I n t h e o p i n i o n of the Deputy M i n i s t e r , t h i s
sad s t a t e of a f f a i r s was due t o t h e unorganised s t a t e o f d e i r y
i n d u s t r y . Milk was g e n e r a l l y yroduced m d vended by innumerable
small-scale producers o r v e n d s r s , and as t h e demmd was mainly

i t s s a l e p r i c e . The l a r g e - s c a l e c o n c e n t r a t i o n of m i l c h ,animals
i n t h e c i t i e s and t h e u n c o n t r o l l e d s a l e of milk i n t h i s manner
was t h e most p o t e n t f a c t o r which had been m i l i t a t i n g a g a i n s t
t h e development of organised I ? a i r y i n g on sound b a s i s .
Modern d a i r y farms had f a i l e d t o t h r i v e under t h i s
suffocating climate,

Even t h e milk supply schemes i n i t i a t e d
by t h e S t a t e Governments i n d i f f e r e n t p a r t s of t h e country had
been l a n g u i s h i n g i n some c a s e s because of such unhealthy
competit ion.
S h r i Krishnappa s a i d t h a t what h e had s t a t e d about milk
wzs e q u a l l y t r u e of o t h e r d a i r y products. F o r i n s t a n c e ,
a d u l t e r a t f o n of ghee and b u t t e r w i t h f a t s of v e g e t a b l e o r i g i n
was extremely common, S i m i l s r l y , curd, khoa and ch3?.ma, o u r
o t h e r p r i n c i p a l d a i r y products, a s u s u a l l y s o l d , were ~ . d u - l t e r a t e d
i n v a r i o u s ways, N a t u r a l l y , t h e p u b l i c had l o s t f a i t h and
bought t h e cheapest i n t h e b e l i e f t h a t when a d u l t e r a t i o n was
almost u n i v e r s a l why more should be paid.
DIFFICULTIES I N 03GANISED D A I R Y I N G
S h r i Krishnappa pointed o u t t h a t t h e I n d i a n s t a t u t e
contained a l e g a l p r o v i s i o n t o p r e v e n t a d u l t e r a t i o n of food
i n c l u d i n g m i l k , U n t i l 1954 such l e g i s l a t i o n was provided under
t h e Pure Food h c t . But a s t h e Act s u f f e r e d from some d e f e c t s
and i t s provision's somewhat v a r i e d from S t a t e t o S t a t e , i t was
r e p l a c e d by t h e new P r e v e n t i o n o f Food h d u l t e r a t i o n Act, 1954.
But t h e p o s i t i o n d i d n o t seem t o h:3ve
