.
Clearly, Dr. Murphy shows outstanding strengths in teaching, research, and service and exceeds all
three criteria for award of tenure.

Dr. Kalidas Shetty, a long-tenured Professor of Food Biotechnology in the Department of Food Science at the University
of Massachusetts, Amherst, has been selected to serve as Founding Director of the Global Institute of Food Science and
International Agriculture, and Associate Vice President for Global Outreach at North Dakota State University, starting on
or before January 1, 2013. Dr. Shetty's selection for this position is based on his exceptional record in teaching, research,
and service. He has been extended an offer of tenure as Full Professor, subject to the approval by the State Board of
Higher Education.
Dr. Shetty is a former Jefferson Fellow of the U.S. Department of State. He received his BS from the University of
Agricultural Sciences, Bangalore, India majoring in Applied Microbiology and MS and PhD. from the University of
Idaho, Moscow, Idaho, USA in Microbiology. He then pursued postdoctoral studies in Plant Biotechnology in Japan
(National Institute of Agro-Biological Sciences, Tsukuba Science City) and Canada (University of Guelph) prior to
joining the University of Massachusetts Amherst in1993 as Assistant Professor of Food Biotechnology.
Dr. Shetty's research interests focus on critical role of cellular and metabolic basis of oxygen biology for advancing new
innovations in Life Sciences and especially Agricultural and Food Innovations that advance global food security and
health in a sustainable environment. His specific research interests focus on redox pathway-linked biochemical regulation
of phenolic phytochemicals in food botanicals using novel tissue culture, biochemical, bioprocessed and fermentation
systems to add value to food systems. This focus is contributing to very innovative advances in the areas of nutraceuticals,
functional foods and food antimicrobial strategies as critical innovations to advance food security in addition to
malnutrition and hunger challenges. In particular the role of phenolic phytochemicals through redox-linked pathways is
his major interest for developing functional food ingredients and beneficial bacterial processing for combating chronic
diseases such as type 2 diabetes and cardiovascular disease. This also serves as the basis of new biochemical rationale for
healthy whole food design for advancing global food security and health. He has published over 170 manuscripts in peerreviewed journals and over 30 as invited reviews and in conference proceedings. He holds 5 US patents.
In 2004, Professor Shetty was selected by US State Department as the inaugural Jefferson Science Fellow to advice on
scientific issues as it relates to International Diplomacy and International Development. This program administered by the
US National Academies allowed Dr. Shetty to serve as Science Advisor at the US State Depatiment for 1 year in 2004-05
and he has continued to serve as Science Advisor for 5 more years following his return to the University of Massachusetts.
Dr. Shetty has widely traveled and has been invited to present lectures and seminars in the areas of Food Biology, EcoBiological Basis for Evolving Healthy Food Systems for Food Security & Health, Functional Foods and Dietary
Phytochemicals and Food Safety in over 30 countries in Asia, Europe, and the Americas. In 1998 he was awarded the
Asia-Pacific Clinical Nutrition Society Award for his contributions to the area ofphytochemicals, functional foods and
human health based on his understanding of Asian food traditions and traditional food systems. In 2006 at the University
of Massachusetts he was awarded the Outstanding Research and Creativity Award.
Clearly, he shows outstanding strengths in teaching, research, and service and exceeds all three criteria for award of
tenure.

QUALIFICATIONS: Mr. Michael Strand has currently 2 years of tenure at North Dakota
State University. The request for Mr. Strand's promotion to Full Professor is based on his
exceptional record in teaching, research, and service, and his burgeoning national reputation in
his discipline and his efforts at community outreach. Mr. Strand joined NDSU in August 2009 as
Associate Professor and Department Head of Visual Arts. He received his MFA in Ceramics
from the University ofNebraska at Lincoln in 1999. He was granted the opportunity to apply for
tenure after two full years of work at NDSU, and is exercising that option.*
INSTRUCTION: Mr. Strand's SROis are consistently well above 4. He has guided the
department through a significant curriculum revision, and has restructured courses in multiple
foundation areas. He actively involves students in his own creative activities
RESEARCH/CREATIVE ACTIVITY: Mr. Strand is developing a national reputation and
presence in the new area of community engagement. He has held a solo exhibition each year as
well as several regional group exhibitions and several national community engagement projects.
External reviewers offer high praise, such as, 'his work is the strongest I have seen in
applications for tenure.'
SERVICE: Mr. Strand has a full portfolio of department, college, and university service. Most
notable is his exceptional leadership in bringing cohesion and a unified mission to his
department.

Tenure recommendation for Dr. Donald Warne is based "exceptional circumstances" and
conforms to SBHE Policy (605.1.b). Dr. Warne has a record of excellence in all three areas of
teaching, research and service. He was originally hired in October 2011 as Associate Professor
and Director ofNDSU's Master of Public Health Program (MPH), based on his record. Dr.
Donald K. Warne received his Doctor of Medicine from Stanford University Medical School in
1995, his Master of Public Health from Harvard School of Public Health in2002 and Bachelor of
Science in Kinesiology from Arizona State University inl989. He completed the following
postdoctoral training: a residency in Family Medicine at Good Samaritan Regional Medical
Center in Phoenix, AZ, a Fellowship in Minority Health Policy from Commonwealth Fund at
Harvard Medical School in Boston MA, a fellowship in Alternative Medicine from Arizona
Center for Health and Medicine in Los Angeles, CA. Dr. Warne's professional experiences
include being Director of the Office ofNative American Health at Sanford Health in Sioux Falls,
SD; Senior Policy Consultant for the American Indian Health Management & Policy, Inc. in
Tempe AZ; Senior Policy Advisor for the Great Plains Tribal Chairman's Health Board in Rapid

Health; Diabetes Care; and several others, including a variety of topic areas including cancer
disparities, alcoholism and substance abuse, policy issues in American Indian Government,

investigator or co-PI on several funded grants from the Centers for Disease Control; the National
